HR001117S0011-06 Amendment 0001 OFFensive Swarm-Enabled Tactics (OFFSET) Sprint 5 Frequently Asked Questions

As of November 6, 2019

The purpose of Amendment 0001 is to: 1. Incorporate Questions and Answers

IN THE EVENT OF ANY INCONSISTENCY BETWEEN THE ANSWERS PROVIDED

HEREIN AND THE BAA, THE BAA SHALL TAKE PRECEDENCE

Q1. What kind of problems have been solved by other sprinters?

A1. See Section IV.C OFFSET Swarm Sprint Structure for an overview of both Core and Ad-hoc

Sprint topics addressed by previous Swarm Sprinters.

Q2. How is “seize” and “isolate” defined, and how are they utilized in the context of OFFSET?

A2. Please refer to the Marine Corps Warfighting Publication (MCWP) 12-10B.1, and Section

IV.D.1.a.ii Operational Context Description for definitions of the phases of an urban operation, including “Seize the Objective” and “Isolate the Objective.” For OFFSET, these urban missions are used to motivate the design and demonstration of swarm tactics, to include field experimentation scenarios aligned with these missions.

Q3. What is the field experimentation schedule?

A3. Please refer to the schedule in Section IV.C OFFSET Swarm Sprint Structure for the notional schedule of the Field Experiments (FX). Swarm Sprinter contributions are intended to be integrated into one or both of the Swarm Systems Integrators’ physical testbeds, with demonstration at the corresponding FX. For example, contributions from Swarm Sprint 2 were integrated at FX-2 (conducted in June 2019), whereas technologies from Swarm Sprint 3 are expected to be integrated and tested at FX-3 in December 2019. Relevant to Swarm Sprint 5, DARPA intends to conduct FX-5 in the December 2020 timeframe.

Q4. What software features have been tested?

A4. Software features, including swarm tactics and associated swarm algorithms, are continually being tested in both virtual and physical environments for the OFFSET program. For the most up-to-date status on the OFFSET Swarm Systems Architectures, and the associated virtual and physical testbeds, interested parties are encouraged to reach out directly to the OFFSET Swarm Systems Integrator teams. For more info, please refer to the OFFSET “Work with Us” webpage (https://www.darpa.mil/work-with-us/offensive-swarm-enabled-tactics).

Q5. Is there any other sprint planned, such as Sprint 6?

A5. Please refer to the schedule in Section IV.C OFFSET Swarm Sprint Structure for the notional schedule of the five planned Core Swarm Sprints.

Q6. Is it expected that Swarm Sprint 5 reviewers will prefer proposals from companies who participated/were granted previous OFFSET awards?

A6. No. All responsible sources capable of satisfying the Government's needs may submit a proposal that shall be considered by DARPA. One does not have to have participated in previous sprints to respond to this Swarm Sprint 5 solicitation.
