Application Support Division (ASD)/ Biometrics Division (BD) Enterprise Services Directorate

(ESD)

ASD/BD Program Origin

Public Law 105-119 Dept. of Justice (DOJ) Appropriation Act of 1998
Eliminated the Designated Fingerprinting Service Program
INS prohibited from accepting FD-258 (fingerprint) cards unless prepared by INS, DLEA, Consular, or Military offices
The first ASC Program contract was awarded in FY 98
INS standardized and contracted fingerprinting operations and established the Office of Field Operations ASC Program Branch within the Domestic Operations Directorate
The Homeland Security Act of 2002 established the Department of Homeland Security
In January 2010 the ASC Program Branch became a new Division, Application Support Division (ASD), within the Enterprise Services Directorate (ESD)
May 2011 ASD changed its name to Biometrics Division (BD) to better reflect its mission

DLEA – Designated Law Enforcement Agency

ASD/BD Mission

Provide professional, dependable, and efficient services for biometric captures (fingerprints, photos, and signatures) needed for processing immigration benefits
Assist other DHS and government organizations in capturing biometrics to support Identity Management requirements
Prepared to expand ASC operations to support new U.S. and international missions and surges

Presently capture fingerprints on the 24 applications/petitions.

Application Support Centers (ASCs)

135 Centers and 6 Ports of Entry (POE), nation-wide and in 5 U.S. territories
Capture biometric information (e.g. fingerprints, photographs, signatures) of people seeking U.S. immigration benefits and other services
Electronically submit biometrics to FBI/appropriate USCIS office to support:
Criminal background checks
Adjudication decisions
Biometrics are taken in a controlled environment to ensure output quality and process integrity

Application Support Centers (ASC)

82 Stand-alone (leased), 53 Co-located (gov’t/GSA space), 6 Ports of Entry (POE) - JFK, Newark, Miami, O’Hare, Atlanta, & LAX
Stand-alone: Unarmed guard service, leasing and maintenance
Co-located: Federal Protective Service guards
Indefinite Delivery, Indefinite Quality (IDIQ) contract allows support of additional missions
Support Services
Re-scheduling
Production Reports
Excess capacity to handle immediate workload surges

ASC Locations 6 Major Airports

135 Stand Alone & Co-located ASCs

Other Direct Costs (ODCs)

Stand Alone Facilities – guard service, leasing, and maintenance
Equipment- e.g. furniture and office equipment (Note: biometric machines which are separately provided).
GFP - property in the possession of, or directly acquired by, the Government and subsequently furnished to the contractor for performance of a contract. Requires approved inventory system
Supplies
Travel

Customer Identity Verification (CIV)

CIV supports Immigration Service Officers by ensuring the interviewees biometrics match the biometrics captured at the ASC.
Simpler, more streamlined process, than biometrics capture at the ASC, just forefingers.
Required capture rate of 10 per hour for CIV
Like the ASCs, all biometric capture machines are government furnished equipment.

Principles of ASC Operations

Designed to protect the integrity of the biometrics capture
Standardization

- Workflow/Physical layout of facilities

Staffing positions & individual responsibilities
Operations:
Single set of operating procedures
Perform the same functions
Hours of operation are the same
Centralized planning, decentralized execution

With one Standard Operating Procedure, we assure that all operations nationwide abide by the same rules.

In concert with our contractor, we have near-real-time visibility on production and can immediately get the word out to all the staff of required changes or process requirements.

Inherently, all ASC’s operate in the same functional manner.

Appointment and Identity verification
Demographic confirmation
Biometrics capture

You can walk into any ASC and see the same processes and procedures anywhere.
