# Question Gov't Response

SOW calls out to demo 20ton units and install 30-ton units, are we to connect to the existing isolation valves once removed and connect to the new units?

Yes, contractor shall remove and install new chilled water pipe such that

Loop A supply and return pipes combine with Loop B supply and return pipes into one supply pipe and one return pipe, for each CRAH unit, no more than 4 feet from the unit. In a circumstance where the isolation valves are more than 4 feet from the unit, contractor shall provide additional new isolation valves no more than 4 feet from the unit.

Will existing chill water branch lines support the additional load from

20-ton to 30-ton? The GPM for a 30-ton unit will increase.

Using the performance data from the same or similar model CW106D, a 2 inch size pipe will support the full perforance range for this model.

SOW indicates to connect piping from loops A and B isolation valves during walk it was noticed that units were only connected to one system, can we be provided with a layout or information indicating which units are connected to both systems and which are not?

Yes, information can be provided along with the site walk pictures.

Are we to water balance CRAH units only? The CRAH circuit setters shall be adjusted to achieve optimal performance for the unit taking into account the pipe size.

Are we to water balance Loops A and B complete? The CRAH circuit setters shall be adjusted to achieve optimal performance for the unit taking into account the pipe size.

6 Will Loop A&B supply mains support the additional load? The main supply lines are outside of the contract scope.

Are we to resize the branch lines supporting CRAH 106 and 146? Size the lines per the contract, specifically paragraph 6.2.9 and per

Question Response #1.

Can pictures be sent of the piping and trench system shown during job walk?

pictures can be requested electronically to rodney.c.paczek.civ@mail.mil

Can we get an extension for the questions. We will need approximately a week to gather them all

Done.

Can we invoice based on completed tasks of the contract? Due to the size I cannot support all that labor as a small business.

Yes, as long as the actions/deliverables are complete and have been deemed acceptable by the COR. Additional information is included at question 27.

HC1028-17-R-0186_ QA_ Round 1

The bonding and grounding specified in the PWS, what standard is being used, the 607 or the 942 Data Center Standard?

Grounding and bonding is covered in more references besides TIA-607 and TIA-942. This includes, but is not limited to NFPA-70, National Electric

Code. All applicable referenced standards shall be used in accomplishing the work. Specific applicability is dependent on proposed shop drawings submitted after award and approved by the Government.

If the 607 is being used can we use the 942 to save the govt some money?

Please refer to Paragraph 6.7.6 of the Performance Work Statement, which states, "In the case where a conflict exists between codes and standards that is not specifically addressed in this PWS, the more stringent shall apply. The codes, standards and publications most current at the date of contract acceptance shall be those referenced for the design.

we would like to respectfully request a one week extension to the deadline for post-visit questions submittal to allow time for team analysis and discussion.

Done.

Para 2.d of the RFP Info Sheet, RFP p. 29, states, "Page limitations are identified below under each evaluation factor andwill be treated as maximums." The evaluation factors do not provide this information.

Updates have been made to the RFP information sheet.

Phone call received: Requesting extension of Proposal Response date.

Done.

We have now had a chance to look through the entire package of appendix’s and it seems that although there are schematic drawings of the existing piping there is no indication of where our new piping is to start and stop. During the site visit floor tiles were removed however mostly at the CRAH units. Many of the units had instances where the branch line piping continued away from there. The question was asked to the engineer about providing more specific drawings to make sure that all companies were pricing “apples to apples” and he stated that no one was going to remove all the floor to investigate the piping for that. I understand it is a lot of work however if this not a design build project we feel that there should be a set of drawings showing the exact piping to be removed and installed.

Attached are anotated site walk pictures. Per the pictures provided and the information in this response: there are 21 existing CRAH units that are both A and B loop fed in Room 145, 2 existing CRAH units that are both A and B loop fed in Room 146, 2 existing CRAH units that are both A and B loop fed in Room 147 and Room 234 and 216 have drawings showing the pipe routing. With the site walk pictures, the drawings in the appendix, and the government request for shop drawings of pipe routing, pasing plan and equipment submittals per the contract paragraphss 6.2.11.1, 6.2.6, and 6.16, the contract is as an informal design build without requiring a full stamped drawing and design pocess.

We are really interested in providing a price however we feel that the documents provided leave lots of liability to the contractor. In turn contractors pricing may be outrageous and although we are not aware of the government estimate pricing may exceed due to these concerns.

pictures can be requested electronically to rodney.c.paczek.civ@mail.mil

Would the government consider soliciting this project as a design build project?

See Question response #16.

Dothe CRAC units need to be seismically braced as well as the floor stands?

Contractor may match existing brace methods used to meet seismic with a structural calculation to ensure that the seismic requirements are met.

This method can be seen from the site visit pictures.

