Questions & Answers

Wireless Video Surveillance Integration Project Dallas, TX

1.

Please provide the version of ONSSI being used. During the installation of the original ONSSI VMS software, ONSSI used and purchased the VMS software engine and licensing from Milestone Systems VMS. It was brought to our attention as of around August time frame this year, ONSSI can no longer purchase this from Milestone Systems, therefore, the newer of ONSSI, Ocularis, has been said not to be compatible as per what is mentioned in the solicitation as well as verbal discussions on site. It was stated on the walk through the client software application should be able to connect to the existing Dallas ONSSI recording/management server.

a) The video management software (VMS) that is to be installed, offered by the Contractor should be capable of connection and sharing of video feeds and software functionality with the City of Dallas’ ONSSI CCV system. OSSNI and Milestone have software upgrades that will make the City of Dallas’ ONSSI VMS version, purchased from Milestone Systems, compatible with other VMS. The offered VMS that is to be installed by the Contractor shall be capable of being ONSSI compatible, as mentioned above, but no sharing and receiving of video feeds to the City of Dallas feed shall be made at this time, as mentioned in the Statement of Work (SOW).

Since the City of Dallas plans to upgrade their current version of ONSSI software in the near future, the current version of ONSSI software is not necessary information since it will change.

2. It states in the Scope section 11.0.3 & 4 a contradiction on items A and C (is the camera a 2MP or 480TVL/4CIF resolution camera)?

a) Please reference Revised SOW, section 11.0, sub-sections 11.0.2, 11.0.3 and 11.0.4 for the minimum salient characteristics of all interior, all exterior, and all exterior mobile portable cameras.

3. Same sections you refer to Salient in these two sections as well as a few other locations in this bid. Salient is a different VMS than ONSSI. Are you asking for a Salient System?

a) No, the Government is asking for an ONSSI compatible VMS system with specifically listed salient characteristics in the SOW, please reference the SOW, section 11.0, sub-section 11.0.11.

4. Section 11.0.4 is very vague and could be interpreted in many ways. Can you provide an example of the camera you are wanting to us to provide for this application? Would it be similar to the attached Battery operated wireless camera?

a) The Exterior Mobile Portable camera shall match the provided, minimum salient characteristics listed within the Revised SOW, section 11.0, sub-section 11.0.4.

There is no attachment or example of a “Battery operated wireless camera”.

5. Section 11.0.11 asks for analytics, specifically object left behind. Can you define how big of an object will need to be detected and on which cameras? This analytic will depend on the field of view and the size of object in perspective of that field of view.

a) There are no exact parameters to the size limitations of the object to be detected by the Contractor offered CCV system. However, the Government shall be explicitly notified of the proposed size parameters for the object detection portion of the Contractor offered CCV system.

6. Section 7.0.5 states the wireless link shall maintain a minimum bandwidth of 330 mbps throughput? Firetide and other typical wireless point-to-point/mesh equipment has a maximum throughput of around 300 mbps, is this a mistake or do you have a specific wireless link that you would like us to use?

a) Please see the Revised SOW, section 7.0, sub-section 7.0.5.

7. Section 7.0.4 calls for 100% technically compatible with the ONSSI CCV that the City of Dallas is using. Please provide the version number of ONSSI? Please also state whether the current vendor for the City of Dallas will allow another integrator and provide configuration labor to help us connect to their system?

a) The video management software (VMS) that is to be installed, offered by the Contractor should be capable of connection and sharing of video feeds and software functionality with the City of Dallas’ ONSSI CCV system.

Since the City of Dallas plans to upgrade their current version of ONSSI software in the near future, the current version of ONSSI software is not necessary information since it will change, and the City of Dallas has indicated that at that now in the future it will allow another integrator to establish the connection.
