Q# Document Par. Ref. Subject Question Government Response

49 RFP Page 29 Joint Test Plan Can we get a sample of the “Government’s Joint Test Plan”?

No. The Government's Joint Test Plan will be provided after award to the successful Contractor.

50 RFP 252.204-7012 Cyber Security

How will it be determined that the offeror has sufficient systems capability to meet these security requirements? Will there be a 3rd party to determine the capability of the Offeror?

With the exception of subfactor 2, cyber security will not be evaluated as a part of the source selection. After award, the contractor shall provide IAW PWS 1.3.13.2 a Self- Assessment of its compliance with NIST SP 800-171 and present a Plan of Action that identifies any deviations, non-compliance, or proposed alternative means of compliance as well as plans for correcting non-compliant requirements to the contracting officer on 1 August 2019 and then annually thereafter. The Self-Assessment and Plan of Action will be reviewed by a third party.

51 RFP Subfactor 1 TMS Is there a requirement to have a contingency plan in the event systems are down or breached?

The Offeror shall submit their technical approach to meet the required system performance, availability and surge requirements. The Offeror’s technical approach shall address any associated technical challenges and issues. In addition, the Offeror’s technical approach shall describe system failover and disaster recovery capabilities to be utilized to mitigate degradations in system performance.

52 PWS 1.3.3.1.1 &

1.3.12.3 Facilities

What documentation will the Government provide the successful GPC IV offeror that Government owned VPC facilities will be provided to the contractor free of recognized hazards and in compliance with safety and environmental regulations?

There is no documentation provided to the successful GPC IV Offeror. The responsibility is on the contractor to thoroughly inspect the facilities that they will be operating prior to the handoff from the government. If the contractor finds discrepancies (safety or environmental), they should provide their findings to the government for mitigation prior to occupancy/acceptance, or at a minimum to document the conditions already existing at the time of occupancy. The contractor will be provided every opportunity to inspect and document deficiencies prior to acceptance of the government-owned VPC facilities. The contractor will not be held responsible for pre-existing conditions. Prior to occupancy, the contractor will acknowledge that they accept the facilities and are now responsible for safe operation.

53 PWS 1.3.3.1.1 &

1.3.12.3 Facilities

How will the Government document the baseline hazards, safety and environmental conditions at Government owned VPC sites?

See response to question above.

54 PWS 1.3.7.1.7 Notification

Paragraph 1.3.7.1.7 states, in part,“…The contractor is responsible to maintain the condition of a POV until disposition instructions are obtained from the Government." (1) What does "maintain" mean in this context? (2) Will this be a separately priced item, or is this type of maintenance support expected to be included in the standard transportation prices?

See Amendment 5 and revision to PWS paragraph 1.3.7.1.7.

55 PWS 1.3.7.1.7 Notification Will the GPC IV contractor be compensated for maintenance of POVs remaining in contractor possession beyond 45 days?

The contractor will not be required to maintain the condition of a POV; therefore, compensation is not necessary. See Amendment 5 and revision to PWS paragraph 1.3.7.1.7.

56 PWS 1.3.7.1.8 Notification

In response to DRFP Question #63, the Government stated that it will continue to take ownership of the abandonment process for POVs in transit and that conversion to commercial accounts only applies to POVs beyond their storage entitlement; however, the FRFP PWS

1.3.7.1.8 language remains the same. Will the USG please update this PWS paragraph accordingly?

The Government's position on abandonment has changed since the draft RFP. The abandonment process in GPC IV is applicable to both stored and shipped vehicles, and the conversion to commercial accounts will be applied to both types of vehicles. PWS paragraph 1.3.7.1.8 remains unchanged, and is correct as written.

57 PWS 1.3.7.1.7 Notification Will the USG define the scope of maintenance required by PWS 1.3.7.1.7? See Amendment 5 and revision to PWS paragraph 1.3.7.1.7.

58 RFP Attachment 3 Pricing What are the destination points of delivery for the zones without a VPC? And, to whom will we be delivering the POV?

Addresses and delivery instructions are in accordance with member's orders.

59 RFP Box 8 Due Date Does the Government intend to amend the proposal due date in light of questions submitted by the offerors?

The Government does not intend to extend the proposal due date.

60 RFP Attachment 3 Cells C15:C16

The referenced cells are supposed display the price for the 6 month extension period. The current formula results in the cell being populated with the full 12 month price for OY3.

Will the government provide an updated Excel file?

See Amendment 5 which includes a revision to Attachment 3 - Pricing.

61 PWS Appendix A & Attachment 5 Lisbon, Portugal

Appendix A includes reference to a GPC IV QoL at the United States Embassy in Lisbon, Portugal;

however, Attachment 5 (Zone Map) does not include a reference to Lisbon. We expected Lisbon to be listed in Attachment 5 under Item 5f.

Atlantic Region of Europe. Where should the pricing for Portugal be input?

See amendment 4 which includes a revision to Attachment 5 - Zone Map.

62 RFP Attachment 3 & Appendix F Transition

After we have transitioned stored POVs from the incumbent's facility to ours, will we receive the monthly storage price for stored POVs?

The contractor will not use CLIN 201 on Attachment 3 to bill for monthly storage during the transition. Instead, the contractor shall use the CLIN 600 - Transition for all implementation expenses prior to 1 March 2019 to include the transition and monthly storage of POVs.

63 PWS Attachment 3 CLIN 600 Transition

What does CLIN 600 - Transition of 8000 POVs include? Attachment 3, CLIN 600 includes all transition expenses.

64 RFP Attachment 12 Didlake

Per the PWS, Didlake operates a VPC; however, their rates include VPC and CFS activities. Will the Government direct Didlake to provide offerors rates for VPC services only?

Containerization has long been a part of the Ability One set-aside and thus, they provided this requirement as well.

Didlake is willing and able to perform this work if needed.

65 PWS Appendix F Transition of POVs, page 3

We had the understanding that only stored POVs would be moved during the transition, but according to #1, "The successor contractor shall move POVs from the current location to the successor VPCs, Storage Facility or other location(s) as directed by the Contracting Officer." Are POVs being moved from VPCs as well?

All POVs in the incumbent's storage facilities will be moved during the transition phase of 1 Oct 18 through 28 Feb 19 (Contract CLIN 0005). POVs at the current location VPCs should not be moved as they are POVs in-transit/awaiting pick-up and should only be at the VPC temporarily. Any POVs remaining at the incumbent's VPC locations after 1 March 2019, shall be moved to the successor VPC locations;

however the number of POVs should be minimal.

66 PWS Attachment 3 & Attachment 5

Pricing & Zone Map

There is a substantial difference in prices between Alaska movements to established VPC locations and other movements to Alaska. Will the government consider adding a region for Alaska to cover the vehicle movement to Alaska locations other than the required VPC locations in Fairbanks, AK and Anchorage, AK to avoid inflating of prices to account for the inconsistent volumes and supply chain risk associated with movements to rural Alaska?

The Government concurs and a region for Alaska has been added to Canada West as other than VPC locations. See amendment 4 which includes a revision to Attachment 5 - Zone Map.

67 RFP Subfactor 2 & Appendix F Transition

The last sentence in the referenced paragraph is not consistent with the language in Appendix F.

As written, the instructions to offerors seems to allow an accelerated transition/implementation plan where the offerors facilities are available only 45 days AFTER contract start (March 1).

The last sentence in the referenced paragraph on page 28 of the RFP instructions to offerors has been changed to read “The Offeror shall also provide an accelerated implementation/transition plan in which all sites are fully implemented (fully operational, to include establishment of successful information systems connections to the required systems) NLT 45 calendar days prior to execution of CLIN 0001 and 0002.” See Amendment 5 with a revision to the Instructions to Offerors.

68 RFP Subfactor 2 & Appendix F Transition

Is the requirement for an accelerated implementation/transition “within 45 calendar days after the contract start date”, in the event of a protest, such that, the successor must implement within 45 days following the resolution of the protest?

See response to question above.

69 RFP Subfactor 2 Implementation

Does GPC IV need to be compliant with the new European Union, General Data Protection Regulation, effective May 2018?

It is the responsibility of offerors to comply with applicable foreign law and regulation. The application of this EU law question calls for a legal opinion that is more properly provided by the offeror's attorney. Additionally, DFARS clause 252.233-7001 has been incorporated by reference into the solicitation/contract. See Amendment 5.

70 RFP Attachment 12 Didlake

The proposed pricing provided as Attachment 12 for Didlake does not appear compliant with the requirements of the solicitation, which requires a FFP for operation of the VPC regardless of the quantities. Didlake's requirement to be paid a per POV "overage fee" for exceeding the contract estimates is not compliant with the solicitation requirements for VPC services pricing. Since the Government is directing the subcontract, will the USG compensate the GPC IV contractor for the overages assessed by Didlake?

Didlake did include prices for processing overages in vehicles as this has been their method to capture costs when the estimates are exceeded. Attachment 12 remains unchanged.
