Questions and Answers #4 HR0011‐11‐R‐0003
1 Q: Pertaining to Volume I – Technical, when inserting tables, would the government consider allowing less than 12 pt font to be used within the table on the 8.5 x 11 pages?
A: Yes. The font size in any tables on the 8.5 x 11 pages can be no less than 9 point font. The RFP will be amended to reflect this change.
2. Q: “Please clarify if the Certified Ethical Hacker (CEH) designation is also acceptable for the IA Specialists Performing CND functions. Page 92 of DoD WIP 8570.01‐M Incorporating Change 2 dated 20 April 2010 states that it is an acceptable Certification.”
A: Yes, it is acceptable.
3. Q: Is the subject solicitation a full and open opportunity or restricted to companies under a 7 million dollar 3 year average regarding the NAICS code 541690?
A: The solicitation is a full and open opportunity. $7 million is the small business size standard for this acquisition.
4. Q: Reference L.7 (k): Proposal Format and Length ‐ Volume I format shall be on 8.5” x 11” pages using 1” inch margins, single‐sided, single line spacing, and 12‐point. The exception to these Volume I formatting requirements is that 11” x 17” foldouts (or smaller) may be used for a maximum of two pages within the Volume I section subject to the page limitation as well as for the personnel resource matrix attachments. Since the intent of these two foldouts would be to show graphics, organization charts, and large reference tables, there are no margin, line spacing, or font requirements for these foldout pages.
While the RFP allows for smaller font on the 11” x 17” foldouts (since the intent would be to “show graphics”), there is no mention of graphic font size to be used on the 8.5” x 11” pages. Can the offeror use a smaller (yet readable) font for all graphics?
Also, for the two foldouts allowed, Section L.7 (k) states they are subject to the page limitation, but does not clarify that these will count as single pages. Please clarify that 11” x 17” pages will count as one page each.
A: No less than 9 point font for all graphics on the 8.5 x 11 pages is acceptable. 11x17 pages will count as 1 page each. The RFP will be amended to reflect these changes.
5. Q: We see no requirement or mention of a cross‐reference matrix in the RFP. Will the government allow a cross‐reference matrix to be included in Volume I, Technical? And if so, will it be omitted from the page count?
A: A cross‐reference matrix for Volume I, Technical is not necessary or required. If one is included, it will not count toward the page count.
6. Q: Reference Section L‐8 Attachment 3 (Qualifications): The clearance Level for Privacy Specialist.
The Privacy Specialist and the FOIA analyst position are similar but the Privacy Specialist position requires a Top Secret clearance vs. a Secret for FOIA. Is that the anticipated level of access required for the Privacy Specialist given the duties as described?
A: The Privacy Specialist position supports offices/programs that require the clearance levels specified in the RFP. The FOIA position does not have the same requirement.
7. Q: For Item L‐8, page 47, Attachment 3, discusses “Qualifications for positions on the contract,” it is not clear to us if this requirement is met with the submission of resumes. Are offerors required to submit a separate list of proposed personnel clearance levels? Please clarify and define the submissions under this requirement.
A: L‐8 ( c) 2 “Personnel” states that each resume shall contain information to substantiate the extent to which proposed personnel meet or exceed the qualifications and requirements stated in Section L‐8 Attachment 3. Each resume shall contain security clearance information. Offerors shall include the clearance level on the Personnel Resource Matrix. L‐8 Attachment 1 of the RFP will be amended to reflect this change.
8. Q: Section L‐9 states that past performance citations should include “the Government technical point of contact and/or Contracting Officer’s Representatives (COR) for the contract,…”
If the past performance is as a subcontractor, should the offeror provide the contact information for the Prime Contractor as opposed to the Government?
A: Section L‐9 addresses past performance history as a prime or as a subcontractor. Offerors are to provide contact information for Government points of contact.
