Q# Document Par. Ref. Subject Question Government Response
26 N/A N/A Claims Data Could you update the volumes of GPC III claims data from inception through December 31, 2017?
The Government has not provided claims data in the past, nor will the Government provide claims data. Historical claims percentages do not predict future claims estimates, and claims are dependent upon the awarded Contractor's way of doing business when processing POVs.
27 RFP Attachment 5 Zone Map
For the list of regions, many countries are listed twice on the pricing matrix, see Attachment 3.
For example, Germany has its own line on the pricing matrix, but is also listed as part of Europe West. If Germany is treated as two different prices, why is Alaska not for pricing?
Please clarify the difference.
Locations listed in the top left quadrant are shipments that will move within the VPC Network. Shipments in the remaining three quadrants are shipments outside the VPC Network, formerly know as Non-Standard Shipments. See Amendment 4 which includes revisions to Attachment 5 - Zone Map.
28 RFP Attachment 5 Zone Map
For the Pacific, there are two regions with a short list of countries followed by “etc.”. Please clarify the list so the offeror can estimate pricing accordingly.
See Amendment 4 which includes revisions to Attachment 5 - Zone Map.
29 RFP Attachment 3 Pricing Are all VPC and non-VPC moves to be priced in the one Alaska line?
No, non-VPC Alaska moves will be priced separately. See Amendment 4 which includes revisions to Attachment 5 - Zone Map.
30 RFP Attachment 3 Pricing
Will you provide the GPC III historical volumes posted with the September 22, 2017 Request for Information (RFI) and update to the current date or through 2017?
In conjuction with this Q&A posting, please refer to the FBO posting as the Government provided historical volumes of non-standard moves from the time period of May 2014 through October 2017.
31 RFP Attachment 3 Pricing
Amendment 2 effective March 16, 2018, increased the volumes in the “Pink” section (E4:Y24) by 1,000 POV’s. Our concern is that these volumes as noted below are overstated and will adversely affect the TEP of the bids from the various offerors.
See Amendment 4 which includes revisions to Attachment 3 - Pricing and Attachment 5 - Zone Map.
32 PWS 1.3.4.4 Turn-in What is the process to gain approval of the commercial equivalent of the DD Form 788 from the Contracting Officer?
After contract award, the successful contractor shall send their commercial equivalent for evaluation and/or approval by the Contracting Officer.
33 RFP 52.212-1 Page Limitations
Can the Government confirm that the Past Performance Proposal page limit of 10 pages does NOT include the required Subcontractor Consent Letters?
Correct, subcontractor consent does not count toward the page limit within the Past Performance Proposal.
34 PWS 1.3.4.8 Turn-in
Will the USG reimburse the GPC IV contractor for costs associated with shipment or storage of ineligible POVs for which the contractor was directed by the Personal Property Division to accept?
Yes.
35 PWS 1.3.11.2 Performance Objectives
PWS 2.0 Service Delivery defines a 40 day performance objective and 95% per 90 day period. PWS 1.3.11.2 defines the performance standard as 30 days and 99% per 90 day period.
Would the USG please clarify the performance standard?
See Amendment 3 which revised PWS paragraph 1.3.11.2, Claims
36 PWS 1.3.14.3 Safety and Security
Will the USG provide Personal Property Division rules and regulations pertaining to environmental protection, occupational health and safety, transportation, storage and disposal of hazardous materials and hazardous waste?
See Amendment 4 which revises PWS paragraph 1.3.14.3.
Reference to Personal Property Division rules and regulations have been removed.
37 PWS Appendix D Non-standard moves
Under what CLIN will the GPC IV contractor be reimbursed for Wounded Warrior and Blue Bark requirements for transporting to an IVPC and cleaning the POV, as defined in Appendix D?
Line Item 0300 POV Inspection/Processing plus CONUS linehaul outside the VPC network
38 RFP Attachment 3 Est Qty
Can your reissue this worksheet with volumes based on your realistic volume estimates and remove the origin/destination pairs where no cars move?
See Amendment 4 which includes revisions to Attachment 3 - Pricing.
39 RFP Volume 3 Past Performance
In regards to the past performance recency, why is the evaluation limited to the efforts that are on-going or have been completed within 3 years of proposal submission?'
