Attachment 10 J-L5 CMTSS Request For Information Responses

01-13-2012

CMTSS RFI RESPONSES

1. Does the evaluation criteria include any preference for subcontracting for small businesses or Hubzone firms?

ANSWER: Yes, please see FAR 52.219-4(Section I) and the evaluation criteria listed in Section M of the solicitation.

2. Are foreign based companies allowed to bid on this requirement?

a. List of Items, Schedule of Requirements, Scope of Work, Terms of Reference, Bill of Materials required.

b. Soft Copy of the Tender Document through email.

c. Names of countries that will be eligible to participate in this tender.

d. Information about the Tendering Procedure and Guidelines

e. Estimated Budget for this Purchase

f. Any Extension of Bidding Deadline?

g. Any Addendum or Pre Bid meeting Minutes?

ANSWER: No, does not meet the DoD Industrial Facility Security Clearance requirements.

3. Pursuant to FAR 19.308(b) and 19.1309(b), will the Solicitation be modified to include the 10% Price Evaluation Preference ("PEP") clause 52.219-4, which is a required mandatory clause by Federal Statute.

ANSWER: FAR 52.219-4 is included in the solicitation (See Section I).

4. Regarding the subject solicitation, who is the incumbent(s)

ANSWER: The incumbent is a joint venture between AECOM and Parsons.

5. What are the major construction and technical milestones for the multi-year projects?

ANSWER: Major projects are executed through the DOD military construction 5 year program. Normally these projects are accomplished by conducting a feasibility study and executed via a design bid build or design build contract and managed by this technical support service contract.

6. Do you foresee an overlap of construction and technical activities relative to the base year contract and activities that fall under the CLIN 1000, 2000, and 3000 series options, relative to required staffing levels and resources?

ANSWER: Yes, there will be an overlap.

7. What are the specific construction and technical projects to be performed under the base contract in the first year?

ANSWER: The specific projects anticipated to be managed under this contract have not been finalized.

8. A pre-bid conference would clear up issues regarding the full scope and requirements of the various tasks associated with the solicitation. Do you plan to hold a pre-bid conference and if so would this require the need to extend the January 23rd response/submittal date?

ANSWER: No, we will not be holding such a conference.

9. Relative to staffing, what provisions exist in the solicitation to facilitate phasing of required personnel onto the project (s) consistent with scheduled work?

ANSWER: See Volume I: Sub factor C- Transition Plan

10. It seems unreasonable for contractor to have, for example, forty-two (42) people on staff full time when the schedule at any point in time may require less and sometimes more resources. It’s more reasonable for the contractor based on historical experience be allowed to ramp up and down staffing levels consistent with a resource-loaded schedule. Thus, with respect to the 30 day notification referenced in the solicitation, do you require on the 31st day for the contractor to have all forty-two (42) staff members on board full time and throughout the duration of the task order/contract or when appropriate staffing is required consistent with contractor’s management of resources?

ANSWER: Once the base IDIQ contract is awarded, the government will issue task orders for the required work effort. Through the issuance of task orders, the government will dictate the level of effort needed from the contractor.

11. What data or sources will the contracting officer use to determine and mandate required contractor staffing levels prior to issuance of a FTE Level Authorization? What recourse does the contractor have if he assesses that the Level Authorization may impact the timely completion of the schedule?

ANSWER: The Government will determine the required level by task order. The contractor is responsible for providing the required effort.

12. In Technical Exhibit 1 Performance Requirement Summary, under “Contractor shall provide long range …personnel support…,” there is a reference to PSW #5.3. When do you plan to provide this information that I assume would help facilitate schedule driven staffing levels?

ANSWER: See amendment 01, and the amended Attachment 5 J-C1; Performance Work Statement.

13. For contractors who may plan to team or form a joint venture with others (e.g. prime contractors, consultants, office engineering support, etc.) in order to comply fully with the staffing requirements, how do you propose the team submit past performance information, in that the information may come from multi-sources for each of the principal companies and consultants participating in the joint venture?

ANSWER: Three (3) Past Performance Data Sheets shall be submitted by each individual firm, within a Joint Venture. See Amendment 01

14. As a result of this RFP being issued on Friday, December 23, 2011, at the start of the holidays, time has been lost to start the proposal process due to staff leave and vacation. In order to prepare and submit a proposal that would be the best value to WHS, we respectively request that you consider an extension to the current due date of Monday, January 23, 2012.

ANSWER: We do not intend to extend the due date.

15. What positions are considered “Key” in addition to the Program Principal?

ANSWER: In accordance with PWS #1.6.11 the Program Principal is the only “key” position.

16. If there are positions other than Program Principal that are considered “Key”, which other key positions require a Secret clearance?

ANSWER: Per PWS #1.6.7, Personnel working at the RRMC will require a SECRET clearance.

Personnel working within restricted areas on the Pentagon Reservation or working with classified information will require a secret clearance. Please see response to Question #15 pertaining to positions considered “key”.

17. What positions are anticipated as being required full time, either based on this contract history and/or upcoming workload projections?

ANSWER: Please refer to section H of the RFP, for the required effort.

18. Attachment 4 J-B1 “Pricing Submission Worksheet” shows 4 FTEs and 36 months for CLIN 0003, 1003, etc. Please clarify.

ANSWER: See Amendment 01of the solicitation and the Amended “Attachment 4 J-B1 Pricing Worksheet Amendment 01 dated 01-06-2012”.

19. Paragraph E on Page 76 of 90 of the Solicitation indicates that the contractor must certify, no later than 45 days after the proposal due date, that the contractor possesses a current/active Facility Security Clearance at the Secret Level. Page 7 of Attachment 5 (Performance Work Statement) indicates that the contractor shall provide written verification of an active Facility Security Clearance at the Secret Level when its proposal is submitted. Which is correct?

ANSWER: Both are correct. The awardee will be required to possess an active Facility Security Clearance. The Section C (Performance Work Statement) requirements only apply to the awardee. Section L and Section M however apply to all offerors. It is anticipated that the award will be made more than 45 days after the proposal due date. Therefore, the successful offeror that meets these requirements would be meeting the Section C (Performance Work Statement) requirements upon award.

20. Page 32 of the solicitation contains a chart titled “CLIN Delivery/Task Order Minimum/Maximum

Quantity and CLIN Order Value.” Should this chart be completed by the contractor as part of the proposal and if so, please provide instruction on how to complete the chart.

ANSWER: There is no information on this chart for the vendor to complete.

In addition, Attachment 5 J-C1, PWS, Technical Exhibit 2 (page 19) shows the Estimated Quantity (Annual) for Project Manager as “4 personnel.” Should the Quantity in Attachment 4 be 48 months?

ANSWER: See Amendment 01 and the Amended “Attachment 4 J-B1 Pricing Worksheet Amendment 01 dated 01-06-2012”. In regards to Attachment 5 J-C1 PWS; the quantity will remain at four, since the exhibit gives the offeror an idea of the estimated workload.
