Proposals should be prepared in accordance with (IAW) the requirements contained in this solicitation. Further information on submission of technical and price proposals is provided throughout this document.

a. IAW with DISA Acquisition Regulation Supplement (DARS) 52.209-9000, each offeror shall specifically identify in its proposal, whether or not any potential or actual Organizational and Consultant Conflicts of Interest (OCCI) as described in Federal Acquisition Regulation (FAR) Subpart 9.5 exists for this procurement. If the offeror believes that no OCCI exists, the OCCI response shall set forth sufficient details to support such a position. If an offeror believes that an actual or perceived OCCI does exist on this procurement, the offeror shall submit an OCCI plan with the proposal, explaining in detail how the OCCI will be mitigated and/or avoided.

b. Proposals should be submitted electronically via e-mail to the contract specialist, Ms. Kali Clement, at kali.r.clement.civ@mail.mil. If you choose to “no-bid”, please provide notification of the “no-bid” via e-mail to Ms. Clement.

c. Section 508 Accessibility Standards do not apply to this requirement.

d. The following administrative requirements apply to the offerors’ proposals in response to the RFP. The technical portion of the proposal shall include information regarding the offeror’s ability to conform to all required terms and conditions in the solicitation. The offerors’ proposals shall address all aspects of the PWS. Page limitations are identified below under each evaluation factor and will be treated as maximums. If exceeded, excess pages will not be read or considered in evaluation of the proposal. The following items will not be considered when calculating page limits: cover page, table of contents, glossary, executive summary, and OCCI mitigation plans. In the event any evaluation notices are issued, page limitations may also be placed on those. The technical portion of the proposal is to be submitted as a Microsoft (MS) Word 2007 or PDF document. The page format shall have a 1 inch margin using no smaller than an 11 point Ariel, Times New Roman, or Courier New font for all text to include any text contained in a table. The price proposal spreadsheet shall be a separate document from the technical proposal and shall be submitted in MSExcel 2007 format. All formulas shall remain present in the spreadsheet for verification. The total size of each email (including all attachments) shall not exceed 20MB. Page limitations shall not be circumvented by including inserted text boxes/pop-ups or internet links to additional information; such inclusions are not acceptable and will not be considered part of a proposal. The Government reserves the right not to consider for award any proposal that does not adhere to the administrative requirements of this RFP.

e. This requirement is a total set-aside under the small business administrations (SBA) 8(a) program; only offers from 8(a) firms will be accepted. Approval to release this solicitation as a competitive 8(a) requirement was received from the contracting offices SBA District Office. Once the apparent successful offeror is identified, coordination with the 8(a) firm’s district office via a formal offering/ acceptance letter will be completed. If award to the apparent successful offeror is not accepted by the SBA, the Government will move to the next lowest priced offeror and the same process will take place.

3. Evaluation Factors and Basis for Award Determination:

a. Award will be made to the offeror whose proposal is determined to represent the overall best value to the Government using the lowest priced technically acceptable (LPTA) evaluation process with acceptable past performance. The evaluation factors and subfactors identified in paragraph 3c (1) and paragraph 3c (2) below will be used in the determination of technical acceptability.

b. After receipt of proposals, the Government will first evaluate the lowest price proposal. If the lowest price proposal is determined to be technically acceptable and otherwise properly awardable, award will be made to that offeror. The Government reserves the right to evaluate only the lowest price proposal or to conduct further evaluations of additional proposals.

c. The standards for determining technical acceptability are below, as well as information concerning price proposals.

(1) Technical/Management Approach Factor Page Limitation: 20 pages In order for a contractor’s proposal to be rated Technically Acceptable overall, each of the following subfactors must be rated Acceptable.

(a) Subfactor 1: Mechanical.

In order for this subfactor to be rated Acceptable the proposal shall provide information congruent with the PWS with respect to:

(aa). Provide and install thirty-two (32) CRAH units sized for a cooling capacity similar to a CW106D per Appendix F and five (5) CRAH units sized for a cooling capacity similar to a CW146D per Appendix F.

(ab). Provide and install thirty-seven (37) CRAH stands seismically rated for the seismic zone to be installed.

(ac). Detailed description per PWS paragraph 6.2.11.1 of how removal and installation shall be accomplished in phases to keep the data center cooling uninterrupted.

(b) Subfactor 2: Electrical.

In order for this subfactor to be rated Acceptable the proposal shall provide information congruent with the PWS with respect to:

(aa). Purchase and install two (2) 225 kVA PDUs per the PDU Specification Appendix G.

(ab). Plan for providing and installing an SRG in RM 146.

(ac). Detailed description of how removal and installation shall be accomplished in phases to keep the power to the equipment in RM 146 uninterrupted.

(c) Subfactor 3: Controls.

In order for this subfactor to be rated Acceptable the proposal shall provide information congruent with the PWS with respect to:

(aa). The new controls for the new CRAH units shall be compatible and capable of interfacing with Delta controls and the existing Iconics per Appendix M.

(ab). The new controls for the new PDUs shall be compatible and capable of interfacing with the existing Iconics per Appendix M.

(ac). Contractor is responsible for providing each of the thirty-seven (37) CRAH units with supply air temperature and humidity sensors as a means of controlling the chilled water valve located at the main supply air region of the unit and providing return air temperature and humidity sensors as a means of monitoring located at the main return air region of the unit.