Ifwe provide standard seismic rated floor stands, which meet the seismic criteriafor the job, do we have to have the stand seismically re-certified if we needto make a field modification, like an extension leg?

Yes, recertification and warrantee will have to be maintained.

Duringthe pre-bid walk-through, C-Channel was witnessed as a support mechanism acrossopen floor troughs to support floor stand legs. Is this an acceptable method inlieu of extending a leg of a floor stand?

If the structural calculations are provided for the support to show that the stand will be seismically suported, then yes.

Isit allowable to reuse existing raised floor structure? If this was asked in regards to the structure around each of the existing

CRAHs, then yes as long as the structure existing is in acceptable condition, matches existing surrounding structure and complies with paragraph 6.2.7.

Willthe Government provide additional work scope and schedule information for otherprojects, such as the fire sprinkler upgrades project mentioned during the sitevisit, to facilitate the sequenced planning of tasks while avoiding schedulingconflicts with these other projects?

Yes, this information can be provided.

Giventhe limited number of escorts and competing project escort demands, will the Governmentbe providing site escort credentialing provisions to maximize escort resourcesand minimize schedule impact for installation and testing?

The government will work with the contractor on escort needs. The government can support 3 escorts with an additional escort that will float between projects. If the contractor requires additional escorts, the contractor must provide a written request 10 weeks in advavce.

Givensome apparent uncertainties from the site visit related to chilled water feedline sizing to accommodate the upgrade of the

CRAH’s from 20 to 30 tons, and astatement from the Facilities

Manager that, “Some existing chilled water valvesmay not be sized correctly as well,” is it the Government’s intent to include “design-build”work specifications and/or scope in a revised PWS?

What was stated during the site walk was an oppinion, not an official government responese. The contract already has specifications to allow for an informal design-build, coupled with the site walk pictures and the answers to these Questions should mmet the intent of this question.

Giventhe Government’s requirement, expressed during the site visit, to have theChilled Water system remain running at all times, will the

Government provideadditional information for offeror planning purposes regarding how system balancingand commissioning will nonetheless be done?

What was expressed during the site visit was not the official government answer or requirement. Paragraph 6.12 and 6.13 details what the government can do to allow for balancing and commissioning. As paragraph 6.13 states, the "N" conditon for the CRAH units will start out at N + 1, being that one CRAH unit can be taken offline per room following paragraph 6.12. As the old CRAH units are replaced with larger new CRAH units, the "N" condition will increase to N + X. The "N" conditon is based of the amount of IT load in the specidied room.

TheRFP Information Sheet Para 4 states that, “Offerors shall propose a fixed pricepayment plan commensurate with the value of the deliverables and/or significantmilestones in the PWS for this requirement.” Para 8 of the PWS states that, “The Government will identify andcommunicate to the Contractor any services or deliverables that do not meetacceptable levels using the procedures identified in the Quality AssuranceSurveillance Plan (QASP).” Is it theGovernment’s intent to withhold payment pending satisfactory inspection of thedeliverables? If yes, and given that completion of Pre-functional andFunctional Testing may not necessarily align with data center operationalconstraints, will the Government consider provisions in the RFP for changes tothe Fixed Price Payment Plan in the event of schedule changes due to missionrequirements and other

It is the Government's intent to withold payment pending satisfactory inspection and acceptance of all deliverables and services. That said, payment can be made on each completed action/deliverable. (i.e.

payment for materials can be paid upon COR acceptance of materials, installation of CRAHS can be paid upon COR acceptance, etc.)

PWSPara 6.12.2 states that, “The possibility always exists that an approved ASIcan be canceled at the last minute due to mission requirements.” Will the Government consider provisions inthe RFP to allow for schedule and cost relief to the prime contractor shouldthis occur?

No changes will be made to the RFP; however, should requirements change, an updated schedule and price will be negotiated accordingly.

PWSPara 6.12.3 states that, “A MOP (method of procedure) shall be submitted by theContractor and approved by the Government prior to requesting an ASI. Approved MOPs are subject to furtherrefinement after initial approval is given.” What is the expected turnaroundtime for the Government review of each MOP?

Officially the government review period is 10 business days, however the government will strive to shorten the turnaround time to under 5 business days.

Para2.d of the RFP Info Sheet, RFP p. 29, states, "Page limitations areidentified below under each evaluation factor and will be treated asmaximums." The evaluation factors do not provide this information.

see response to question #14.

Giventhe nature and number of technical and project execution questions raisedduring the tour and anticipated to be asked by other potential offerors, wewould like to respectfully request a one-month extension to the RFP deadline.

Done.

Please provide a Mechanical Equipment schedule for the project. pictures can be requested electronically to rodney.c.paczek.civ@mail.mil
