Q# Document Par. Ref. Subject Question Government Response
1 RFP
Volume I Business Proposal
Small Business Please define "domestic subcontracting dollars." Does subcontracting end at the port?
Is subcontracting CONUS only?
Small business laws, statutes, and regulations apply to all U.S. states and territories, to include Guam and Puerto Rico.
It is not CONUS only. According to the Small Business Director, "Opportunities for small business concerns apply in the United States and its outlying areas as referenced in FAR Part 19.000(b). Additionally, as per FAR Part 19.702(b)(3) subcontracting opportunities do not apply when performance occurs entirely outside the United States and its outlying areas. Therefore performance beyond the port in Alaska, Hawaii, and outlying areas would apply to subcontracting opportunities. If there are U.S. small business concerns located in a foreign country and are capable of performing the work, I would encourage the prime contractor to consider subcontracting with the company."
2 Generic Question N/A General
Information
Does the Presolicitation under solicitation number HTC71118RR001 contain requirements similar to a current contract?
If possible, please provide the current contract number.
Or, is this a new requirement for the government?
Yes, current requirements are performed under HTC711-14-D- R025.
3 PWS 1.3.5.2 Customs Are there any locations where SDDC will issue AE 302 forms or local equivalent for POVs? If so, can we have those destinations and the responsible SDDC offices?
Contractor shall comply with all customs requirements IAW PWS paragraph 1.3.5.2.
4 RFP Attachment 3 VPC List Schweinfurt was listed on the draft pricing matrix as a VPC.
Please refer to the official solicitation as requirements may have changed since the draft RFP.
5 RFP Attachment 3 Est Qty
Are the volumes realistic estimated volumes?
These volumes are significantly higher than those in the Draft RFP and the estimate provided at the industry day meeting earlier this year.
See Amendment 2 which incorporates a revised Attachment 3 with updated estimated quantities.
6 RFP
Attachment 3 &
New VPC Distribution
Est Qty Why doesn’t the volume in the CONUS VPC Distribution match (or closely match) the volume in Attachment 3 “Est Qty”?
See Amendment 2 which incorporates a revised Attachment 3 with updated estimated quantities.
7 PWS Appendix E Payment and Invoicing
This appears to read that the government will pay the origin-to-destination prices listed in the pricing matrix (RFP Attachment 3) for trucking to and from the storage locations. Is this correct?
Movement of POVs from VPCs to storage locations is not a separate billable CLIN. The applicable storage CLINs are CLIN 200 Processing and CLIN 201 Monthly Storage IAW Attachment 3.
8 RFP Subfactor 1 TMS Can you define what is meant by the “expiration dates” and “shipping instructions”?
Expiration dates refers to storage entitlement expiration/end date. Shipping instructions summarizes all key components of a shipped POV (i.e. order number, member name, origin, destination, RDD, etc.).
9 RFP Subfactor 2 Implementation When is the contract start date?
The post-transition performance start date is currently scheduled for 1 March 2019, which is when the incoming contractor shall be ready to accept all POVs turned-in for shipment. IAW CLIN 0005, Transition will occur from 1 Oct 2018 through 28 Feb 2019.
10 PWS Appendix F Transition Please define "contract commencement." Contract commencement means the contract start date.
11 PWS 1.3.6.4 Transit Time
How is the transit time from a storage site calculated? Suggest transit time from storage to a VPC is set at 14 days to match the movement time to storage in PWS 1.3.6.1.
Transit times from a storage facility are based on customer needs; therefore, the language remains unchanged.
12 PWS Appendix F Transition
Who are the “Hawaii Stevedore/Union personnel”? Is this referring to the labor union personnel that would be involved in the processing or handling of POV’s?
Correct.
13 PWS 1.3.5.4 Transportation What are the actual locations of the “designated points of pick-up or turn-in”?
Each member entitlement/scenario is unique such as Blue Bark, Wounded Warrior, and Homeport moves. Actual locations will vary.
14 RFP Page 29 Implementation What is the definition of “open transaction data”?
POV is still "in the pipeline", where POV is at various stages in between pick-up and turn-in.
15 RFP Page 28 Implementation Is March 1, 2019 the correct date? Yes, IAW CLIN 0005, Transition will occur from 1 Oct 2018 through 28 Feb 2019, with performance start on 1 Mar 2019.
16 PWS Appendix F Communications Line 4
What is the date of the “start of the contract transition”? 1 October 2018
17 PWS 1.3.11.2 Claims
PWS Page 10, 1.3.11.2 conflicts with PWS Page 15 Service Delivery Summary Table, 1st column, third section down. Would you consider making both references to be, “Contractor must settle 95% of claims per 90 days period with 40 days from the date the claim was filed?”
See Amendment 3 which revises 1.3.11.2, Claims
18 PWS 1.3.14.7 Safety & Security
PWS Page 13, 1.3.14.7 conflicts with PWS Page 14, 1.3.16.2.5 Accident Report. Is it to be 24 or 48 hours?
See Amendment 3 which revises 1.3.16.2.5, Accident Report
19 PWS 1.3.12.3 IT What is the date of implementation? In this paragraph, implementation refers to contract performance start date of 1 March 2019.
20 PWS 1.3.3.1.5 Facilities If the contractor does elect to utilize online surveys, where does the data go? Customer feedback shall be collected in the contractor's TMS.
21 PWS Appendix F Transition
Is the requirement to incorporate the paper and electronic files for the past 4 years or 2 years?
There is a conflict with the PWS 1.3.12.1, second to last sentence “In addition, the previous 2 years’ data files shall be incorporated within 30 days after contract commencement”.
See Amendment 3 which revises 1.3.12.1, Data file transition
22 PWS Appendix F Transition
What are the current address locations of the Vehicle Storage Facilities? This information is required to estimate the cost to move the POV’s as required under this reference.
Addresses of current VSF locations have been posted to FBO on 22 March 2018.
23 PWS Appendix A Turkey
The Incirlik VPC is required to operate a mobile VPC on post a minimum of two days a week. Is this requirement to operate concurrently with the CO/CO VPC or is the CO/CO VPC to be closed while the mobile VPC is operated? Can the contractor chose to operate the mobile VPC five days per week on post? Does it make sense to move the VPC on post to the building designated for the mobile
VPC?
See Amendment 3 and revised Appendix A, VPC List and Appendix E, Payment and Invoicing as the requirement for a mobile VPC on base has been removed.
