Section C - Descriptions and Specifications

PERFORMANCE WORK STATEMENT

Part 1: General Information

1.1. Introduction

This requirement is for Pentagon custodial services. The Pentagon is the headquarters of the United States Department of Defense (DoD) and the world’s largest low-rise office building. It is at once a building, an institution, and a national symbol. The Pentagon presently houses approximately 25,000 military and civilian employees and about 3,000 non-defense support personnel dedicated to protecting our national interests. The Pentagon sits on 34 acres of land including the five-acre center court, making a footprint large enough to accommodate five Capitol buildings.

1.2. Background

1.2.1. This is a firm-fixed-price contract with line items for additional work such as reoccurring carpet cleaning, limited snow and ice treatments, and special events support. Circumstances that might affect the work include the number of people working in the Pentagon on a daily basis and and, the requirements for off-hours work and the high level of Pentagon security.

1.2.2. In providing the required end results for this requirement, the Government will use CPARS to assess performance of the contractor for meeting contract requirements. In order to earn the highest CPARS ratings, the contractor must have “substantially exceeded the contract performance requirements without commensurate additional costs to the Government.” This principle should guide the contractor’s efforts to achieve the standards of this requirement.

1.3. Objectives

The objective of this requirement is to provide the Pentagon with high quality, timely, proactive and responsive custodial services.

1.4. Scope

1.4.1. The complete Pentagon custodial requirements shall be met by four contracts; two Source America (SA) contracts, one Small Business (SB) contract, and one Small Business (SB-8a) contract. Coordination between the four contracts will be required This Small Business contract will be responsible for providing custodial services for the Pentagon’s 2nd floor, including up to Top Secret (TS) locations, theRemote Delivery Facility (RDF), Pentagon Heating & Refrigeration Plant (HRP), Pentagon Emergency Response Center (PERC), Pentagon’s Incinerator Plant (PIP), Pentagon’s Metro Entrance Facility (MEF), Pentagon Ancillary Support Facility (PASF), Pentagon Force Protection Agency (PFPA) K9 Facility (office space only) and personnel booths associated with the PFPA vehicle and personnel access control points (see attachment ??) on the Pentagon reservation. Attachment J-B1 details the specific areas of responsibilities covered by this requirement. This requirement has eight (8) major functional areas to be performed:

1.4.1.1. Interior cleaning

1.4.1.2. Exterior Hard Surfaces Policing

1.4.1.3. Exterior Window Cleaning

1.4.1.4. Miscellaneous services

1.4.1.5. Quality Control

1.4.1.6. Special Events Support

1.4.1.7. Trash/Recyclable Material Management

1.4.1.8. Carpet Shampoo

1.4.2. The following types of cleaning are required:

1.4.2.1. Cleaning service: Cleaning of an area when the appearance of that particular area falls below the stated standard specified in the Performance Matrix. The contractor shall perform cleaning service that may require a schedule and repeat daily cleanings in high traffic areas and restrooms to maintain a level of cleanliness that befits the Pentagon’s status as a historical building and the nation’s military headquarters that hosts many dignitaries.

1.4.2.2. Continuous custodial service: Custodial services on a continuous process due to the large volume of traffic or high profile of occupants.

1.4.2.3. Spot cleaning: Localized cleaning in response to a customer service request or contractor identified requirement.

1.4.3. The contractor may employ flexible combination of cleaning types so long as the areas are maintained in accordance with the contract requierments. The Pentagon is not a typical commercial office building requiring only scheduled custodial services. The occupants of the Pentagon demand a high standard of cleaning that may require an aggressive contractor Quality Control plan (QC) that quickly identifies areas that fall below required standards. Some areas may necessitate continuous/repeat cleanings in order to maintain the standards. The contract requires close monitoring by the contractor of all areas, especially when weather or other circumstances cause areas to repeatedly fall below standards. The use of scheduled services alone may not be sufficient to maintain areas in a consistently clean state, especially high use, public or common areas.

1.4.4. The Government intends to aggressively assess the effectiveness of the Contractor’s continuous quality control program to detect and correct instances of poor, incomplete, omitted or sub-standard performance and other failures to meet contract standards and deadlines.

1.4.5. The Government does not desire surfaces or containers to be cleaned unnecessarily. By the same token, the

Government does not believe that merely vacuuming or sweeping or cleaning high traffic areas once a day meets the required standard of a clean and neat appearance if area’s appearance declines. The contractor is expected to perform at a level of expertise that reflects in the appearance of a high profile environment.

1.4.6. The Pentagon has been identified as the “Energy Efficient and Environmentally Sensitive Building” for the

Department of Defense (DoD) worldwide. The Pentagon is one of the most visible elements of this designation for the general public, national, and international dignitaries alike. Custodial services are a major factor in maintaining this standing.

1.4.7. The contractor is expected to use green cleaning as a holistic approach to custodial services, taking into account:

(1) the health, safety, and environmental risks of products and processes associated with cleaning;

(2) the mission and use of the facility to be cleaned and the behavior of facility occupants; and

(3) the cleaning, maintenance, and sanitation needs of the facility.

1.4.8. The government desires innovative cleaning processes that involve alternative products, applying those products in different ways, and evaluating and/or changing behaviors associated with how buildings are used to reduce risks while maintaining a satisfactory level of cleanliness and disinfection.

1.4.9. The performance of the contract requires TOP SECRET FACILITY CLEARANCE with selected contractor personnel requiring TOP SECRET or higher clearances (see Attachment J-C2, “Contract Security Classification Specification”).
