About this file
This document is a Request for Proposal (RFP) Solicitation No. BPM003500 for water quality sampling and monitoring services issued by the Arizona Department of Environmental Quality (ADEQ), located in Phoenix, Arizona. The document is a pricing sheet submitted by Harris Environmental Group, Inc., detailing their proposed hourly rates for various environmental sampling and monitoring activities.
The pricing sheet outlines unit rates for five primary service categories: Stream Chemistry, Lake Chemistry, Biological and Habitat Assessment, Streamflow Duration Assessment Method, and Groundwater Sampling. Hourly rates range from $88 to $192 per task, covering mobilization/demobilization, sampling, data entry, and quality assurance/quality control. The rates are fully burdened and include personnel costs for different roles such as Biologist ($61/hour), Botanist ($72/hour), Project Lead/Project Manager ($85/hour), and Project Principal ($125/hour). Harris Environmental Group derived these rates based on past project experiences, tracking personnel time, and incorporating support staff, training, and supply costs. The document also includes a miscellaneous category for ADEQ pre-approved additional costs at $134 per hour.

On this page Offeror to include one (1) or two (2) paragraphs describing how Offeror derived the rates proposed in Attachment 1.
To calculate the rates proposed above, we used the hourly fully-burdened rate for each class of personnel (see table below), combined with the cost of support, training, and supplies required for each task. Most tasks are primarily fulfilled by one person, but require the support of multiple staff. These costs were therefore added to the hourly rate of the primary personnel. The time required by reach personnel type for each task is based on our past experience completing these same projects and were meticulously tracked at the time of service.
For example, mobilization/demobilization for Stream Chemistry requires an average of 32 hours by the Biologist and Botanist per week of sampling (i.e., equipment organization and calibration, travel time to sites.) To support this time, the Project Lead/Project Manager spends time per week mapping the most efficient routes, contacting landowners for site access and assuring that directions are accurate, checking and ordering equipment, and other miscellaneous tasks. The cost of training to perform these tasks per ADEQ specifications is also factored in, as is the time spent by our Admin in printing forms and maps. Rates are then summed by weekly time dedicated to the task (e.g., mobilization/demobilization) and divided by the estimated time spent on the task by the principle personnel (e.g., 32 hours spent by the Biologist and Biologist). The hourly rate proposed for each task therefore includes the primary task, the support for that task, and the equipment and training required to perform that task.
The hourly rates used for personnel are those agreed upon by ADEQ for SDAM sampling in 2021:
