Schedule
The schedule, per instructions in section 5.7.3.1, provides daily maintenance activities for 365 days for entire contract period and thus will exceed 10 pages in itself. Can the schedule be submitted as an attachment to the Preventive Maintenance Plan and NOT count towards the 10‐page limit for Technical Subfactor A (Preventive Maintenance Plan)?
Yes, the daily maintenance activities may be submitted as an attachment.
50 Attachment_Pr ice_Schedule_P M
Can the CLIN 0002 be excluded from the total evaluated price (shown on Attachment_Price_Schedule_PM), since this value will far exceed the actual scope of work for maintenance based on a 12‐month schedule? This scope of work is something that may or may not occur; therefore, contingency pricing should not apply to the predictive maintenance reoccurring Base Year and Option Year 1, 2, 3, and 4 total evaluated price.
CLIN 0002 Contingency Support will not be excluded from the total evaluated price, because this cost is a part of the requirement.
51 Attachment_Pr ice_Schedule_P M
If the answer to the above is “no,” will the Government consider placing an allowance value in the contingency CLIN (0002), determined by the Government, that all contractors carry the same cost?
No.
52 Attachment_Pr ice_Schedule_P M
Is the 12 month pricing schedule for CLIN 002 to reflect only the rental fee for 25 mW of equipment?
The estimate reflects only the rental fee and supporting wiring and switches.
53 Attachment_Pr ice_Schedule_P M
Does CLIN 0002 exclude installation, transportation, fuel, supervision, maintenance, service, and removal of generators and ancillary equipment, i.e. wire, switches, etc.?
Please see question #52.
54 Attachment_Pr ice_Schedule_P M
If the answer to the above question is “No,” will the Government consider the use of additional CLINs to clarify fees for rental, installation, and demobilization separately?
The purpose of this CLIN is to illustrate the difference between the rental fee and installation/breakdown fee per occurrence. The monthly fee for rental, supervision, and maintenance is a reoccurring monthly charge, but the set up and break down are one‐time charges per occurrence that cannot be broken down into monthly charges. The pricing as currently requested would not represent multiple occurrences, should this occur in the same contract year.
Therefore, we are recommending the following CLIN arrangement for this pricing. Would the government consider issuing an amendment with CLIN arrangement as follows:
No, please respond to the price schedule as supplied.
55 Small Business Subcontracting Plan
In the provided subcontracting plan, Section 9 states that “I will require all subcontractors (except SB concerns) that receive subcontracts in excess of $550,000 to adopt a subcontracting plan similar to this one that complies with the eleven elements in FAR 52.219‐9.”
Can the government please confirm that “$550,000” should be changed to “$700,000” to reflect the January 2017 FAR Section 19.702 Statutory Requirements:
“(a) Except as stated in paragraph (b) of this section, section 8(d) of the Small Business Act (15 U.S.C. 637(d)) imposes the following requirements regarding subcontracting with small businesses and small business subcontracting plans:
(1) In negotiated acquisitions, each solicitation of offers to perform a contract that is expected to exceed $700,000 ($1.5 million for construction) and that has subcontracting possibilities, shall require the apparently successful offeror to submit an acceptable subcontracting plan. If the apparently successful offeror fails to negotiate a subcontracting plan acceptable to the contracting officer within the time limit prescribed by the contracting officer, the offeror will be ineligible for award.”
Confirmed. Please see revised subcontracting plan format.
