3.4.2 The bullet shall have a lead or similar core and gilding metal jacket. The jacket shall be closed at the base and have an open tip (hollow point). "Tipping" of the hollow point to increase the ballistic coefficient is acceptable.

3.4.3 Steel projectiles will not be accepted.

3.5 PROPELLANT / PRIMER

The contractor shall select the propellant and primer needed to achieve the minimum performance standards described in this specification. The propellant and primers shall be newly manufactured

(within 12 months). All cartridges within one lot shall be loaded with the same lot of propellant and the same lot of primers.

3.6 OVERALL LENGTH

The overall length of the loaded cartridge shall be 3.280 inches minimum, and 3.50 inches maximum. Loaded cartridge must chamber in SAAMI test barrel.

3.7 VELOCITY

3.7.2 The velocity standard deviation for a ten round sample shall not exceed 15 feet per second.

3.7.3 If the initial test of a particular lot of ammunition fails to meet the velocity requirements stated in 3.7.1 and 3.7.2, the procedure described in 3.7.1 may be repeated for up to five individual ten round samples (including the initial ten round sample). If two consecutive ten round samples do not meet the requirements of 3.7.1 and 3.7.2, the lot shall be rejected.

3.7.4 Velocity tests shall be performed each production day to assure minimal variations within each lot.

3.8 CHAMBER PRESSURE

3.8.1 The maximum mean chamber pressure shall be not greater than 64,000 pounds per square inch (PSI) (para 5.1.3) for a ten round sample fired from a standard SAAMI test barrel. The maximum permissible individual pressure shall be 68,100 PSI. The cartridge being tested shall be handled in accordance with ANSI/SAAMI Z299.4 and shall be temperature conditioned between

60 1/2 F and 80 1/2 F for a minimum of two hours.

3.9 ACCURACY

3.9.1 The extreme spread (5.1.4) shall not exceed 0.8 inches at 100-yards for a five round sample fired from a test barrel and action supplied by the USSS, and held in a standard V-block and slide or machine rest approved by the USSS. Alternative testing can be conducted by firing a complete rifle, supplies by the USSS, from a pedestal front rest and sandbag rear rest from a bench, if a V-block rest is not available. The cartridge being tested shall be handled in accordance with

ANSI/SAAMI Z299.4 and shall be temperature conditioned between 60 1/2 F and 80 1/2 F for a minimum of two hours.

3.9.2 If the initial test of a particular lot of ammunition fails to meet the accuracy requirements stated in 3.9.1, the procedure described in 3.9.1 may be repeated for up to five individual five round samples (including the initial five round sample). If two consecutive five round samples do not meet the requirements of 3.9.1, the lot shall be rejected.

3.9.3 The extreme spread (5.1.4) shall not exceed 6.0 inches at 600-yards for a five round sample fired from a complete test rifle, supplied by the USSS, from a pedestal front rest and sandbag rear rest from a bench. Alternative firing can be conducted from the prone position utilizing sandbags or rest for stability.

3.9.4 If the initial test of a particular lot of ammunition fails to meet the accuracy requirements stated in 3.9.3, the procedure described in 3.9.3 may be repeated for up to five individual five round samples (including the initial five round sample). If two consecutive five round samples do not meet the requirements of 3.9.3, the lot shall be rejected.

3.9.5 The extreme spread (5.1.4) shall not exceed 10.0 inches at 1000-yards for a five round sample fired from a complete test rifle, supplied by the USSS, from a pedestal front rest and sandbag rear rest from a bench. Alternative firing can be conducted from the prone position utilizing sandbags or rest for stability.

3.9.6 If the five round sample fails to meet the above stated accuracy requirements, the accuracy test shall be repeated until two consecutive five round samples satisfactorily meet the requirement.
