9) I would like to know if sub-contracting with one of the current providers already doing this business is the best way to become part of this business?
RESPONSE: Surface Transportation Contract (STC) is a new requirement; therefore, there are no current providers.
10) How many surveys will you need from each Broker/carrier?
RESPONSE: Reference the solicitation, Paragraph (b) (10) - Past Performance Information.
11) What is the survey being used for?
RESPONSE: Reference the solicitation, Addendum to FAR 52.212-2 Paragraph (d) (9) c - Past Performance Information.
12) I do not see a Bid response date on the website. What is the deadline for bid responses?
RESPONSE: Submit offers at or before the time specified in the solicitation. Reference Standard Form 1449, Block 8 (page 1 of 44 in the solicitation) for the Offer Due Date/Local Time. Submit offers to the address listed in the solicitation. Reference Addendum to FAR 52.212-1 Paragraph (b)(20)(a).
Note: Scott Air Force Base is on Central Standard Time (CST).
13) Found in Paragraph (b)(15) is the statement: Offerors shall be an Approved DOD Freight Carrier at the time of award. Does this in fact eliminate small businesses that are registered as a broker?
RESPONSE: The solicitation does not exclude any small business that meets the requirements specified in the solicitation.
14) Is "Carrier" also defined as a broker or freight forwarder?
RESPONSE: The current DOD Approved Freight Carrier List shows the following as approved motor freight carriers: Broker, General Commodities (FAK), HAZMAT, Logistics Company, Shipper Agent, and Surface FFWD.
15) I reviewed this solicitation notice and did not see a link, or form on how to go about placing a bid on this contract.
RESPONSE: Submit offers to the address listed in the solicitation. Reference Addendum to FAR 52.212-1 Paragraph (b)(20)(a).
16) Pws Attachment I: Section: C.2.15.2 Contractor Furnished Resources, Page 11 allows the contractor to supply at a minimum one of nine equipment types. Solicitation Document Section Volume III 4 (B), Page 17 says you must bid all regions and all lanes. Is this saying (given C.2.15.2 above) that I can bid only the LTL van equipment if I want, but I must bid all regions in the LTL? Or must I bid everything (all equipment types) offered in the bid? If I want only 2 of the point to points, must I bid all of them to be considered?
RESPONSE: Offerors shall submit a rate only for the equipment type identified in the Pricing Schedule (Attachment 2). Each lane in the Pricing Schedule identifies the equipment type applicable to that lane. All offers shall include pricing based on all regions and all lanes. Offers without this information will be determined unacceptable. Reference Addendum to FAR 52.212- 1 Paragraph (b)(12) 4, Volume III – Price Proposal.
17) Could you please tell me where to submit the information for bids for solicitation HTC711- 09-R-0040?
RESPONSE: Submit offers to the address listed in the solicitation. Reference Addendum to FAR 52.212-1 Paragraph (b)(20)(a). Submit offers at or before the time specified in the solicitation. Reference Standard Form 1449, Block 8 (page 1 of 44 in the solicitation) for the Offer Due Date/Local Time.
