THIS NOTICE DOES NOT CONSTITUE A REQUEST FOR PROPOSAL, REQUEST
FOR QUOTE, OR AN INVITATION FOR BID.
The Department of Defense (DoD), Washington Headquarters Services (WHS), Acquisition Directorate (AD), intends to issue a request for proposal (RFP) for Assessment, Monitoring, and Evaluation (AM&E) Security Cooperation Support Services for the Undersecretary of Defense for Policy (USD(P)) and the Defense Security Cooperation Agency (DSCA). The overall objective of this acquisition is to provide the U.S. Department of Defense (DoD) with services to support implementation of the Fiscal Year (FY) 2017 National Defense Authorization Act (NDAA) Reforms to Security Cooperation programs and activities. The anticipated requirement will be issued under RFP #HQ0034-19-R-0142. The Government intends to issue a multiple-award indefinite delivery, indefinite quantity (IDIQ) contract with a 5-year ordering period. The North American Industry Classification System (NAICS) Code for this procurement is 541990 “All Other Professional, Scientific, and Technical Services.”
The RFP is projected to be posted on the Federal Business Opportunities (FBO) website on or around May 3, 2019. This procurement is anticipated be conducted utilizing a combination of full and open and small business set aside competitive procedures under FAR Part 16.5.
Evaluation will be conducted utilizing the best value, trade-off process under FAR Part 15.
Industry Communication Regarding the Solicitation The Government intends to post all notices/amendments related to this solicitation on the FBO website at www.fbo.gov. All interested firms must be registered on the FBO websites in order to obtain the solicitation documents and all information regarding the solicitation. Hard copies of the solicitation will not be provided. It is the responsibility of the Offeror to check the website daily for any updates/amendments. Offerors are encouraged to check the FBO web sites frequently in order to be notified of any changes to this solicitation.
It is also anticipated that a draft Request for Proposal (RFP) will also be issued. If one is issued, it will be posted on the FBO website.
IMPORTANT NOTICE
All contractors submitting proposals on Department of Defense solicitations must be registered in the System for Award Management (SAM) database. Failure to register in the SAM database will make an Offeror ineligible for award. The SAM website can be accessed at www.sam.gov/portal/SAM. Registration must be complete at the time of proposal submission.
