Terminals A, B and C Newark, NJ 07114
2. OBJECTIVE
To provide janitorial services for space occupied by TSA at EWR. Generally, this space is dedicated to the screening of passengers (―passenger‖ or ―checkpoint‖ screening) and the screening of checked baggage (―baggage‖ screening).
3. BACKGROUND
The TSA at EWR is responsible for performing screening operations of passengers and baggage. The space occupied by the TSA personnel is non-leased (checkpoints and checked baggage areas) and Supervisors’ office), which requires janitorial services that include cleaning and trash removal. Secure non-leased space service areas currently include Terminals A-1, A-2, and A-3; Terminals B-1, B-2 and B-3, and Terminals C-1, C-2 and C-3. TSA is obliged to contract for those services.
4. SCOPE
The Contractor shall provide all labor, supervision, uniforms and cleaning supplies including trash receptacle liners necessary for the janitorial maintenance service of TSA-occupied space and checkpoint space at EWR seven (7) days a week.
Contractors shall keep all areas free of spills, dust, dirt and debris and respond to calls for clean up throughout the day on a daily basis. The contractor is responsible for removing trash from the facility and disposing of trash and recyclables in dumpsters located on airport property. Additionally, the Contractor shall ensure the facilities are cleaned according to all health, safety and industry standards.
4.1. TSA requires janitorial services seven (7) days a week to include cleaning, trash removal and insect and rodent control.
TSA operates 3 shifts throughout the airport that are generally from 4:00 AM to 12:30 PM, 12:00 PM to 8:30 PM, and 8:00 PM to 4:00 AM. The amount of space requiring service is currently measured to be approximately 61,811 sq. ft. The frequency of required janitorial services shall be scheduled to meet the changes in screening space occupied, quantity of screened passengers, quantity of screened baggage, security threat levels (which may require passengers to dispose of more products leading to more waste), and weather.
4.2. Janitorial services are provided in secure areas of EWR. All employees working in this facility require a Secure Identification Display Area (SIDA) badge/background investigation completed by the Airport. Contractor employees must pass a pre-employment security screening and complete security training at the airport as prescribed by the Port Authority of New York and New Jersey (PANYNJ).
4.3. The Contractor shall use products and equipment consistent with FAR Clause 52.223-10 , Waste Reduction Program, that requires environmentally beneficial and/or recycled products that are phosphate-free, non-corrosive, non-flammable, and fully biodegradable. The Contractor shall minimize the use of harsh chemicals that may release irritating fumes.
4.4. Contractor will coordinate with airport janitorial staff to ensure complete and seamless distinction between TSA controlled areas and airport-cleaned areas. This includes complying with any airport specific requests, within the reasonable scope of the above work, and coordinating any large scale work, i.e. floor stripping and waxing, work projects.
4.5. The Contractor shall use products and equipment consistent with FAR clause 52.223-10 Waste Reduction Program (August 2000). The TSA may enter into contractual agreements with other Contractors (i.e., ―Associate Contractors‖) in order to fulfill requirements separate from the work to be performed under this contract, yet having a relationship to performance under this contract. It is expected that contractors working under TSA contracts will have to work together under certain conditions in order to achieve a common solution for TSA. The Contractor may be required to coordinate with other such Contractor(s) through the cognizant Contracting Officer (CO) and/or designated representative in providing suitable, non-conflicting technical and/or management interface and in avoidance of duplication of effort. Information on deliverables provided under separate contracts may, at the discretion of the TSA and/or other Government agencies, be provided to such other Contractor(s) for the purpose of such work.

The Contractor shall not be relieved of its obligations to make timely deliveries or be entitled to any other adjustment because of failure of the Contractor and its associate to promptly refer matters to the CO or because of failure to implement CO directions.

In all communications in connection with this contract, Contractor employees shall identify themselves as Contractor employees and specify the name of the company for which they work. In all communications with other Government Contractors in connection with this contract, the Contractor employee shall state that they have no authority to in any way change any contract and that if the other Contractor believes this communication to be a direction to change their contract, they should notify the Contracting Officer for that contract and not carry out the direction until a clarification has been issued by the Contracting Officer.
