Vendor Questions a/o 12 Sep 19
1. Is the requirement to have a U.S. Government secret security clearance? Or must our facility be secured by our own company security clearance?
a. Refer to ICD 705 Tech Specs.
2. The specs mention relocatable via C-17 and flatbed line haul with subsequent material handling system. Usually the C-17 airports or trucks do have that kind of an equipment.
Is the assumption correct that no subsequent material handling system has to be supplied?
a. The intent is for the SCIF to be moveable by air or land. Land movements require material handling equipment. The contractor is responsible for delivery to final destination (Stuttgart Army Airfield), which includes securing appropriate Material Handling Equipment for the off-load. Response clarified in Statement of Requirements.
3. DISA, ETSI and ITU standards. The guidelines for SCIFs are IC Tech Spec -for ICD/ICS 705 (Chapter 11) and CNSSAM TEMPEST 01-13. Defense Information Systems Agency compliance, European Telecommunications Standards and International Telecommunication Union Standards (ITU has many standards) represent a broad spectrum of standards, guidelines and so on that will lead to contradictions. Can the above mentioned standards be replaced by ICD 705 and CNSSAM standards?
a. Yes, ICD 705 and CNSSAM standards are the “standards”. Response clarified in Statement of Requirements.
4. 3LAN/Network hubs and local storage. Are more LAN/Network hubs necessary than for the defined configuration? What local storage capacity do you require? Should hubs and storage devices be placed into racks (red/black)?
a. No local storage required from SCIF contractor. Response clarified in Statement of Requirements.
5. Is the tactical quiet generator a firm requirement? Is a standard generator acceptable?
a. No. Provided generator shall produce a sound level of no more than 70 dbA in addition to meeting all power requirements per the Statement of Requirements.
6. You mention DISA, ETSI and ITU standards. The guidelines for SCIFs are IC Tech Spec -for ICD/ICS 705 (Chapter 11) and CNSSAM TEMPEST 01-13.
a. Yes, ICD 705 and CNSSAM standards are the “standards”. Response clarified in
7. Further under communications the specs indicate LAN/Network hubs and local storage.
While we can identify the hubs for the system it might be that you need more LAN/Network hubs or specific hubs. We would need clarification. Regarding the local storage we would need to know how much and if the devices (hubs and storage have to go into racks (red/black).
a. No local storage required from SCIF contractor. Response clarified in Statement of Requirements.
8. Accreditation. Must meet current government Uniform Facility Standards. Can you please provide the document this refers too?
a. ICD 705, Tech Specs
9. Exterior must be continuously welded on all six sides. Our typical construction utilizes a fully welded interior wall. Is this acceptable?
a. Yes, as long as it meets and IAW ICD 705 standards and Tempest standards.
Response clarified in Statement of Requirements.
10. Power Generation. power to operate at least 12 computers, 1 shredder, 1 printer, 1 VTC suite. Can you please provide the electrical power draw for this equipment?
a. A total 100 AMP power draw, inclusive of all SCIF requirements (HVAC, IDS, etc.) and above equipment should suffice. Response clarified in Statement of Requirements.
11. Do you have any drawings for the expected layout that shows how the identified items will need to be placed?
a. Negative, relying on Contractor’s proposed/optimal design.
12. Make/model of the tactical quiet generator (3kW, 5kW, or 10kW?)?
a. A standard generator will suffice. Provided generator shall produce a sound level of no more than 70 dbA in addition to meeting all power requirements per the
13. It is our understanding that 100db in the magnetic field at 1kHz is IMPOSSIBLE to achieve. Please see the attached chart. Note that these levels are obtained in perfect laboratory conditions, not in the field. We recommend pulling this requirement. If someone is able to meet this requirement, our experts within the field as well as ourselves would like to know who is making this promise. Would the testing stated in our ROM (copied below) meet your requirements?
a. Revised. RF shielding shall be installed that provides 35dB of attenuation between 30MHz - 3GHz. Response clarified in Statement of Requirements.
14. The SOW also calls for a dual electrical system. The filter needed to clean the power prior to entering the distribution panel is large. We will need to figure out how to fit 2 of them into an already tight utility room as well as 2 distribution panels and the automatic transfer switch panel. Please see the attached diagram for the TEMPEST power filter.
a. N/A, EURO voltage (230v/400v 50Hz) only. Response incorporated in updated
15. SCIF Requirements, c) ii) – requirement is for 1” man bars. Would ½” man bars welded in a 6” grid instead per the standard within ICD 705 be acceptable?
a. Yes. Response incorporated in updated Statement of Requirements.
16. SCIF Requirements, e) All cells – Is the intent to have power draws at both US and
OCONUS supply voltages simultaneously, meaning the interior will have equipment running on 230/400v AND 120/208V at the same time? Or is it one or the other at any given point of operation?
17. SCIF Requirements, e) All cells – Is the intent to have power draws at both US and
OCONUS supply voltages simultaneously, meaning the interior will have equipment running on 230/400v AND 120/208V at the same time? Or is it one or the other at any given point of operation?
18. SCIF Requirements, e) 1) – “Shall include an external power conditioner for sure power for 110v-220v” – What is the primary voltage to condition? Is it the US 120/208v 3 phase, which account for both 110v and 220v? Or do you require power conditioners for both 120/208v and 230/400v, assuming the generator could be utilized to supply either power spec?
a. Power conditioner is for 230v/400v 50 Hz equipment. Response incorporated in updated Statement of Requirements.
19. SCIF Requirements, e) ii) – What size/KVA UPS is required? What voltages do your require the UPS unit to have for input and output? Meaning is this to be a US power input or OCONUS power input UPS and would the UPS output one or another or both types of receptacles; US and Shuko output receptacles?
a. Incoming (commercial) power will be EURO voltage. Output 230v/400v 50 Hz.
Response incorporated in updated Statement of Requirements.
20. What is the intent of the transformer, as the stated “convert 220v to 110v to feed U.S.
voltage main distribution panel” is a duplicate of two possible U.S. voltages?
a. N/A, transformer not needed due to equipment operating on EURO voltage (230v/400v 50Hz). See updated Statement of Requirements.
21. The generator may have a built in ATS, which would omit this additional container mounted ATS. Is the intent to have 2 ATS unit, one within the container and one within the generator, to allow for shore power connection to be made to either?
a. Requirement is for a container mounted ATS in case the generator needs to be replaced. No Automatic Transfer Switch needed on the generator. Response incorporated in updated Statement of Requirements.
22. Following on the above, if shore power supply is an operational requirement then what is the requested pin+sleeve receptacle for the shore power connection(s)? There are countless options for manufacturers and types of pin and sleeve shore power receptacles; Menekkes, Hubbell, Appletvarious Mil-Spec manufactures, etc.
a. Will rely on contractor’s design.
