Questions Solicitation Number: ID04190008 Project Title: LAMS Support Servcies
Question # Solicitation Ref: Question Answer
L.2.3 General Proposal Submission Information Is a Glossary desired and if submitted, will it be exempt from page count?
A glossary is not required. However, if included, it will not count towards the page total; similar to PWS Section L.1, in which the cover page, table of contents, and/or indexes are not required but, if included, do not count toward the page total.
L.2.3 General Proposal Submission Information
Do you desire a cross reference matrix of solicitation requirements and where in the proposal they can be found? Would it be exempt from page count?
A cross reference matrix is not required. However, if included, it will not count towards the page total;
similar to PWS Section L.1, in which the cover page, table of contents, and/or indexes are not required but, if included, do not count toward the page total. Per PWS Section L.2.3, "All proposal references shall be linked/tied, in writing/by reference, to the specific paragraph in the PWS they pertain to."
Therefore, in accordance with this statement, PWS references should be included within the proposal and not just in a cross reference matrix. Therefore, ultimately the references within the proposal will count towards the page count.
A.1 Solicitation/Contract Form Should we download a copy of the SF1449 from AASBS and included in the hardcopy?
We do not require a copy of the SF 1449 with hard copy submissions. Hard copy submissions only need to include the volumes listed in PWS Section L.1.
K.2.1 FAR PROVISIONS
INCORPORATED IN
FULL TEXT How should completed representations and certifications be submitted?
Offerors shall complete all applicable Representations and Certifications within PWS Section K and provide a copy of the completed Representations and Certifications with both the electronic submission and hard copy submission.
L.5.3, M.3.3 Volume III Price
Do you desire a pricing narrative to accompany the Excel pricing spreadsheet or just the Government provided completed Excel pricing spreadsheet?
Only the completed Excel Pricing Spreadsheet is required. However, per PWS Section L.5.3, any modifications of information does require a narrative to be provided. Additionally, offerors are highly encouraged to supply a narrative regarding any structuring of option year prices that may appear to be unbalanced per PWS Section L.5.3
6 L.5.3 Volume III Price
If we modify the Labor Categories or Labor Hours in the provided Excel pricing spreadsheet, where are we supposed to put the required explanation of our modification? In a Word Price Narrative document? Or documented on the spreadsheet in a cell to the side?
Explanations and narratives related to modifications shall be provided in Volume III of the proposals in a format of the offerors' choosing. Per PWS Section L.5.3, this information shall be provided in a searchable format with applicable cross references. Offerors shall also ensure the narrative provides all required information detailed in PWS Section L.5.3.
7 L.5.3 Volume III Price
Where do we put the desired explanation of structuring of option year pricing that may appear unbalanced? In a Word Price Narrative document? Or documented on the spreadsheet in a cell to the side?
Explanations of structuring of option year prices that may appear unbalanced shall be provided in Volume III of the proposals in a format of the offerors' choosing.
8 L.5.3 Volume III Price When creating a burdened labor rate, typically the indirects we apply are fringe, overhead, G&A and profit/fee. Is this what is expected to be included in the labor burdened rates?
The Government has no expectations of what expenses shall be included in the fully burdened labor rates; the decision of the what expenses to include in the fully burdened labor rates are at the offerors' discretion. It should be noted, that the fully burdened labor rates will be incorporated into the contract and will be the only amounts payable against the contract; therefore offerors shall ensure any expenses they wish to charge against this contract are included in the fully burdened labor rates (this applies to profit/fee as well).
L.2.2 Electronic Proposal Submission Procedures How should proposal include confirmation of current SAM registration?
Both electronic submission and hard copy submission shall include a copy of confirmation of current SAM registration for the offeror.
L.5.2 Volume II/Evaluation Factor B/ Past Performance
If a project used to demonstrate past performance is complete and has a final CPARS, can the CPARS be substituted for a PPQ?
No, per PWS Section L.5.2, PPQs must be provided for all contracts mentioned in Volume II of the offeror's proposal.
L.2.1 Hard Copy Proposal Submission Procedures May we have an address suitable for delivery via UPS or FedEx? (Not a PO Box) The PO Box is the only available address.
L.5.2 Volume II/Evaluation Factor B/ Past Performance
Would the government consider reducing the length of the period of performance required for a project to qualify as a "recent" past performance from 12 months to 4 months? Many LAMS projects are short in duration and do not have a period of performance of 12 months. See PWS version 02, dated 17 April 2019. Changes denoted in red.
13 L.5.3 Volume III Price
How are we to account for uplifts in labor costs for OCONUS deployments (for instance, in either CLIN X001 or X002) that are not contingency deployments? These OCONUS deployments should be at a different rate than CONUS deployments.
We are unsure what types of costs you are referring to when referencing "uplifts in labor costs" related to OCONUS work. However, as an example of an OCONUS expense being accounted for, we can indicate that we will account for U.S. Department of State Post (Hardship) Differential within the Travel CLIN when the location is known at time of task order award. The applicable percentage rate will be pulled from the Department of State website and applied to the applicable labor rate with the total Post (Hardship) Differential being accounted for in the Travel CLIN.
14 C.2 Scope of Effort
Solicitation states all personnel assigned to or utilized in performance of this contract be a U.S.
Citizen. Does this mean that, while deployed OCONUS on a task, Third Country Nationals or Local Nationals are not allowed to assist with execution of a task?
Only US citizens can perform work on behalf of the contractor. There will likely be some instances in which the contractor provides technical oversight in an OCONUS location and they oversee work done by soldiers or LN/TCN. However, these soldiers and LN/TCN will not be employed by the contractor, they will be coordinate by the Government
C.2.2.2 Personnel Requirements for Contingency Operations
Solicitation states contractor employees must hold a current CAC card. If an employee does not hold a CAC card, will the government sponsor their CAC card (to be obtained during processing at CRC?)
After award, the Government will assist in obtaining CAC for eligible personnel who meet the minimum requirements detailed in PWS Section H.5.3. Referencing PWS C.2.2.2 only employees with CACs will be allowed to perform in contingency operation areas; the Government will not sponsor an individual without a CAC.
07 May 2019 - Amendment 02
Would you accept a hardcopy submittal that was received on Monday, May 13 at the PO Box as received within 48 hours
As the Post Office is not open on Sunday, we have extended the hard copy due date to 72 hours after the Request For Proposal (RFP) closing date/time. See PWS version 03, dated 07 May 2019. Changes denoted in red. Please note this does not change the due date for the electronic copy to be submitted through the AASBS Portal.
17 Can you confirm that the online submission will convert into the SF1449 once completed?
Ensure you complete all fields in the AASBS Portal when submitting your proposal and that will be considered the SF1449, there is no separate form.
It’s stated that hard copies can be received 48 hours after May 10, 2019. Does this mean it will be 48 hours (2 business days) or are the hard copies required to be in hand by Sunday?
As the Post Office is not open on Sunday, we have extended the hard copy due date to 72 hours after the Request For Proposal (RFP) closing date/time. (72 hours is considered 3 calendar days) See PWS version 03, dated 07 May 2019. Changes denoted in red. Please note this does not change the due date for the electronic copy to be submitted through the AASBS Portal.
