7.0 SYSTEM REQUIREMENTS:

7.0.1 Video Management System:

7.0.2 The CCV system shall monitor the perimeter, parking and lobby areas of the following buildings:

Earle Cabell Federal Courthouse and Federal Building located, Santa Fe Federal Building, A. Maceo Smith Federal Building, and Terminal Annex Federal Building.

7.0.3 The system shall utilize a distributed recording configuration. The storage capacity of each building system in a parent child configuration shall have a minimum of 30 days of archived video for all channels at a minimum of 15 frames per second (fps). All system specifications submitted by the Contractor shall meet the minimum requirements and specifications within this Statement of Work (SOW).

7.0.4 Interconnectivity: The wireless video system shall be 100% technically compatible with and shall be capable of sharing and receiving video feeds with the ONSSI CCV system via the existing Firetide Wireless Network located in the City of Dallas Video Monitoring Center in Dallas City Hall. All analytical functions of the ONSSI Video Management Software of the existing City of Dallas’ ONSSI CCV system shall be made available on the Contractor’s proposed system. No sharing and receiving video feeds to the City of Dallas system shall be made at this time.

a) If video sharing is approved by the City of Dallas Video Monitory Center and activated, by an approved user, as designated by the Dallas Police Department and the Federal Protective Service shall be able to access video servers via the software client located at the Federal central monitoring station at the Santa Fe Federal Building.

b) The Wireless Video System shall have the ability to access video feeds from each and all cameras located on the property perimeters of each building to include: Earle Cabell Federal Courthouse and Federal Building, Santa Fe Federal Building, A. Maceo Smith Federal, & Terminal Annex Federal Building. The system shall not have pan-tilt-zoom control of any movable cameras but shall be able to view live video signals from each perimeter camera.

c) The proposed wireless video system shall utilize a wireless mesh network as a transmission media with an ONSSI compatible video management system.

d) The installer shall install either Omni-directional or directional, panel antennas as appropriate for the specific installation location and determined by the FPS PM, considering “line of sight”, distance, interference and obstructions in the signal path obstructions. In locations where a clear “line of sight” wireless path from site to site does not exist, or provides a less than optimal wireless path, as determined by the FPS PM at time of installation, a relay site shall be installed. The relay site is identical to the camera site without the camera and camera mounting hardware. Once installed, a relay site shall be upgradable to a camera site by simply adding the appropriate camera and hardware. The antenna shall be mounted directly to the site housing, or when necessary, mounted on the existing structure to assure a clear “line of sight” for wireless connectivity, as determined by the

FPS PM.

7.0.5 Point to point wireless network connectivity: To provide data network connection between the buildings, a wireless link shall be used. This wireless link shall meet the following criteria and maintain a minimum bandwidth of 330 mbps throughout. This wireless system shall provide the connectivity between buildings located at: Earle Cabell Federal Courthouse and Federal Building, Santa Fe Federal Building, A.
