1 PWS 3.D Port Operations

I did not see a contact point in GTMO with Port Operations that can assist with GTMO costs. Do you have an updated contact list? In the past the GTMO Command use to issue a contractor directory. Maybe they have it electronic form?

An updated contractor list is not available for GTMO at this time and no other contractors beyond SoBran Inc. at the Naval Station perform stevedoring services or have been vetted. SoBran Inc. (Mark Seidl - 904-

790-4278, 904-861-7475; mseidl@sobran-inc.com) is the contactor/contact in which arrangements should be coordinated for stevedoring services as well as line haul deliveries to customers, stowing of properties, etc. at GTMO.

2 PWS 3.D.1 Port Operations

Can the contractor offload/discharge the cargo at GTMO to first place of rest and then arrange delivery by a third party subcontract?

There is no objection from the USN if the contractor has the capability to perform offloading themselves. Regardless of the amount or nature of subcontracted effort, the Carrier is responsible for cargo from receipt of cargo through delivery to final destination.

3 PWS 3.A Space Commitment

Does the minimum space available to the government for southbound delivery of 70 FEU include the required minimum

20 Reefers?

Yes, the requirement that the Carrier keep space available for 20 reefers is included in the total minimum space of 70 FEUs.

RFP 52.212-2 (c)(1) FACTOR

1 – VISA PARTICIPATION

Will there be any evaluation of the Vessel under VISA? In other words, does the vessel proposed need to be committed to the

VISA program?

The evaluation factor pertaining to VISA is based upon the proposing company’s status as a VISA participant, not on whether the Vessel is committed to VISA. Notwithstanding, all vessels proposed and utilized for this contract must be U.S. Flag vessels.

5 PWS 3.D.1 Port Operations Is the Container Freight Station (CFS) facility at

Jacksonville/Blount Island government controlled?

No. Providing/arranging for a CFS facility at Jacksonville/Blount Island is the responsibility of the Carrier.

6 What is the population base at GTMO? Approx. 6,000

Does TRANSCOM require any specific marine insurance threshold?

TRANSCOM does not require a specific insurance threshold, however, Carriers are expected to maintain insurance coverage in amounts equal to, or in excess of, those customarily used in the commercial marketplace in the zones where services will be performed and shall be commensurate with any legal requirements of the locality and sufficient to meet normal and customary claims.

8 Is this solicitation limited to US Flag ships? Yes, U.S. Flag ships are required pursuant to DFARS 247.5

9 PWS Appendix 1 Is specific berth availability guaranteed (e.g. can/will NWB be available as a designated berth?) .

Both NWB and SWB will be available except in times of emergent taskings (such as emergency response operations) . If both are unavailable due to emergent taskings, one of the other berths will be made available.

Will the government please clarify that contracted stevedoring services and onshore transport of cargo (off the pier to destination) is available; and, if so, please state the estimated cost of same?

This solicitation has a Set Aside category of “Total Small

Business”. Does this preclude partnering and/or JV between a

Small Business and a Large Business where the small business is the primary?

A definitive answer cannot be provided as each partnering agreement/joint venture is unique and can affect whether the size standard is met. III – Technical Capability, Subfactor B: Management of

Operations”

Why is the word “Company” used in “Subfactor B:

Management of Operations” while the word “Offeror” is otherwise used throughout the solicitation? How are “Company” and “Offeror” defined in this solicitation?

The references in Subfactor B to "Company" are interchangeable with

"offeror". Offeror is defined as the entity bidding on the contract.

Since today is a Sunday, can USTRANSCOM extend the clarification/question period to 1200 hrs CT Monday, October

The cutoff date was set for administrative purposes. Questions may continue to be submitted, however, there is no guarantee that a response will be provided. Questions with merit to all interested parties will be answered as time permits.

Can USTRANSCOM provide a list of assets if offeror do not own or control that USTRANSCOM needs to review for the

RFP?

USTRANSCOM will not be providing a list of assets. Paragraph e specifically asks for supporting documentation for the vessel(s) to be utilized. Thereafter, the offeror must provide information that shows that they have the ability to obtain the necessary resources if they do not currently have them in place. For instance, a quote or other acknowledegment from a subcontractor that they will perform services or provide should the offeror receive contract award.

2 EVALUATION

(a) states: The Government intends to award a Requirements contract (FAR 16.503) using low priced technically acceptable

(LPTA) source selection procedures (FAR 15.101-2). paragraph

(a) states “intends to award” . . . “using (LPTA)” does this mean USTRANSCOM reserves the option to switch to a “Best

Value” award?

LPTA is a "best value " process (see FAR 15.101-1). USTRANSCOM will follow the evaluation and award procedures described in 52.212-

2(b) (pg 11).

Please confirm what voltage is required? RFP shows 277/480.

Is dual voltage required? We note in GBL GTMO OTO same is not required.

After reviewing the requirement, it has been determined that dual voltage is not required. 480v is the current voltage requirement.

Paragraph 3.G.4.2.3 of the PWS has been revised accordingly. The revised PWS dated 8 October 2014 is posted via Amendment 2 to the solicitation.
