AERIAL DELIVERY SERVICES

QUESTION #46: A point of clarification has come up relative to pricing as it relates to the wage determination Agreements (WDA) cited in the subject Solicitation. All three WDA incorporated into the Solicitation address “Hazard Pay Differential”. There are two distinctive types according to the

WDA. The first discusses a “high degree of hazard” which carries a differential of eight (8%) percent.

The second, a “low degree of hazard which carries a four (4%) percent differential.

We know that the requirement calls for dealing with G-11 cargo parachute which uses a pyrotechnic charge as a reefing line cutter. We are very familiar with the G-11 and don’t really consider the pyrotechnic charges to be hazardous. Were they deemed by the Government to be so, then we would presume the charges to be a “low degree of hazard”.

Could the Government please elaborate on this subject? We consider this to be a potential issue as it will be a significant consideration in terms of price and related terms and conditions.

ANSWER #46: The Hazardous Pay Differential is not applicable to any performance requirements under the Aerial Delivery Services solicitation. Specifically, the differential is not applicable to the pyrotechnic charge used with the G-11 parachute. The referenced wage determinations provide that

“These differentials are only applicable to work that has been specifically designated by the agency for ordnance, explosives, and incendiary material differential pay.” The agency has not designated the pyrotechnic charge in question as requiring hazardous differential pay.
