Questions and Answers #3 HR0011-11-R-0003
1 Q: The RFP referenced above requires a staffing level of up to 92 people. Not all are key personnel.
Request the Government limit the requirement to submit resumes to proposed key personnel in order to provide hiring flexibility to the successful offeror post award.
A: The resume requirement will remain as written. The rationale for this requirement is to allow the most thorough evaluation possible. On a contract of this nature, the skills and abilities of the personnel are paramount, and the best way for the government to evaluate a proposer's understanding of the contract requirements is to evaluate the qualifications and experience of all key personnel and of a random sample of non-key personnel. The only contractor personnel listed in the contract will be the key personnel.
2. Q: Will contracting officer consider extending DARPA SID since the response is due the week of July 4th holiday?
A: No. The proposal due date of July 7, 2011 is based on DARPA’s schedule for contract award.
3. Q: What are the daily hours of operation for DARPA SID?
A: Generally business hours are 0800-1700. However, non-standard hours may be required to support mission requirements.
4. Q: RFP Reference H-4, Page 19: The listing of Key personnel includes 4 other management positions and states we can add or delete the amount of positions as needed. However, in Section L.10, page 61 in the Government Estimate of Level of Effort table, only 1 other management position is accounted for as the best estimate. Is the “best estimate” 1 position or 4 positions for the “other management position” labor category?
A: The Government LOE at L.10 includes Supervisors/Leads within the total presented for each category. The PM, 1 man-year and 1 man-year for "Other Management Positions" are specifically identified. The government considers this the minimum management requirement. The footnote under the Government LOE chart on page 62 ofthe RFP states that if the Offeror proposes any Supervisors/Leads in non-Key Personnel positions, hours and headcount should be reduced from these positions and added to the hours and headcount shown for Other Management (i.e. key) Positions.
Supervisors/Leads are considered key personnel regardless of the category they occupy. Management in key categories has already been accounted for in H-4 as all the positions in these categories are key.
The total number of “Other Management Positions” is dependent on the Offeror’s management structure.
5. Q: RFP, Section L.8, 2. Personnel (pg. 45): Are resumes required for all 92 base year positions? Or only for key personnel? Or only one resume per functional area/task? Please clarify.
A: L-8, ( c) 2 “Personnel” states: “Under this section, the Offeror shall provide resumes for all personnel proposed for the base year.” Section L-10 states: “The labor categories and hours/FTEs are provided as the Government's best estimate of the work to be performed. The Offeror may propose the same level of effort (hours and labor categories) or a different level of effort based on its own labor classification system and unique approach to satisfy the Government's requirement. “
6. Q: Please clarify - does the Government require the offeror to provide 92 resumes to map against the Government Estimate for Level of Effort table on pages 61 and 62?
A: See response to question 5 above.
7. Q: When will the next version of the RFP for Contractor Support Services to the Security and Intelligence Directorate (SID) be released ?
A: The final version of the RFP was released on May 31, 2011.
8. Q: I just noticed that the RFP was issued in FedBizOpps on May 31st, but the documents have the word “Draft” printed in the background of all of the pages. Is this not the Final RFP? There is a due date listed on the SF-33 of July 7th. Are proposals indeed due on this date?
A: It is the final RFP. The "Draft" watermark will be removed at contract award. Proposals are due on July 7, 2011.
