AMENDMENT 00001
SECTION B - SUPPLIES OR SERVICES AND PRICES/COSTS
B.1 General
This is an Indefinite-Delivery, Indefinite-Quantity (IDIQ) type contract, with provisions for fixed unit price and cost-reimbursable CLINs. Full contract performance shall begin commencing on the date specified by the Contracting Officer in the Notice to Proceed directive and will follow the transition period. Once the Notice to Proceed has been issued by the Contracting Officer full performance will commence for a base period of twelve (12) months. Full contract performance will not begin until satisfactory personnel employment suitability clearances have been received and successfully processed by the USCIS Security Office and a written Notice to Proceed is issued by the Contracting Officer. In addition, the contract contains four (4) options of 12 months each to extend the term of performance of services. Exercise of options is the sole prerogative of the Government.
B.2 Minimum and Maximum Quantities/Amounts
The guaranteed minimum value is: Group A ($6M), Group B ($7M), Group A/B ($13M)
The total estimated maximum amount of any contract shall not exceed: Group A ($938M), Group B ($1,008B), Group A/B ($1,946B).
B.3 Price Schedule
The Offeror shall provide pricing in accordance with the instructions below.
(Base Year) 11/07/11 – 11/06/12 – Full contract performance shall commence upon the date specified in the Contracting Officer's written Notice to Proceed for a full performance period of twelve (12) months. Note: The period of performance will be adjusted based on the date the notice to proceed from the CO was issued.
PRICING SCHEDULE
Offerors shall complete the applicable Excel spreadsheets provided at Section J, Attachment D which contains the Section B pricing schedule. Offerors shall complete the Excel spreadsheet for each scenario they are submitting a proposal for (Group A, Group B, and/or the total of Group A&B). Offerors may submit a proposal for any or all Groups. If an Offeror is submitting a proposal for Group A, one for Group B and one for Group A&B, a total of three sets of spreadsheets shall be submitted.
DESCRIPTION - DISTRICT OFFICES
Provide Application Support Center (ASC) services in accordance with the Section C Performance Work Statement. The district office CLINs shall be priced on a firm-fixed price per month basis for a baseline range of applicants processed per location. The firm-fixed price subCLIN shall include all fixed labor, program management support, indirect, G&A, OH, ODCs (deliverables, training, etc., excludes ODCs listed under CLINs below) and profit for processing the specified range of applicants). The other subCLINs shall be priced using a firm-fixed price per applicant, above the baseline range, for each range listed. The fixed costs for labor are accounted for in the baseline fixed price per month and their variable costs for increases in labor are a fixed unit price based on ranges of the number of applicants. Note: The extended total price for range of additional applicants beyond the baseline is added for evaluation purposes. Billing above the baseline range will be the rate listed x actual number of applicant processed. (Example - CLIN 0001: 50,000 applicants processed in a month for Boston District. Billing would be the monthly unit price (3,734 applicants), plus the rate listed for the range 32,131-73,806, multiplied by 46,266 applicants above the baseline range (3,734 + 46,266 = 50,000)).
Another Example using CLIN 0001:
4,000 applicants processed during the month
Bill 3734 at FFP per month (CLIN 0001A)
Find range for 4,000 which is range 0001B You already billed for 3734, so 4,000 minus 3734 = 266 additional applicants above the baseline range
The additional 266 are billed at the per applicant rate for range 0001B Note that the first range (0001B) starts at 3735 (additional applicants above the baseline), that is why the figure at the far right of CLIN 0001E is 3734 less than the maximum of 0001E (73,806 – 3734 = 70,072).
Offerors should presume, for purposes of evaluation only, that the maximum number of applicants at each site will be processed monthly.
DESCRIPTION - OTHER DIRECT COSTS (ODCs)
Other direct costs include Facility Costs, Travel, Equipment & Supplies and will be paid on a cost-reimbursable basis as approved by the Contracting Officer’s Technical Representative (COTR). The ODC pool includes a not-to-exceed pool through range E and includes any indirect costs. If offerors propose indirect costs associated with the ODCs, they should be supported as described in Section L, Para L.7.a.(2)e (Other than Cost or Pricing Data, Paragraph 3).
SF33
The SF33 CLINs reflects the totals for each year. For example, the SF33 CLIN 0001 reflects the total for the base year for Group A (Section B CLINs 0001 – 00030) or for Group B (Section B CLINs 0001 - 0038) or the totals for both Group A and B (CLINs 0001 – 0068) . Please provide totals from the Section B pricing schedule (Section J, Attachment D) on the SF33 as stated. An SF33 shall be provided for each scenario the Offeror submits a proposal for (Group A, Group B and/or Group A&B combined).
