1. In our research of the information provided in the previous answers to questions, it appears as though the previous contract was ended early. Why was the previous contract for the maintenance of the equipment ended early?

RESPONSE: The previous contract did not end early. The period of performance simply ended.

2. Will any office space be provided for the contractor at any of the locations? If so, which locations?

RESPONSE: The contractor will not be given an office at any of the locations; nor will FEMA provide a temp office trailer.

3. Regarding the Return to Storage, We understand the contractor will be responsible for servicing the generators upon their return as part of the firm fixed price.

This could get costly if there are multiple Return to Storage events for all generators.

We understand that the number of natural disasters cannot be predicted, however, could the Return to Service liability expectation for the contractor be limited to a specific number of times for budgetary reasons?

RESPONSE: Per “Attachment 1 – Pricing 13Apr2017”, spreadsheet tab entitled “CONUS SUMMARY”, FEMA is factoring in four Return to Storage (RTS) events per contract year. Based on historical data, FEMA does not foresee more than four RTS events per year. If additional RTS events are required, the quantity and fixed price for this CLIN will be increased via contract modification. Per PWS section 6.3 Return to Storage, FEMA will determine when and if RTS services are required and will coordinate with the contractor for scheduling. RTS is on an as needed basis and is NOT factored into the monthly billing cycle; FEMA will only be billed IF the contractor has performed the RTS services as requested by FEMA. Reference Attachment 1 – Pricing – RTS tab --- pricing will be based off of the number of generators identified by FEMA for pricing.

4. At the site visit meeting we noticed generators on trailers as well as generators in excess of 20,000 pounds. Are we correct that the awarded contractor will be 100% responsible for providing the forklifts, equipment, and operators needed for the movement of the generators?

RESPONSE: FEMA is primarily responsible for the use of forklifts and movement of Generators. The contractor is solely responsible for providing all equipment, excluding the forklifts, necessary to perform the requirements as outlined in this PWS 5.2.1. See question 5 for further details.

5. At the site visit we saw no load banks or fuel caddies of any kind. Are we correct that the awarded contractor will be 100% responsible for providing this equipment as necessary for servicing the generators?

RESPONSE: Per Section 5.2.1 Government Furnished Equipment (GFE) of the Performance Work Statement, NO GFE will be routinely provided under the contract. FEMA is primarily responsible for the use of forklifts and movement of Generators. The Government may authorize the contractor to use Government Forklifts in extreme cases of necessity in order to complete the mission in a timely fashion. It is the expectation of FEMA that the contractor will fully execute all required services during the agreed upon visit(s) within the 8 day service window. The contractor is solely responsible for providing all equipment, excluding the forklifts, necessary to perform the requirements as outlined in this PWS. Therefore, contractor is responsible for providing load banks and fuel caddies.
