REPLACE WITH:
E-05, Manhole/Ductbank Details dated July 8, 2015
THE FOLLOWING QUESTIONS WERE RECEIVED IN RESPONSE TO THE
SOLICITATION:
Question 1: Reference Sheet ED-02 Note 7, E-03 Note 7, and E-06 Detail 1. There is a discrepancy between the number of conductors removed and replaced from the step up transformer. Three 250 MCM shielded cables plus ground are being removed, and four 250 MCM shielded cables plus ground are being replaced. Does the transformer have provisions for the fourth 250 MCM shielded cable?
Response: Amend the note to reads as follows:
“Two runs of 4 #250 KCM in 4” C. from the step-up transformer to the tie circuit breaker in the New Medium Voltage Switchgear (NMVS). See Ductbank Detail 2/E-05.”
Question 2: Reference Sheet E-01 Note 1. Does the DVP metering cabinet have provisions for the fourth 250 MCM shielded cable?
Response: There is no #2 ground. The fourth 250 KCM cable shall be a neutral/ground.
Question 3: Reference Sheet E-01 Note 2. We believe the existing feeders are 3-conductor 250 MCM with #2 ground. Why are we pulling 4-conductor 250MCM to splice into the existing feeders?
Response: The Contractor is not splicing the feeders. The Contractor is rerouting them from the existing switchboard to the new switchboard. The note shall be amended to read as follows:
“Existing feeders to be rerouted as shown on the site plan. The feeders are 3 #250 KCM MV-05 Copper conductors with a #2 GND. Field verify conductor sizes and types prior to submitting equipment brochures for review and approval.”
Question 4: Reference Sheet E-05 Detail 5 and 10. Both details are for control conduits. Detail 5 shows PVC coated GRS conduits for controls, but Detail 10 does not specify the type of conduits.
Please indicate which type is required for Detail 10.
Response: Amend Detail 10 to indicate two spare PVC-coated GRS conduits with pull strings.
Question 5: Reference Sheet E-01 Note 2 and Sheet E-03 Electrical Manhole #1. Please confirm all existing feeders XO, South, Wormley, Pier, North 1 and North 2 will be spliced in Manhole #1.
Response: Conductors are not to be spliced. They shall be pulled back to the manhole and rerouted.
The run to the new switchgear is shorter than the run to the existing gear.
Question 6: Reference Sheet E-05 Detail 6. Conduit #10 to MH#2 contains (3) PR #16 cable, however, no conduits to NMVS contain (3) PR #16 cables. Will these cables be cut and capped in MH#1?
Response: The (3) PR #16 cables shall be spliced in MH #1 and routed through a 4” conduit in ductbank that shall be run between MH #1 and the New Manhole, through the conduit shown in Ductbank Detail #3 on Sheet E05 and Ductbank Detail #4 on Sheet E05 as spare back to the DMV metering cabinet. Detail #4 and Detail #5 are revised on the accompanying drawings to show these added conductors, and a Detail #11 is being added to show the 4” conduit in ductbank between the two manholes.
Question 7: Will the conduit and wiring from the step-up transformer to the NMVS be installed during normal working hours?
Response: The conduit and wiring from the Parallel Generators’ step-up transformer to the NMFS may be installed during normal working hours as this work can be performed with normal utility power connected. Coordinate work with Dominion Virginia Power to ensure that they do not have any scheduled outages planned during this time period.
Question 8: What is the expected time frame from the start of the generators powering the NMVS to the last feeder transferred to the NMVS?
Response: No feeder outage is expected to last longer than six hours. The Contractor shall plan on manning the project around the clock from the beginning of the outage until all transitions have been made and permanent power has been restored to the NMVS. All costs for premium work hours shall be included in the Contractor’s bid price.
This will require that General Note B on Sheet E-00 be revised as the normal utility power will not be permitted to be out for the entire weekend as stated in General Note B. The contractor shall include costs for paying Dominion Virginia Power to do work during weekend hours to accomplish the scope of work described in the paragraph above. The $3,000 listed in General Note B will not be applicable.
Contact the Dominion Power Representative, Mr. Jose Pesquera at (757) 928-2093 to get an actual price.
Question 9: While the feeders are being transferred one at a time and the generators are powering the feeders, who is responsible for the fuel?
Response: The Government shall fill the generator tank(s) prior to the beginning of the outage. The contractor shall be responsible for providing fuel during the outage and shall refill the tank(s) at the end of the outage.
Question 10: Please confirm no temporary generators are required for this project.
Response: No temporary generators are required for this project. The Contractor is responsible for minimizing impact to USCG personnel, and scheduling all outages with the Contracting Officer’s Representative.
Question 11: Does the contractor take possession of the demolished switchgear at the end of the project?
Response: The Contractor shall take possession of all demolished electrical equipment, raceways, circuitry, etc. at the end of the project and properly dispose of them in accordance with all federal, state, and local regulations.
Question 12: In researching this product we feel that this specification is taken completely from a specific Manufacturer’s Literature and in any event is a Proprietary Specification since it doesn’t seem to be readily available as described. In order to avoid a proprietary product and in accordance with FAR Subpart 6.3-“Other Than Full and Open Competition”, please provide us with the name of three
(3) Manufacturers who not only fabricate this product but who also install same, as required in this specification.
Response: Canopy manufactures: Basis of Design was Peachtree, other manufacturers: Avadeck and Dittmer
Question 13: Paragraph 2.1 of this specification requires that “Components shall be sized to comply with live load and wind load requirements of the project and shall not be less than the dimensions shown on the plan.” There are no “live loads” or “wind loads” shown or specified and this again appears to be a general specification for a proprietary manufacture whose “boiler plate” specifications have not been fully incorporated into the project. This is not a Design and Build Project and therefore we require complete engineered Contract Documents in order to competitively bid this work. Please provide complete documentation for the work you want furnished and installed.
Response: Live load: 20 pounds, Wind Load: 140 mph
Question 14: Drawing A-03 of the Contract Documents shows a 3 foot in diameter foundation 6 feet deep for each column supporting the canopy. It also shows the column imbedded in this foundation only 18 inches in depth and with no attachment to the concrete whatsoever. Please provide the soil boring for this area to show that this foundation will be sufficient for the live load and wind load that the Gov’t will provide under paragraph 2 above and confirm that 18 inches in depth with no plates or angles for attachment to the foundation will be adequate.
Response: The 18" depth is based on Peachtree, other manufacturers may vary. The Contractor shall with consult their supplier. No geotech information is available on this project. If canopy manufacturer requires geotech for this project, it is up to them to acquire.
Question 15: A Crane will be required to remove the existing switchgear for this project. Where can the crane be set up to remove the switchgear? It was observed during the site visit that two locations may be available. a) parking lot in front of Mini Mart adjacent to work area, or b) Nelson Rd directly behind switchgear. If access is available, Nelson Rd would be more suitable since the reach would be shorter with a clear view and the load would not have to be lifted over any buildings and/or equipment.
Please advise.
Response: The crane can be located on Nelson Road.
Question 16: It was noted during the site visit that concrete and filled plastic barriers lined the work area and ran parallel with the security fence and overtop of the work area, particularly in regards to where the new electrical/control duct banks, new ug conduits, fence post/fencing, etc. will be installed.
This area is already congested with existing equipment and the adjacent buildings. Will the government be removing/relocating these barricades during construction to allow the contractor sufficient work space to safely and properly install the required ductbanks/conduit?
Response: The contractor shall be responsible for removing and putting back the existing barricades.
