Questions and Answers #5 HR0011‐11‐R‐0003
1 Q: In Section L.4 of Solicitation # HR0011‐11‐R‐0003, the Government states, “Offerors are to propose a percentage share in savings (up to 50%) of savings to be realized as the result of Contractor implementation of Contractor proposed savings initiatives approved by the Government in accordance with Section H‐18.”
Does the Government mean for example that if the offeror has identified $100,000 in savings then the offeror may propose 50% as the percentage of savings to be offered to the contractor in the resulting contract? The Government does not ask specifically for the amount of savings but only the percentage of the savings. Does the government want the offeror to propose both an amount of savings and a percentage of savings to be realized?
A: In accordance with Section L.4, Offerors are to propose a percentage share of savings (up to 50%) for inclusion in Section B; an amount of savings is not required.
2. Q: In the Questions and Answers for this solicitation I saw that CACI/ Dynamic Systems Inc. was the incumbent for this procurement. Would there happen to be a POC for sub contracting opportunities for procurement with CACI? If so, is there any contact information?
A: The CACI/Dynamic Systems Inc. Subcontractor POC for this effort is Mr. Ryan Crawford at rycrawford@caci.com ‐ 703‐679‐3432.
3. Q: Can a small business acting as a subcontractor teammate be on more than one team?
A: Yes.
4. Q: Reference L.7(h) Required Copies: The solicitation states that “each volume shall be submitted as a separate file” and “All electronic files shall be in a Microsoft Office compatible format and allow for a complete text search of each document”.
∙ Since there are required Attachments (Teaming Agreements, Personnel Matrix, and Resumes), and sections of the submission excluded from page count (Transition‐In Plan and Master Training Plan), may offeror’s submit these Attachments and sections as separate files to ensure proper page numbering?
∙ Often individual printers have settings that may cause text to move onto another page, since this submission is page limited, will the Government accept a .pdf file in addition to the searchable Word file for use as a reference to ensure formatting and page limit compliance?
A: No. Assign unique page numbering to each attachment and special section.
No. One copy that meets all RFP requirements is required.
5. Q: Section L.7 (h) Required Copies states, "One electronic copy of the complete proposal submission. Each volume of the proposal shall be submitted as a separate file. The DARPA file size limitation is 40MB."
Please confirm that proposal submission may consist of more than one email message each with a maximum size of 40MB. Is it acceptable to divide a volume into more than one file and transmit in separate email messages to comply with file size limits? For example, may we submit an email message for Volume I, Part 1and another email message for Volume I, Part 2?
A: The RFP was amended as follows to address file size limits: Offerors can compress their files using WINZIP file compression only. If encrypted, Offerors must use only AES256 and must send the password to the Contracting Officer.
6. Q: Section L.7 (h) Required Copies states, "All electronic files shall be in a Microsoft Office compatible format and allow for a complete text search of each document (except signed cover pages)."
Letters of Intent (LOI) and Teaming Arrangements (T/A) are signed, scanned, and inserted into the Technical Volume and therefore are not text searchable. Please confirm that LOIs and T/As are excluded from the "complete text search" requirement.
A: Signature pages from Letters of Intent and Teaming Arrangements may be submitted as non‐ searchable scanned images in the Technical Volume. The balance of the documents can be searchable PDF files.
7. Q: Section L.7 (h) Required Copies states, "All electronic files shall be in a Microsoft Office compatible format and allow for a complete text search of each document (except signed cover pages)."
What version of Microsoft Office (e.g. 2003, 2007, 2010) is acceptable?
Will DARPA accept searchable PDF files?
A: Microsoft Office version 2003 or later is acceptable. Searchable PDF files are considered Microsoft Office compatible.
8. Q: The directed subcontractor has indicated: “all prime contractors have received the same cost proposal and due to their workload, nothing more will be provided”. Is the directed subcontractor’s proposal exempt from evaluation if the directed subcontractor’s cost proposal is found non‐compliant with the RFP?
A: Offerors are responsible for the submission of RFP compliant proposals. The directed subcontractor’s proposal will be evaluated. We contacted Adsum, Inc. and they said that they provided cost proposals that were responsive to the Offferors’ requests. Adsum is a small business. The RFP at Section L.10 accommodates the size status of Offerors and Suppliers where it states in part: “These sections of the Cost Proposal covering each period and the total project shall be fully detailed (allowing for Cost Analysis), such that the following cost categories are fully segregated (if applicable to Offeror’s accounting system and proposal)”.
