(a) The offeror must describe a minimum of one (1) but no more than three (3) contract examples for relevant experience within the five (5) years from the initial proposal due date. The minimum experience standard is considered met when the offeror (the prime contractor) demonstrates experience performing janitorial services for a building, compound, or installation of at least 900,000 square feet. At least one reference must be from the Prime Contractor vice the prime contractor’s subcontractor or team members.
(b) For each experience submitted, the Offeror shall provide a brief explanation, of no more than two (2) pages in length, demonstrating the relevance of the offeror’s experience to the requirements in Section C and a copy of the statement of work and the monthly and yearly pricing (offer may submit the entire contract if desired). (c) The offeror’s duties under each example must clearly be identified on the explanation pages.
(d) Each experience example must include the name of the project, name of the customer, contract number, contract value, period of performance and two (2) customer points of contact (name, email address, and phone number).
FACTOR II: Past Performance
Submission Requirements
(a) The Offerors past performance proposal must address corporate past performance in performing projects similar in size and scope to the effort required by Attachment J-C1 Performance Work Statement. The projects referenced by the contractor must have been completed within 5 years from the initial proposal due date or currently ongoing and have completed at least six months of performance. Past performance data must be received before the proposal due date for this solicitation. The Contractor's relevant Past Performance will be evaluated to assess the extent of the offeror’s ability to perform the contract successfully (quality of product or service, accuracy and completeness, timeliness of delivery/work, business relations, customer satisfaction, key personnel and staffing, including subcontractors/partners). The evaluation may include information in Government databases such as PPIRS.

· Timeliness of deliveries
· The extent of involvement (as a prime versus a subcontractor)
· The period of performance
· The utilization of subcontractor technical support versus in-house technical support
· Point of contact, phone and email address for each contact listed
· Describe why the contract is relevant to this requirement
(c). An Offeror without a record of relevant past performance or for whom information on past performance is not available will not be evaluated favorably or unfavorably on past performance (neutral evaluation).
(d). The Government may consider past or current contracts (including Federal, State and local Government and private) for efforts similar to the Government requirement. The Government will consider information provided on problems encountered on the identified contracts and associated corrective actions. Contractors with a negative past performance rating will, to the extent the contractor has not already had an opportunity to respond, be afforded an opportunity to address alleged deficiencies. The Government may also consider information obtained from any other sources when evaluating past performance. Failure of a contractor to disclose a relevant Government contract with poor past performance may affect the contractor's past performance rating.
(e). The Government may consider past performance information regarding predecessor companies if the predecessor’s performance is relevant to the offeror’s performance under this solicitation, key personnel who have relevant experience or subcontractors that will perform major or critical aspects of the requirement when such information is relevant.
(f) The Offeror shall complete the top portion of page 1, Attachment J-L2 Past Performance Questionnaire, and send as many as two (2) questionnaires to points of contact for the contracts identified above on Attachment J-L2 Past Performance Questionnaire. As stated in Attachment J-L2 Past Performance Questionnaire, the reference will complete this form and return it directly to the Government by the solicitation closing date.

SECTION M - EVALUATION FACTORS FOR AWARD
The following have been modified:
METHOD OF EVALUATION
Evaluation Methodology A. Basis for Award. The Government will award a contract resulting from this solicitation, to the responsible offeror whose offer conforms to the solicitation and is determined to be the best value to the Government experience, past performance, and price considered. The Government reserves the right to make an award to other than the lowest priced offeror. The Government will make a single award resulting from this solicitation. The Government also reserves the right to award a contract based upon initial offers, but reserves the right to conduct discussions if determined to be in the Government’s best interest.
B. See Attachment J-C1 Performance Work Statement (PWS); for detailed information on the Custodial Service Requirement.
C. General. Factors I through III are listed in descending order of importance with the exception of Factors I and II being of equal importance. The non-priced factors, when combined are significantly more important than price.
Pass/Fail: Top Secret Clearance submitted with Cover Section
Factor I: Experience
Factor II: Past performance
Factor III: Price
(1). The importance of price in the evaluation for award will increase as the offerors’ proposals under Factors I and II become more equal.
(2). Factors I, II, and III will be evaluated by the appropriate evaluation committee(s) of the Source Selection Evaluation Panel (SSEP).
(3). If any factor is rated unacceptable in the evaluation of the proposal or if past performance (Factor II) is rated No Confidence, the entire proposal shall be rated unacceptable and not further evaluated or considered for award.
Pass/Fail Criteria: Top Secret Security Clearance
An Offeror showing documentation that it possesses a current/active DoD Industrial Facility Security Clearance at the TOP SECRET level or equivalent shall be deemed acceptable. Documentation showing that the offeror is in the process of having its clearance adjudicated will be acceptable, BUT the offeror must be in possession of a current/active TOP SECRET clearance or equivalent no later than 60 calendar days after proposal due date. Offerors not in possession of the clearance no later than 60 days after proposal due date will be deemed ineligible for award and its proposal will not be further evaluated or considered for award.
