Response to questions/comments received.

Comment: There was no pre-solicitation or sources sought post to FBO let us know this bid was coming out and to start preparing a strategy and team.

FEMA response: The Request for Information (RFI) was posted in 22 Feb 2016. Seven companies responded.

Comment: Clause 52.219-14 Limitations on subcontracting, A small business cannot perform this contract alone due to logistics and size. This has taken the most time to find and form partnerships with other qualified companies and to gather required paperwork to be in compliance with contract.

FEMA response: The previous contract was awarded to a small business.

Comment: Pricing - to get the best price, we must research 4 states for labor, fuel, just to name a few to provide the best value to the government.

FEMA response: See amendment 4.

Comment: We are finding the Factors 1and 2 and sub factor requirements plus all the documentations required, example, resumes on all technicians and mangers, licenses, certifications are exceeding page limitations. We need content to comply with the requirements.

Comment: Our team is working hard to meet the deadline and of 22 March 2017. We can meet and exceed all the requirements of this solicitation, we just need the time to do it.

Question: Can the requirement for a state electrical license be relaxed to after award?

FEMA response: The state electrical license must be current and submitted with the proposal.

Question: Can the Tier 4 requirement be relaxed to the technicians getting training certifications within a certain timeframe after award?

FEMA response: The training certifications must be current and submitted with the proposal.