(d) Subfactor 4: General Trades.

In order for this subfactor to be rated Acceptable the proposal shall provide information congruent with the PWS with respect to the type of floor system to be installed and mention of how removal and installation shall be accomplished in Room 146 without interrupting IT connectivity.

(2) Past Performance Factor:

Page Limitation: Limit past performance volume to 2 pages per contract submitted

(a) Offerors will be evaluated on performance under existing and prior contracts for similar products or services with the past performance being rated as "Acceptable" or "Unacceptable." In order to be rated Acceptable, the Government must determine that based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or that the offeror’s performance record is unknown. This factor will be rated Unacceptable if, based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

(b) Past performance efforts cited must be for similar services as outlined in the PWS, with satisfactory performance, and must have occurred within the last 10 years. The General and Installation Contractors shall have a minimum of five (5) years’ experience in all facets of raised floor replacements in live data centers HVAC, grounding, and pluming in a high availability/ reliability data center environment (Tier III or Tier IV facilities as defined by the Uptime Institute). The installation contractor shall demonstrate that they have experience in raising live computing equipment and replacing the floor below it without any equipment interruption.

No more than 3 past performance efforts may be submitted, and each past performance effort submitted shall not exceed 2 pages.

The Government reserves the right to obtain information relative to present and past performance on its own, in addition to that provided by the offeror. Past performance information may be obtained through the Past Performance Information Retrieval System, through interviews with program managers on past efforts, or any other sources known to the Government.

(3) Price Factor:

Page Limitation: N/A

(a) Price proposals will be evaluated to determine if they are reasonable and complete. The Government reserves the right, but is not obligated, to conduct a realism analysis. The total evaluated price will consist of the contractor’s proposed price for CLINs 0001, 0002, and the plug number provided by CLIN 0003.

(b) Offerors should ensure price proposals include detailed information regarding the resources required to accomplish the task (e.g., labor categories, labor hours, number of employees for each labor category, rates, travel, materials, equipment, contract access fees, etc.). Again, the price proposal spreadsheet shall be a separate document from the technical/management proposal.

(c) All travel must show the specific detail, if known (e.g., number of days, locations, number of personnel, etc.). All ODCs shall annotate the specific detail (e.g., quantity, part number, manufacturer, etc.) to include supporting documentation to justify the costs (i.e., price quotes, price history, etc.). Travel shall be authorized by the COR in writing prior to performance and will be paid IAW FAR Part 31.205-46. No profit or fee will be authorized for travel. Applicable burdens, e.g., G&A, may apply to travel IAW the contractor’s accounting practices.

(c) Due to the likely inability of any offeror to accurately estimate problems that arise as a direct result of installation/ project execution, and the labor and material/equipment purchases associated with the problems, the Government is providing plug numbers to be used by all offerors when proposing ODCs. Offerors are instructed to propose the ODC plug numbers in the following EXACT amounts, however actual work shall be authorized by the contracting officer or COR as outlined within the PWS prior to any work taking place. No profit or fee will be authorized for ODCs.

The following ODC plug number encompasses both travel costs and installation contingencies as defined by the PWS.

ODC Plug Number: $401,344.36

A proposal that fails to bid the plug numbers EXACTLY as provided may be excluded from further consideration.

4. Offerors shall propose a fixed price payment plan commensurate with the value of the deliverables and/or significant milestones in the PWS for this requirement. A FFP payment plan with the total dollar amount divided into 12 equal monthly payments will not be accepted unless the offeror provides justification for this plan that the Government subsequently deems adequate. The eventual awardee will be authorized to invoice monthly for all approved travel costs incurred and approved by the contracting officer representative (COR).

5. The Government intends to evaluate proposals and award a contract without discussions with offerors. However, the Government reserves the right to conduct discussions or seek clarifications if the Contracting Officer (KO) determines they are necessary. In the event issues pertaining to a proposed task cannot be resolved to the KO’s satisfaction, the Government reserves the right to withdraw and cancel the proposed task order. In such an event, offerors will be notified in writing. In the event a competitive range is established and the KO determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the KO may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition.

6. This RFP includes provisions that apply to this solicitation and clauses that will be applicable to the resulting award. Some of the provisions require a response from the offeror and will need to be submitted along with your proposal.

7. In response to this RFP, no terms, conditions, or assumptions will be entertained. If terms, conditions, or assumptions are included in a proposal, the proposal may be excluded on grounds that it failed to comply with the RFP’s instructions.

8. An offeror agrees that if its offer is accepted within 60 calendar days from the date of receipt of proposals (unless a different period is stated in the proposal), it will furnish the items and/or services identified in its proposal at the price offered to the designated point(s) within the time specified in the contract.

9. Portions of the successful offeror’s proposal may be incorporated into the contract.

10. Site Visit Information. A site visit will be offered at the place of performance identified in the PWS. The site visit will be held on September 14, 2017 at 1000 Mountain Standard Time (MST) during which contractors may obtain a better understanding of the work required. Offerors are strongly urged to attend this site visit to fully inform themselves about the location and conditions under which the work is to be performed.

All questions raised and not addressed, following the conclusion of the site visit, must be submitted in writing to the Contracting Officer no later than 1 working days after the site visit (September 15, 2017). A record of the site visit and answers to the questions submitted will be distributed to all contractors as an amendment to the solicitation.
