Q&A HSCG80-13-R-P45218/AMENDMENT 3
1) Work Item 1, MDE Heat Exchangers, Clean, Inspect and Hydro, Paragraph 3.3
Question: Clarification regarding “The Contractor shall unship and accomplish all cleaning and inspection at the Contractor’s facility.”
Question: The Pier load restrictions at Port Angeles prevent a suitable Boom Truck or Crane to be allowed on the Pier. What is the Limit for Pier Loading for other vehicles?
Answer: The load restrictions are 7600lb/axle. CGC ACTIVE has been unable to find a boom truck anywhere in Western, WA that meets these load limitations.
Question: This will require a Barge Crane, is there adequate mooring to the Pier for the Barge
Crane?
Answer: The last time a barge crane spent the night, it spudded down in the harbor overnight.
There is not good pier space for a barge to moor overnight. Weather pending and seas are calm, the barge can moor outboard of the cutter, the decision on sea state will be made by the COR.
There is also a mooring ball in the harbor that could be used. The barge can safely tie outboard of the cutter during crane operations, weather pending, the cutter will use the small boat to enforce a no-wake zone.
Question: Can the Barge Crane moor overnight? Please see answer above.
2) Work Item 15 and 16
Question: Is there power 440/480 Three Phase 100 Amps available to the contractor, or is a
Generator required?
Answer: The cutter has 440V three phase 30Amp power. Contractor can plug into Electrical
Submersible Pump connections, but the fuses are 30Amps. Anything over this will require a generator.
3) Work Item 9, 10, 11 and 22
Question: The General Requirements require showers and toilets for the disruption of Sewage and
Grey water. Please provide the Quantity of Male and Female Showers and Toilets required.
Answer: Please plan on 12 Men overnight, during the day heads for 80 men and one woman.
Showers will only be necessary if the grey water tank is down for over 24hours. The system is designed to be segregated forward and aft. If cleaned with this segregation in use, there is no need for showers.
4) Work Item 23, Bulwark Repairs.
Question: How much flammable fluids (Flo-Coat) are expected to drain out, as these channels are inner connected allowing for much more fluid than the picture in the specification indicates.
Answer: There is believed to be minimal flow coat in the system (a few cups) as it is all supposed to be drained out after it is put in. However, in the past, ACTIVE has had excessive amounts of flow coat in bulwarks (up to 10gal). This section’s box beam can be drained with plugs before work starts. The work is a few feet off the deck, and it is unpredictable how much will be in the bulwark itself. Recommend planning for 5 gallons of flow coat.
5) Work Item 20, Coast Guard Technical Publication (TP) 3368, Page 2-03 shows the 3 Primary
Components that make up the Talon Grid. The bottom component with the gussets is what needs to be replaced. Bottom component is the Talon Grid Foundation (DWG 186-002 Rev A), which is structurally welded 100% to the flight deck and gussets.
Question: Is the interpretation above correct, is the intent to replace the Talon Grid Foundation?
Question: Are the Gussets to be included?
Question: Since the Cutter in not available for a ship check and interferences vary from Cutter to
Cutter, what are the below Interferences?
Question: The review indicates the Talon Grid Foundation is split over the Galley and Mess
Deck, is that correct?
The cutter needs the talon grid retaining ring replaced. This ring is approximately 2” wide and
1.5” thick, and is welded to the inside of the talon grid foundation. It is supported by approximately 16 gussets which connect from the side of the talon grid foundation and angle up to the bottom of the retaining ring. The retaining ring is 100% welded to the inside of the talon grid recess, but is not welded to the flight deck. The gussets do not all need to be replaced, but one would anticipate five (5) of the gussets being corroded and will need to be replaced.
A second option would be to replace the entire talon grid assembly, which would involve cutting out and replacing the entire recessed area where the talon grid sits. The new talon grid assembly is available through SFLC. If the entire assembly is replaced, it would be cropped out and then structurally welded back into the flight deck. It is the customer’s belief this is not necessary. If this option is desired, notification to the KO is needed prior to award.
Interferences – The talon grid is in the middle of the galley. Interferences are lighting, electrical wires, piping, insulation, and sheet metal over the insulation.
6) Work Item 26. Paragraph 3.2
Question: Paragraph 3.2 identifies (4) Piping Systems, is the Intent to provide a Bid to renew 5
Linear feet of pipe for each system?
Question: For bidding purposes, how many fittings (Please Provide Type ie: 90s/45s/Couplings.
Also how many Bulkhead Penetrations and which spaces are being penetrated ie: Berthing?
Tank? Passageway? Machinery Space?
Answer: There is a bad sewage pipe, it is in I/C Gyro and passes into a stateroom head. The main interferences are insulation, head with poured deck, and other piping. Here is the breakdown for this section:
- 1 1/2" 90/10 copper nickel piping
-1 ea. 90 degree long radius elbow
-1 ea. long turn single sweep tee with cleanout
-2 ea. (depending how far back the crop out is) standard 45 degree elbows Estimated 5' of 1 1/2"
90/10 copper nickel pipe needed.
Additional sections of pipe that require additional interferences or excessive amounts of fittings, a
CFR can be submitted.
7) Work Item 11, Sewage Piping Clean and Flush, Paragraph 3.5.1 and 3.3
Statement of Work states in Paragraph 3.5.1, “Replace system tank valve(s) and pump(s) with temporary spool piece(s).”
Question: For bidding purposes, how many temporary spools?
Statement of Work states in Paragraph 3.3, “The Contractor shall renew the 3” gate valve 150# flange (four bolt) bronze, rising stem grey water vent valve.”
Question: What type of Valve Trim Package? ie: Bronze with Monel Trim? Please confirm.
Answer:
Breakdown of the pumps in the sewage system:
4 total spool pieces
Qty 2 – 4” 8 bolt flanged fittings
Qty 2 – 2” 4 bolt flanged fittings
2 vacuum and 2 sewage pumps total.
Breakdown of the main valves in the sewage system:
Approx 10 total spool pieces
-Main valves coming from tank to vacuum pumps are a 4" 8 bolt 150 PIMA
-Main valves coming from tank to sewage pumps are a 2" 4 bolt flanged 150 WSP valve.
-Vacuum valves from berthing spaces to header system are all 2" 4 bolt flanged ball valves.
The vent valve on the forward turbid tank (the one that needs to be replaced) is a 3" 4 bolt Bronze
Gate discharge valve with CuNi trim package.
8) Work Item 17, Galley Steam Kettle Cofferdam
The Steam Kettle actually has a catch basin or drip tray below it which is welded to the deck which is identified in the specification “AKA Cofferdam”. With the extension of the Cofferdam, this will also require the base or bottom of the Cofferdam to be extended out in order to match the containment wall.
Question: What is the base material of the containment / cofferdam?
The galley deck is brown quarry tile over steel. The steel deck is 3/8” that supports a stainless steel inserted cofferdam. The cofferdam is welded at all seams to the deck below.
