52) Do you have a standard proposal format?
RESPONSE: I do not have a standard USTRANSCOM approved format. Offerors must follow the directions provided in the solicitation.
53) In 4. Volume III -Price Proposal in STC solicitation Part B. states: All offers shall include pricing based on all regions and all lanes.
1) Does this mean that the offeror must bid on all regions and all lanes? or
2) Can the offeror bid only those lanes in which the offeror will be able to service according to the conditions states in the PWS.
RESPONSE: All offers shall include pricing based on all regions and all lanes. This means that offerors must bid on all regions and all lanes.
54) Our employees are Hazmat certified. Do I have to submit each of our employees’ certificates with the proposal? Or are you talking about another certification issued specifically for the Company? If so, which one?
RESPONSE: Do not submit each employee's certification. Offerors should state that they are capable of transporting HAZMAT shipments. The contracting officer will verify the company's HAZMAT certification with SDDC.
55) Since the on-line pricing has been extended, the maximum net amount for all three years will be unavailable to report, in Volume III, until then. Should the price proposal be sent without those figures?
RESPONSE: The pricing system must remain open during the same time as the solicitation. It is the offeror's responsibility to submit their rates in the on-line system in a timely manner to meet the solicitation requirement and the offer due date/time.
Reference Addendum to FAR 52.212-1 Paragraph (b)(12)4. Volume III – Price Proposal
a. This volume shall consist of Schedule B (Schedule B consists of pages 3, 4 and 5 of this solicitation). The MAX NET AMOUNT in the Schedule B shall be obtained from the Base Year Total, Option Year 1 Total and Option Year 2 Total obtained from the on-line pricing website identified in paragraph (b) below.
56) Can you please tell me if the Solicitation, signed documents, Hazmat certification & the financial questionnaire are to be included in Volume I, if not where do they go?
RESPONSE: Please reference Addendum to FAR 52.212-1 Paragraph (b)(12).
57) Is a subcontracting plan necessary even if we are a small business concern as defined in this solicitation? Is this solicitation a partial set-aside? It appears we only would need to comply with 52.219-14:
RESPONSE: The solicitation does not require a subcontracting plan. The solicitation is a 100% small business set-aside.
The solicitation does require a Limitation on Subcontracting Plan. Reference Addendum to FAR 52.212-1 Paragraph (b)(17).
Reference Addendum to FAR 52.212-2 Paragraph (d)8.
The Government will evaluate the offeror’s Limitations on Subcontracting plan to determine if the offeror can meet the requirements of FAR Clause 52.219-14—Limitations on Subcontracting. Compliance with this FAR Clause 52.219-14 is mandatory and the clause is considered a material term of the solicitation; therefore, offers that fail to furnish a Limitations on Subcontracting plan or offers that are unable or unwilling to meet the Limitations on Subcontracting requirement will be considered unacceptable and will not be considered for award.
