Questions 36 - 40

36) I do not see anything about LTL classification used within this RFP, can you tell me what classification levels are used by the Military when pricing out these LTL lanes? How are LTL classifications identified within this RFP?

RESPONSE: Shipments are classified in Performance Work Statement (PWS) paragraph C.2.13. Excluded shipments are listed in Performance Work Statement (PWS) paragraph C.2.14 and Solicitation Amendment 0001.

37) Does the contractor have to be an asset-based facility? We are a freight broker and use other carriers who we do not have an ownership in, are we precluded from bidding on this solicitation?, etc. Can we bid on this solicitation and if so, will we have to include information about the subcontractor on our proposal?

RESPONSE: The solicitation does not exclude any small business that meets the requirements specified in the solicitation. The solicitation contains information on all documentation required by the Government.

38) Is there an advance in the contract prior to starting and how many loads is there in the contracted time, also when does it expect to be started?

RESPONSE: There is no advance in the contract prior to starting. The Pricing Schedule (Attachment 2) contains the shipment details. The tentative performance start date is November 1, 2009.

39) Reference: Attachment #3-Past Performance Survey. The project description sections states to (include workload estimates). Please clarify what is meant by workload estimates. Is this referring to a estimated volume of shipments handled over a period of time?

RESPONSE: Workload estimates is referring to the estimated volume of shipments moved over a period of time.

40) If our response to "Period of Performance" is (on-going business), does this satisfy the question of workload estimate as well?

RESPONSE: A response to "Period of Performance" must indicate a period of performance. A response of “on-going business” does not satisfy “workload estimates.”
