Security Camera Replacement Solicitation HC102822R0016
Dated 27 April 2022
Question 1: Can you please share with us the brand of existing NVRs as well as the Video Management Software?
Answer: Exiting NVR’s are Dell Power Edge R730.
Question 2: Can you please provide the software version currently being utilized for the Video Management System?
Answer: Lenel OnGuard version 8.0
Question 3: The PWS states Axis cameras in several areas, is Axis a sole source? If so, is there a brand name justification?
Answer: Axis is the exiting camera make. This is not a sole source. All camera’s need to be compatible with the Lenel OnGuard 8.0 system and meet the salient features and functionality outlined in the PWS to meet existing system requirements.
Question 4: Section 6.3 of the PWS identified Pan/Tilt/Zoon controllers, PTZ control is also identified in other areas of the PWS however, there are no pan/tilt/zoom cameras being requested. Based on our review the RFP is requesting (35) interior fixed dome cameras and (2) exterior fixed dome cameras. Can you please clarify the need for PTZ controllers?
Answer: No new Pan/Tilt/Zoon (PTZ) cameras are being requested as part of this effort. The site’s newer cameras are PTZ which do not require replacement therefore are not listed. Only the older “fixed” cameras as listed in the PWS require replacement. The 35 Interior Fixed camaras and 2 exterior fixed cameras for replacement is correct. The PTZ camera control function is not performing to track movement as needed, therefore, this effort includes providing a solution (such as a separate video monitor and joystick mechanism) to allow EXISTING PTZ cameras to be remotely controllable by posted Access Control Monitors (ACMs) to better track and observe video at the source of an alarm or other event that would be beneficial to have remote controlled camera capabilities. That capability is only minimally possible with our current configuration and requires logging into the requested camera, taking it off of its pre-set tour and using keyboard up/down/left/right buttons to control the camera.
Question 5: Can the Gov confirm the purple color-coded conduit is existing? (Scope 5.)
Answer: Confirming that *no* Purple color-coded conduit currently exists.
Question 6: Does the Gov intend the system to be an add on to the existing system? (5.4 Task 4)
Answer: No, the intent is the new cameras will replace the old cameras. If new cabling is required to be ran, then it must be in purple color-coded conduit.
Question 7: Can the Gov provide the manufacturer of the existing system?
Answer: The head-end system is Lenel OnGuard version 8.0. Existing CCTV cameras are Axiom. Existing NVRs are Dell Power Edge R730.
Question 8: Can the Gov provide the Video Management System version and information?
Question 9: Are the conduit and pathways existing (Subtask 2.3)?
Answer: Yes, conduit and pathways exist. Some cabling is in existing conduit.
Question 10: NVR Replacement: Is the new NVR to provide the full 90-day storage or is the combination of the (3) NVRs to provide the full 90-day storage? (6.4 Task 4)
Answer: Yes, Each NVR shall provide a full 90-day storage.
Question 11: How many of the (37) cameras are to be connected to the new NVR?
Answer: The cameras feeds will need to be redistributed to the three NVRs per PWS Section 6.4.2.
“Subtask 4.2 – Redistribute Camera Feeds to NVR units. The contractor shall redistribute CCTV camera feeds to NVR units to distribute the stored surveillance images more evenly between the new and existing NVRs.”
Question 12: Is the NVR to be POE ready or is a POE network switch to be installed to power the cameras?
Answer: No, the NVRs are not POE. The analog cameras are powered by Altronix rack mount power supplies.
Question 13: If a POE switch is needed, can the Gov provide the contractor with a preferred manufacturer?
Answer: Existing POE switches are CISCO - C2960X-24PS-L AND CISCO C3650-24PS. Any POE switches must be compatible with existing equipment.
Question 14: Is there a battery backup requirement? How long is the battery backup requirement?
Answer: No, the security CCTV system is connected to critical power with existing backup. No additional battery backup is required.
Question 15: Are there any local permits required?
Answer: No, work is in the DISA facility, and no local permits are required.
Question 16: Is there a preferred camera manufacturer?

Answer: This only information the Government has for camera designation.
Question 26: Can the Gov’t please confirm that is the period of performance is only for “six months?”
Answer: Confirmed, we believe the equipment can be ordered and obtained within 4 months of contract award and installation can be scheduled and completed within 2 months. We are unaware of CCTV camera and NVR equipment supply and procurement having a longer lead-time. Please let us know if this is an issue.
Question 27: On page 13 of the solicitation, the Gov’t identifies 4 CLINS for this project. However, the Gov’t provides a CLIN Spreadsheet (Attachment 1) for pricing. Attachment 1 (CLIN Summary) shows pricing for a base period plus 4 Option periods. Can the Gov’t please confirm if this is the right pricing sheet since the period of performance is only for 6 months? If this is the correct pricing sheet, can the Gov’t please provide guidance on how to fill out the option periods since this is a 6 month installation contract?
Answer: This is a generic Spreadsheet. Please disregard the Base and Options year which pertain to a multi-year service contract. This is a single Firm Fixed Price contract for equipment purchase and installation within a Six-month period of performance.
