2. Contract or Task Order Title. Rear Door Heat Exchanger – DISA Mechanicsburg
3. Background.
This project aims to advance our operational goal by bringing the cooling source closer to the server racks. As computer room power density continues to increase, typical under-floor cooling systems will eventually be limited by air-flow capacity. By incorporating liquid-cooling on the server racks, via rear door heat exchangers (RDHX), the Government will be better able to address hot spots in areas with high power densities – increasing operational reliability. In addition, RDHXs can utilize warmer chilled water to meet the same cooling requirements – creating the opportunity to save energy at this facility.
4. Objectives.
The objective is to add a rear door heat exchanger to an artificial heat load to verify we can cool the high density racks without any issues.
5. Scope.
The contractor shall provide two racks. One with an active rear door heat exchanger and one with a passive rear door heat exchanger. Each rack shall have 40 kW of artificial heat source that the racks shall cool.
To supply chilled water to the rear door heat exchangers the contractor shall supply a coolant pumping unit. It shall be connected to the existing chilled water piping and supply chilled water to the rear door heat exchangers as needed to cool the 40 kW heat.
All insulation, electrical, valves, and labor to install all equipment shall be included in this project.
The work involved with this project is described in the Drawings, Specifications, and other documents that are issued as part of the contract. No modifications shall be made to the drawings and specifications unless approved by DISA Facilities Engineering.
The Concept Plan Drawing List is summarized in the following table:

5.1 Task 1 - Project Schedule, Existing Conditions, Submittals and General Requirements.
After contract award, Contractor shall prepare and submit for review: project schedule, as-built drawings, product data, and this SOW.
5.2 Task 2/3 – All materials/labor needed to Install the Rear Door Heat Exchangers.
5.3 Task 4 – Provide close-out documentation for Government review and acceptance including an inventory sheet, test reports, as-built drawings, warranty letters, training, and Operations & Maintenance manual.
5.4 General Requirements:
5.3
5.4.1 Conflicts between codes and standards that are not specifically addressed in this SOW, the more stringent shall apply. The codes, standards and publications most current at the date of contract acceptance shall be those referenced for system planning. The Authority Having Jurisdiction on this project is DISA OC/SEL42 Facilities Engineering.
5.4.2 Floor protection such as plywood or Masonite panels shall be used when delivering and installing equipment and materials to distribute equipment weight and prevent damage to building floor surfaces (e.g. carpeting, ramps, raised access floor tiles). Cover any open cutouts with material of sufficient strength to support the loads to be encountered crossing the floor area.
5.4.3 Cutting operations inside the building will be performed with the simultaneous use of HEPA filter equipped vacuum equipment. No cutting operations shall be allowed in the computer rooms unless approved by the site for removal of existing access floor panels.
5.4.4 Cutouts of raised access floor access panels for IT and power cabling, and chilled water piping, shall be done on edges of panels. Cutting of panels shall be done outside the raised access floor environment to avoid dust and debris near the IT equipment unless required to remove existing panels with center access holes.
5.4.5 The raised access floor shall be removed and replaced in incremental sections during the installation if the RDHX components so as not to disrupt the temperature-controlled climate in the data center rooms.
5.4.6 Contractor shall provide brushed grommets and install at all cutouts in access floor panels. Grommets shall be flush mounted type similar to Koldlok 1010, Koldlok 3030 or approved equal. Grommets shall be 2-piece units to allow for grommet to be installed at existing IT/power cabling. The Koldlok 1010 can be field modified (cut in half) to meet this requirement.
5.4.7 The Contractor shall allow for one (1) grommet per test server rack.
5.4.8 Clean work areas at least once a day and remove debris from inside the building daily. Tack pads shall be used at work area entryways to prevent dust from being carried in and out of work areas by people’s feet.
5.4.9 Contractor shall clean the structural concrete structural floor during replacement of the access flooring system.
5.4.10 Pick up all loose debris and other trash under access floor.
5.4.11 Vacuum the under access floor space using vacuums equipped with HEPA filtration systems, removing all dust and dirt from the sub floor area. Vacuums shall be capable of capturing particles as minute as 0.3 microns at a 99.97% efficiency rating.
5.4.12 All vacuums shall be fitted with GFCI protectors and will never be plugged in under the raised access floor or to power strips inside the IT racks. Only designated power outlets will be utilized when performing decontamination functions.
5.4.13 Filters shall be cleaned or replaced at the end of each working day. Vacuums shall be inspected/started outside the building each morning, before use, to insure the integrity and cleanliness of the filtration system.
5.4.14 Mop and wipe down the under access floor space with damp mop and/or cloths. Rinse mop and cloths frequently. Do not use excesses water, mop/cloth shall not be dripping water.
5.4.15 Contractor shall protect the existing cable tray under the raised access floor and support the trays as necessary during the installation of equipment for this project.
5.4.16 Contractor shall protect the existing very early smoke detection apparatus (VESDA) System, grounding grid, cable tray and any other systems encountered under the raised access floor, these systems shall remain operational during this project. Systems shall be removed and reinstalled/attached as required.
5.4.17 Contractor shall ensure the leak detection cable system remains in-place and operational around the CRAH units. Care shall be taken to prevent damage to the under floor leak detection system.
5.4.18 Contractor shall ensure the water/condensate drainage piping remains in-place and operational under raised access floor. Take care to not damage these systems. Any leaks encountered or created shall be repaired by the Contractor at no additional cost to the Government.
5.4.19 An Authorized Service Interruption (ASI) is required for all connections to the electrical panels. ASI’s require 30 days for site personnel approval. When ASI requests are submitted, it does not guarantee acceptance by DISA operations. The 30-day request period should be sufficient but approval is based on DISA operations acceptance and real world conditions. The possibility always exists that an approved ASI can be canceled at the last minute due to mission requirements.
5.4.19.1 Electrical Method of Procedure (MOP) - Any time a ASI request (see previous section) is submitted, it shall be accompanied by a MOP – which is a detailed document covering specific installation activities that address safety, risk mitigation, and workflow during de-energized periods to minimize impact to mission operations.
5.4.19.1.1 Electrical MOPs shall be required for installing the electrical wiring to the breakers.
5.4.19.2 Mechanical MOPs – which is a detailed document covering specific installation activities that address safety, risk mitigation, and workflow.

5.4.19.3 A sample MOP is available in Appendix E. Contractor is HIGHLY ENCOURAGED to request over-the-shoulder MOP review and feedback from Technical POC, well in advance (30 days recommended) of the submission date, to facilitate resolution of issues and support the installation schedule. MOP’s shall be required for all equipment connections to the existing operational infrastructure. MOPs shall be reviewed and approved by the Government in advance of submission with the ASI request or as required for equipment removal/installation.
