SITE VISIT RELATED QUESTIONS RECEIVED BY 5PM TUESDAY 8 APRIL 2014:
1. Q: In order to increase competition and receive more aggressively priced solution options, would the Government consider changing the assigned NAICS Code to 541519 (Footnote 18, with a size standard of 150 employees)? This change would allow the participation of an even greater number of eligible and qualified SDVOSBs, which would provide the Government with a larger number of compliant, creative and competitively priced solutions. Thus, the Government could continue to work with an SDVOSB on this project while enhancing the cost effectiveness and efficiency of the awarded solution.
A: NAICS 541519 is not the appropriate NAICS for the type of services required by SCOSS. The NAICS will remain at 561110.
2. Q: During the site tours the Government mentioned a requirement for California and
Vermont to utilize Union employees. Please clarify and specify what the Union requirements are and what Unions they are to be associated with.
A: Please see the latest FBO posting for HSSCCG-14-R-00027. Copies of the most current CBAs for VT and CA are posted.
3. Q: Is it the desire of the Government to increase the security around the handling of documents and mail?
A: The current requirements regarding any security-related tasks for SCOSS (whether it has to do with the handling of documents or mail correspondence) is outlined in the current draft RFP. If there is a change in the level of security required, it will be released as part of the final RFP issuance.
4. Q: What contract vehicle is the Government planning to use for this procurement?
A: SCOSS will be available for competition amongst Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) in the open market. The contract vehicle is anticipated to be award of two single-award Indefinite Delivery Indefinite Quantity (IDIQ) contracts with hybrid pricing to include Firm-Fixed-Price (FFP), Fixed-Unit Price and Labor Hour (LH) Contract Line Items (CLINs).
5. Q: NISPOM authorizes government agencies to recognize a joint venture as having a facility clearance if all members of the JV each have their own facility clearance at the level required for a solicitation. Many agencies adopt this position as authorized by NISPOM. Is it the government’s intention to adopt this position for this solicitation if a joint venture offers a proposal?
A: The NISPOM does not specifically address Joint Ventures. Joint Ventures can obtain facility clearances but they need to go through the process to obtain one like all other corporate structures. The Joint Venture will need to obtain their own facility clearance even if the entities that comprise the Joint Venture already have their individual facility clearance.