IAW FAR 42.1503(g), Agencies shall use the past performance information in PPIRS that is within three years (six for construction and architect-engineer contracts) of the completion of performance of the evaluated contract or order, and information contained in the Federal Awardee Performance and Integrity Information System (FAPIIS), e.g., terminations for default or cause. The Government has determined that 3 years represents an adequate time period for capturing recent and relevant past performance experience. Therefore, the requirement remains unchanged.
40 PWS Appendix F
Implementation of VPC and
Storage Operations
Is our understanding correct that we can meet the requirement of number 3 by identifying the VPC CO/CO locations and providing confirmation of our intent to lease or secure such location in the event we are awarded the GPC IV contract?
The Government will evaluate anticipated VPC CO/CO lease agreements to determine if the prospective Offeror has met the minimum requirement and will be rated as either acceptable or unacceptable. Anticpated proof can include titles, promissory notices, business correspondence memorandums, emails or other written proof of promise to lease.
41 PWS 1.3.8.1.1 Inspection Form What is the contractor to do if the member does not have their original inspection form?
The member's offical file should contain all original copies in the event the member does not have their copy of the inspection form. If there is a dispute, the contractor shall immediately notify the COR for an independent assessment.
42 PWS Appendix F Transition What are the estimated quantities of POV’s in storage at the current VSF locations?
There are approximately 8,000 POVs in storage, distributed over the 5 CONUS storage facilities. Addresses have been previously provided on FBO.
43 PWS 1.3.7.1.1. Notification
Can the notification be amended to “and/or” that would then read “Notification shall be sent via mail, text, and/or email with read receipt the date the POV is available for pick-up.”
The Government concurs, and Notification paragraph
1.3.7.1.1 has been revised accordingly. See revision to PWS in Amendment 4.
44 PWS Appendix E Monthly Storage
Is it correct to interpret that the Monthly storage fee will be the same fee for each POV, regardless of the number of days the POV was in storage for that month?
Correct. The monthly storage line item will be paid monthly in the amount corresponding with the number of POVs in storage for 1 day or more in a month.
45 PWS Appendix F Transition
Would the Government please confirm that offeror submitted proof of “anticipated VPC CO/CO lease agreements in the form of titles, promissory notices, business correspondence memorandums, email, or other written proof of promise to lease” is NOT included in the 50 page limit for Volume II – Technical Capability Proposal?
The Government confirms proof of anticipated VPC CO/CO lease agreements are not included in the Technical Capability page limit count.
46 PWS Appendix F Transition
Assuming it is outside the page limitations, may offerors submit their proof of “anticipated VPC CO/CO lease agreements in the form of titles, promissory notices, business correspondence memorandums, email, or other written proof of promise to lease” in the Volume I Business Volume, with no page limit?
Proof of anticipated VPC CO/CO lease agreements shall be included in Volume II, Technical Capability.
47 General Question
FBO.gov synopsis, Pre-
Proposal Conference slides, RFP Section B
Award Term Option Years
The synopsis for GPC IV published on FBO.gov Mar 06 2018 stated “The period of performance is anticipated to be a 24-month base period, plus three (3) 12-month option periods, plus two (2) 12-month Award Term option periods.” Pre-proposal conference slide 15 states “Period of Performance; Up to 5 years; 2 year Base Period and 3 Option Periods; 1 October 2018 –30 September 2023.” We understood from previous Government communications that although the Award Term option periods were to be unpriced in GPC IV, the Award Term option period language and manner by which the Government would award them was to be included in the solicitation. The GPC IV FRFP does not include any language related to the Award Term option periods. Is the correct GPC IV period of performance up to seven (7) years and include the two (2) 12-month Award Term option periods?
The award term option year language was inadvertently and mistakenly carried over from pre-solicitation postings earlier in the acquisition development process. FBO symposia has been edited to reflect the correct period of performance.
GPC IV will not contain award term option years.
48 General Question
Attachment 3, Q&As
Start date of VPC Operations
Does this mean the start date of VPC operations is June 1, 2019? This is in conflict with the contract start date per question response number 9 in the Q&A’s From Industry posted March 28.
The VPC Monthly Operations Charge listed in Attachment 3, Tab B-1 of 7 months refers to post-transition performance start of 1 March 2019 through 30 September 2019.
