Item Question /Change/Comment Response 1 Is this was a new requirement? This is not a new requirement. However the previous contract expired on 18 Dec 2016. The services are currently not being performed.

4 Is an incumbent contractor currently performing these services or if this is a new requirement?

6 Attachment 2: PWS, page 8, last paragraph of section 4.4.2, reads as follows:

“The contractor must hold a State Electrical Contractor License for each state where generator maintenance is being performed.”

Attachment 2: PWS, page 8, last paragraph of section 4.4.2. This sentence has been changed to read as follows.

“The contractor must hold a State Electrical Contractor License in any of the fifty (50) states.”

The updated “Attachment 2 PWS 2Mar2017” is uploaded to the package entitled “Generator Attachments” in FBO.

7 Being that the generators are not a permanent installation, why are the DC's requiring specific State Electrical Contractor licensing for each state where generator maintenance is being performed on portable units?

Per PWS change:

Contractor must hold a State Electrical Contractor License. As services are on a Federal Facility does not require electrical license in EACH state.

8 Will FEMA honor other state reciprocal electrical licensing?

Yes – per PWS change. See updated “Attachment 2 PWS 2Mar2017” which has been uploaded to the package entitled “Generator Attachments” in

FBO.

9 Can you specify which Tier 4 qualifications are needed as there are numerous Tier 4 regulations and types?

Per PWS Section 4.4.2 Key Personnel, page 8:

To be considered acceptable and current, generator maintenance certificates must meet the following qualifications:

1) Tier 4 generator training from a registered manufacture (i.e.: Cummins, Onan, CAT, MQ Power, Generac) or trainer(s) and

2) Certification of paralleling capability training from a registered manufacture or trainer(s).

10 How many generators have been converted to Tier 4?

Currently FEMA has no generators that have been converted to Tier 4. By the end of March 2017, FEMA expects to replace 18 generators with Tier 4 capability.

11 How long will it take to convert the remainder of the generators to Tier 4?

FEMA expects this will be a process that will be done over the next five – seven years.