VOLUME I: Factor I: Experience
The Government will evaluate Section M: Experience of the offeror’s proposal in accordance with the following criteria:
The Government will evaluate the quantity and quality of the experience submitted. Relevant experience is a project that is similar in magnitude and scope as described in Section C of the Performance Work Statement. An offeror showing experience providing janitorial services as described in Section C Section 5 (in its entirety) of the Performance Work Statement for an office building, compound, or installation over 900,000 square feet that contains secured/classified areas will be weighted most highly. Experience providing janitorial services for an office building, compound, or installation of no less than 900,000 square feet will be deemed to have met the minimum standard. The dollar value of the offeror’s submitted past projects may also be considered. While offerors may submit experience for proposed subcontractors performing major elements of this effort, subcontractor experience may not be used to meet the minimum standard (i.e. the offeror must have janitorial experience themselves on a project of no less than 900,000 square feet).
Only experience within the last 5 years from the initial proposal due date will be considered. Only projects of more than 6 months in length or that have been ongoing for 6 months by the proposal due date will be considered.
Evaluation Rating Methods for Factor I.
Factor I in section M will receive adjectival merit ratings as defined below.
Color
Rating
Definition
Blue
Outstanding
The proposal meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.
Purple
Good
Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.
Green
Acceptable
Proposal meets requirements and indicates an adequate
approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.
Yellow
Marginal
Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.
Red
Unacceptable
Proposal does not meet requirements and contains one or
more deficiencies. Proposal is un-awardable.
The above ratings will be utilized for Factor I
VOLUME II: Factor II: Past Performance
(a). Past performance will be evaluated as detailed below:
Past Performance Evaluation. The past performance evaluation results in an assessment of the offeror’s probability of meeting the solicitation requirements. The past performance evaluation considers each offerors demonstrated recent and relevant record of performance in supplying products and services that meet the contract’s requirements. One performance confidence assessment rating is assigned for each offeror after evaluating the offeror’s recent and relevant past performance, focusing on performance that is relevant to the contract requirements. Past performance information about the offeror as a prime contractor may be considered more significant and given more weight in the past performance evaluation.
There are two aspects to the past performance evaluation. The first is to evaluate the offeror’s past performance to determine how relevant (as shown in the Past Performance Relevancy Ratings table below) a recent effort accomplished by the offeror is to the effort being acquired through this source selection. In establishing what is relevant for the acquisition, consideration should be given to those aspects of an offeror’s contract history that would give the greatest ability to measure whether the offeror will satisfy the current procurement. Common aspects of relevancy include similarity of service/support, complexity, dollar value, contract type, and degree of subcontract/teaming.
Past Performance Relevancy Ratings
Rating Definition
Description
Very Relevant
Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant
Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant
Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant
Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
The second aspect of the past performance evaluation is to determine how well the contractor performed on the contracts. The past performance evaluation performed in support of a current source selection does not establish, create, or change the existing record and history of the offerors past performance on past contracts; rather, the past performance evaluation process gathers information from customers and other sources on how well the offeror performed those past contracts.
Performance Confidence Assessment. In conducting a performance confidence assessment, each offeror shall be assigned one of the ratings as shown in the table below.
Performance Confidence Assessments
Rating Definition
Description
Substantial Confidence
Based on the offerors recent/relevant
performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence
Based on the offerors recent/relevant
performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Limited Confidence
Based on the offerors recent/relevant
performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence
Based on the offerors recent/relevant
performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
Unknown Confidence
(Neutral) No recent/relevant performance record is available or the offerors performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
VOLUME III: Factor III: Price (a). The offeror shall complete the Schedule of Supplies/Services page(s) of the Standard Form (SF) 1449, Section B of the solicitation with pricing for the base and each option period. The offeror’s price proposal shall include a fully filled out copy of Attachment J-B1 Pricing Submission Sheet.
(b). Complete blocks 12, 17, 23, 24, and 30 of the solicitation, SF 1449. In doing so, the offeror accedes to the contract terms and conditions as written in the solicitation. Ensure that Section B of the solicitation is filled out using the proposed unit price and the extended total price per CLIN. Also, be sure to return a fully filled in copy of Attachment J-B1 Pricing Submission Sheet. Any conditions or qualified pricing will be deemed non-responsive and shall render the offeror ineligible for award.
(c). Complete the necessary fill-ins and certifications in CLAUSES/PROVISIONS INCORPORATED BY FULL TEXT.
(d). Extension of Services: For purposes of evaluating the potential use of FAR 52.217-8 , the government, for evaluation purposes only, will add ½ the price of the last option period, to the offerors total proposed price for the base and option years.
The offerors fixed price shall be evaluated using Section B of the solicitation, as completed by the offeror. The pricing submitted via Attachment J-B1 Pricing Submission Sheet and Section B will determine the total evaluated price of each offeror, inclusive of option periods. The evaluated price shall include the total of the prices submitted for the base period and all options including the option to extend services. For evaluation purposes only, the total evaluated price is the sum of the total prices submitted for (a) the base period, (b) all option periods, and (c) the six-month extension authorized by FAR clause 52.217-8. Evaluation of options will not obligate the Government to exercise the option(s). Any discrepancy between Section B and Attachment J-B1, the information provided within Attachment J-B1 will take precedence.
Fixed price proposals will be evaluated for reasonableness under FAR 15.404-1, “Price Analysis” to determine if the price is fair and reasonable. As part of the price evaluation, proposals may be reviewed to identify any significant unbalanced pricing. In accordance with FAR 15.404-1(g), Unbalanced Pricing, a proposal may be rejected if the Contracting Officer determines the lack of balance poses an unacceptable risk to the Government.
