Questions and Answers #2

HR0011‐11‐R‐0003

07 June 2011

1 Q: We are a Service‐Disabled Veteran‐Owned Small Business. We have a Top Secret Facility Clearance, and we intend to bid on the CSS for DARPA Support Services Office (SSO) Security and Intelligence Directorate (SID); Solicitation Number: HR0011‐11‐R‐0003 Agency. We noticed that many of the companies on the Interested Vendors List are Service‐Disabled Veteran‐Owned Small Businesses.

We would like to inquire as to the possibility of this being Set Aside for a Service‐Disabled Veteran‐ Owned Small Business.

A: The procurement will not be set‐aside for Service‐Disabled Veteran‐Owned Small Businesses as the conditions at FAR 19.1405(b) are not met. The contracting officer does not have a reasonable expectation that –

(1) Offers will be received from two or more service‐disabled veteran‐owned small business concerns;

and

(2) Such an award will be made at a fair market price.

2. Q: Is there an incumbent? If so, who is it?

A: There is an incumbent. CACI Dynamic Systems, Inc. is the performer of the current contract for support of the DARPA Support Services Office Security and Intelligence Directorate.

3. Q: On Page 45 of Solicitation HR0011‐11‐R‐0003, Support Services Office, Security and Intelligence Directorate, Item 2, states that the Budget Analyst position will be filled by Adsum Incorporated and lists Suzanne Norton with her address and phone numbers as the point of contact, We have made several overtures to include their estimates into our proposal. Ms. Norton has advised us that Adsum is not planning on participating.

Please advise if this is still a requirement? If yes, is there a substitute for Adsum?

A: There was a misunderstanding between Adsum and DARPA that has been corrected. Offerors should contact Adsum as directed in the RFP.

4. Q: Section L‐10 indicates the prime submittal shall provide Direct Labor, burden pools and burden calculations which is proprietary information. Further down it indicates Subcontractors shall provide the same level of detail in their submittals "which shall be included with the Primes submittal". Since this is supposed to be an EMAIL submittal, generally Subcontractors do not want to provide Proprietary/Competition Sensitive information to their Prime other than in a sealed Government Eyes Only package. We recommend that Subs be permitted to send sanitized submittals to the Prime (for inclusion with their submittal with their proposal) and submit via email an unsanitized proposal directly to the Government.

A: The RFP allows separate files for subcontractor proposals. We will change the RFP to allow separate files for subcontractor proposals that can be submitted directly by subcontractors as long as such proposals identify the prime Offeror’s proposal to which they correspond.

5. Q: Section L‐7.h.: Because electronic submission via email is required, are there any file size limitations?

A: The DARPA file size limitation is 40MB. We believe that this is large enough to accommodate proposal submittals. Offerors should notify the Contracting Officer of any issues related to this limitation. Offerors can compress their files using only WinZip file compression. If encrypted, use only AES256 and the Offeror must send the password to the Contracting Officer.

6. Q: Section J: A DD254 Form was released as a part of the Final RFP package. However, when we try to open the PDF file it says that the file is corrupted. Can you please re‐release the DD254 Form?

A: We were able to go to fedbizops and select the DD‐254 and download it. The problem is not the document on the site.

7. Q: Per Section L.8.c.2, we have reached out to Adsum Incorporated regarding the Budget Analyst position. However, Adsum Incorporated stated to us that they are no longer participating in this procurement. Please advise.

A: See response to Question # 3 above.

8. Q: In Section B, CLIN 0402 does not include the words “Government Mandatory Training” as is included in each of the other descriptions for Other Direct Cost CLINS. Is it the Government’s intention to omit these words from this CLIN description?

A: No. The words “Government Mandatory Training” should have been included in CLIN 0402.

9. Q: Section F‐1 (g) & (f), Term of Contract

a. Subparagraph (f) states that OPTION 4 period is twelve months (01 JAN 2016 thru 31 DEC

2016)

Subparagraph (g) states that the TRANSITION OUT Period is one (1) month (01 DEC 2016 thru 31 DEC 2016). Is it the Government’s intention that the OPTION Period overlap and that the associated costs for each be accounted for separately in the proposal?

A: Yes, that is the Government’s intention. Costs unique to transition out efforts under CLINs 0501 and 0502 should not be included in the performance costs of Option 4 under CLINs 0401 and 0402 and vice versa.

10. Q: Section L‐10 includes a Table titled “Government Estimate for Level of Effort.” The Totals displayed do not equal the total of the individual labor category hours or FTEs. Could the Government provide a reconciliation of these individual quantities to the overall totals?

A: The total labor hours and headcounts are accurate. The category “International Secuirty Specialist” contains errors. It should read 7,680 hours and 4 FTEs for the base and all option years as follows :

Base Opt Yr 1 Opt Yr 2 Opt Yr 3 Opt Yr 4 International Security Specialist 7,680(4) 7,680(4) 7,680(4) 7,680(4) 7,680(4)

11. Q: Please confirm that the list of attachments below is complete and in the proper sequence and that they all should be included as part of Volume I:

1. Personnel Resource Matrix

2. Contractors Certification of Employee Training

3. Qualifications for Positions on this Contract

4. Teaming Agreements

5. Resumes

6. Letters of Intent/Commitment

7. Sub Contracting Plan

8. Training Plan

9. Organizational Conflict of Interest

10. Transition In Plan

A: Section L‐7 (f) states that the Organizational Conflict of Interest Statement and/or Mitigation Plan and the Small Business Subcontracting Plan are in addition to the 3 volumes (Technical, Past Performance and Cost). Per Section L‐8 Attachment 2, the Certification of Employee Training pertains to initial orientation which is to be provided after contract award and is not to be included in the proposal. The balance of the attachments are to be included with Volume I but, as stated in the RFP, are excluded from the page limitations of Volume I. There is no preferred order for the attachments.
