11. Is the Amount for Item 4001 (Electrical Preventative Maintenance) to be the sum of items 4001AA, 4001AB, and 4001AC? If not, please clarify what value is needed for 4001.

12. The contractor has confirmed that local generator and switchgear rental companies do not have 25MW standby power on hand at any given moment and that response time will be dependent upon availability of the equipment. This will make it very unlikely to be able to guarantee contingency support for 25MW power production within 96 hours without reserving and paying an equipment fee on a monthly basis to maintain fleet for the Government.

Is it the intent of the Government to pay a reserve fee for rental equipment to guarantee the 96 hour response time from any local rental company?

As an alternative to the Government paying the reserve fee, the offeror proposes an additional CLIN item for each contractual year to pay the reserve fee for rental equipment, in addition to the CLIN items for Contingency Support if exercised by the Government (0002, 1002, 2002, 3002, and 4002).

It is not the Governments intent to pay a reserve fee for rental equipment to guarantee the 96 hour response time from any local rental company.

However, the Government will consider the extra CLIN for reserve fee.

13. Section 5.5 Contingency Support states, “Within 30 days of contract award, the contractor shall provide Contingency Support Plan demonstrating their capability to support the requirements identified in para 3.4.”

Para 3.4 does not appear to be provided in the solicitation. Please clarify.

Please see PWSs for the revision in this section.

14. Section M, Past Performance defines a relevant project as “The total contract value is between

$5,000,000 to $15,000,000 during a 5-year period or $1,000,000 to $3,000,000 annually.”

Will the Government please consider removing the cap of $15M over a 5-year period and $3M annually?

The offeror holds very relevant past performance for

DoD and Intelligence Community (IC) clients with highly relevant scope and systems but can only be utilize for past performance if this threshold is removed.

We have no issues with raising the cap to $25M.

However, we will not allow reduction or repeal of the cap.

Revise the wording to reflect:

“The total contract value is between $5,000,000 to $25,000,000 during a 5-year period or $1,000,000 to $5,000,000 annually”
