Q&A
| Question # | RFP Section & Title | Page # | Issue/Concern | Comment/Suggestion | Government's Response |
| 193 | Amendment 0003 - Question 149 | In its response to question 149, the Government states that it will only accept questionnaires from the Government POCs. As noted by the company submitting this question, subcontractors have little to no direct contact with Government POCs. In fact, Government POCs do not necessarily have a detailed understanding of the roles played by individual subcontractors in contract performance, and therefore they are unlikely to be in a position to assess accurately how well a subcontractor has performed. Conversely, the prime contractor is deeply involved with the performance of its subcontractors, and therefore this is the entity that is best able to provide an accurate assessment of an offeror’s performance, including technical performance, quality of work, quality of transition, workforce recruitment and retention, management and control of costs, etc. | Question 193a: Is the Government willing to reconsider its response to Question 149 and allow prime contractors to submit questionnaires on work performed by a subcontractor? | Answer 193a: Past Performance efforts for Government contracts must be submitted by a Government POC. | |
| Question 193b: When the Government states that it will only accept questionnaires from Government POCs, does this mean that a company is not authorized to use as past performance a commercial contract that it believes meets the evaluation factors for this solicitation? We have not detected any such prohibition in the instructions. In fact, in Section M, paragraph C(3) (“Performance Quality Assessment”), one element discussed is interviews with “commercial clients”. Please confirm that use of a commercial contract for past performance is authorized. | Answer 193b: The Government has updated Section L 5.2.3 to state "Questionnaires must be completed by the Government POC on past performance for Government contracts, but may be completed by commercial POCs on commercial past performance efforts." | ||||
| 194 | Amendment 0003 - Question 180 | The response to Question #180 says “For the purposes of the RFP no spread mode links will be used.” This assumption is OK for the NSLC-A 11.5 inch terminal and UAV-1 11.5 inch terminal operating on Mil Ka and commercial KA spots as they have high G/T values - 8 db/K or higher. The ASI levels for these link budgets are considered acceptable to adjacent satellites for the data rates in the RFP. However, for the NSLC-A 11.5 inch terminal operating on Ku wide beam with typical G/T values of 0-1 db/K, operating without spreading will cause unacceptable ASI to adjacent satellites for the data rates provide in the RFP. | Please allow use of a spread waveform for NSLC-A terminal link budget operating on Ku wide beams to eliminate unacceptable levels of ASI to adjacent satellites. | The offeror can propose any solution that meets the requirements of the PWS. |
