Attachment 5 The price volume is limited to 6 pages, and the fill in pages (Attachment 5) is 6 pages. This does not provide the contractor any opportunity to provide price narrative or provide SCA labor category mapping. How does the government intend to validate that the contractors price proposal is compliant with the DOL Service Contract Act without this detail?
The Terms and Conditions were revised through Amendment 3 to increase the page limit.
Attachment 5 To avoid a performance risk associated with contract transition, with the Government consider providing the SCA labor categories for incumbent personnel?

Attachment 1, 8.2 page 12, 2nd bullet
In the PWS under Program Management Plan, it states, "the functions of the team leads when a supervisor is needed between team leads and site managers;"
Please provide additional information as to what this bullet is requesting.
Attachments 2 and 5 state there is one key person - Team Lead, but the PWS seems to indicate there are multiple Team Leads, as well as a supervisor and site managers.
Please clarify if there are multiple site leads and also define site managers and supervisor. Are these contractor positions or Government positions. We would also need information as to their roles and responsibilities in relation to other functions.

Attachment 1, 7 Page 10, both paragraphs under Key Personnel
The first paragraph denotes that the Team Lead will be the single POC for the COR as well as designating an alternate for Team Lead absences. But then the PWS states, "Additionally, the contractor will designate a Contractor team lead who will serve as the primary point of contact for face-to-face comunications between the governmnet and the contractor regarding performance and operational concerns...."
Please clarify that this description also referring to the'single POC (Team Lead) for the COR.

Technical - Required Key Personnel Team Lead qualifications (maximum 1 page). Are contractors required to submit only a resume for this section? If more information is required (i.e., Recruting Plan), please increase the page limit for this section.

Are contractors required to submit resumes for each labor category position or just for Key Personnel (DC On-Site Team Lead)?

Attachment 5 Full Time Employees Professional is 1840 Hours per employee and 1960 for Full Time Employees Non-Professional.
The 1840 and 1960 are they productive hours?
If yes, can you please let me know if you factor the sick days?

DHS -SECURITY MANAGEMENT: The Contractor shall appoint a senior official to act as the Corporate Security Officer. The individual will interface with OSI through the COR on all security matters, to include physical, personnel, and protection of all Government information and data accessed by the Contractor. The COR and OSI shall have the right to inspect the procedures, methods, and facilities utilized by the Contractor in complying with the security requirements under this contract. Should the COR determine that the Contractor is not complying with the security requirements of this contract the Contractor will be informed in writing by the Contracting Officer of the proper action to be taken in order to effect compliance with such requirements. Is this an additional labor category that was not mentioned in the
PWS?

Attachment 5 pg 1. - Full Time Employees Non- Profession al
The government notes 1960 hours for a Full Time Non-Professional Employee. However if we use Service Contract Act (SCA) requirements we apply 80 hours for vacation, 80 hours for holiday, and 56 hours for sick time we get 1864 hrs for a full time non-professional employee.
Will the government please clarify this discrepency and adjust the hours?

The Instructions reference FAR 52-212-1. The Instructions also state a maximum of 18 pages for the Technical Volume, and describes required items (PMP max 10 pages, Key Personnel max 1 page, Transition Plan max 7 pages). Question: Will the Government clarify where the requirements for FAR 52-212-1 para (b)(4) "A technical description of the items being offered in sufficient detail to evatuate compliance with the requirements in the solicitation" are to be included and the associated page count?

This section is somewhat confusing with regards to proposal composition. Question 1:
Is it the Government's intent to receive proposals in separate volumes? In other words, in addition to the Cover Letter, a Volume 1 - Technical, Volume 2 - Past Performance and Volume 3 - Price? Question 2: If yes to question 1 - does a title page and table of contents count for against the page count for each?
As long as the requirements are met for a complete proposal the government does not have a preference. Table of contents is not required but if included it shall fit into the page limits identified.
General Comment
All Question: Given these questions are due at 1700, 3 Aug, will the government extend the deadline for proposal submission to 10 days after the questions are answered?
