The individual’s name provided must be exactly as it appears in AASBS Portal. Vendors will not be able to access this RFP in AASBS Portal without providing this requested information to GSA. It is the offeror’s responsibility to ensure vendor registration in the AASBS Portal, notification of AASBS registration to the GSA POC, and submission of the proposal are completed before the RFP closing date and time. Offerors that submit a proposal but fail to properly register in AASBS Portal will result in an “Unregistered Vendor Quote”. An award cannot be made to an “Unregistered Vendor Quote”. An “Unregister Vendor Quote” may be considered failure to submit a proposal via AASBS Portal and may result in the offeror’s exclusion from consideration. Extension of the RFP closing date and time will not be granted due to late registration in the AASBS Portal or failure to provide registration information to the GSA POC in a timely manner.
AASBS Portal requires that information under the ID number in AASBS Portal be an exact match with the information in the System for Award Management (SAM) https://www.sam.gov. An award cannot be made if the following information in each system does not match.

The hard copy proposal shall be delivered with the following legend marked on the front of the outer packaging: “PROPOSAL FOR GSA ID04190008, DO NOT OPEN MAIL/PACKAGE.”
The hard copy versions of the proposal are required to be submitted as a courtesy for the Government. It is highly desirable for the hard copy proposals to be received by the RFP closing date/time. In the event that the electronic version is received timely but the hard copy version receipt is delayed, then any slight delay in receipt of the hard copy versions will be waived as a minor formality. However, failure to receive the hard copy versions within 48 hours after the Request For Proposal (RFP) closing date/time may be deemed a material failure by the offeror and the proposal may be rejected and ineligible for award. The electronic version of the proposal submitted through the AASBS Portal is the official copy of the proposal for establishing timeliness of receipt by RFP closing date/time. In the event the hard copy version differs from the electronic version, the electronic version submitted in AASBS Portal is the official version.
