About this file
This is an RFP proposal submission requirements document (Attachment 4) for RFP 843396 that outlines the required content and format for proposal submissions. Proposals must be submitted in four separate volumes: Volume 1 - Technical Proposal (Step 1), Volume 2 - Technical Proposal (Step 2), Volume 3 - Pricing Proposal (Step 2), and Volume 4 - Business Proposal (Step 2). Proposals should be submitted via email to Samantha.Ernst@pnnl.gov and must remain valid for 280 days after the final proposal due date.
The document details specific requirements for each volume, including required cover pages, technical content organization, pricing information, and business documentation. Key requirements include a $3 million bid guarantee, Buy American Plan compliance, SAM and E-Verify registration proof, and acknowledgment of PNNL Onsite Work Hazard Form. The technical volumes explicitly prohibit inclusion of any pricing information. The business volume requires insurance certificates, representations and certifications, and any exceptions to technical requirements or Battelle General Provisions must be submitted in redlined format. The document emphasizes that vendor terms and conditions cannot take precedence over Battelle's General Provisions, and proposals must be complete to be considered responsive.
