Submissions with .zip files are not acceptable and will not be delivered by the government email server. Vendors without DFARS representations and certifications in SAM must submit any applicable to this RFQ with their quote. Vendors must be registered in the System for Award Management (SAM) (www.sam.gov) to be eligible for award.
Questions regarding this RFQ shall be directed to the Contracting Officer no later than 24 February 2022 at
11:00 a.m. Pacific Time by email, citing at a minimum “H92240-22-T-0010” in the subject line at the following address: pamela.h.sons.civ@socom.mil to allow adequate time to prepare and issue responses prior to the date and time set for receipt of quotes.
Administrative Requirements:

The Total Evaluated Price (TEP) will be automatically formulated by the Microsoft Excel spreadsheet provided by the Government, by calculating the Quoter’s proposed pricing against the Government’s estimated quantities included within the Exhibit.
These quantities are for TEP calculations only and are only Government estimates of anticipated quantities. They are in no way firm or actual quantities and the Government is not obligated to place orders in these amounts. The Quoter shall not alter formulas in the Microsoft Excel spreadsheet provided by the Government.
The Government may require additional “other than certified cost and pricing data” prior to award.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) Be advised that the Government is condu cting this acquisition using simplified acquisition procedures in accordance with FAR Part 13. The Government will award one (1) IDIQ contract resulting from this solicitation to the responsible Quoter whose quote conforming to the solicitation is the Lowest Price Technically Acceptable (LPTA). Note that the Government reserves the right to not make any awards as a result of this RFQ.
All quotes received from eligible Quoters will be initially evaluated for completeness and conformance with the RFQ instructions. Incomplete and nonconforming quotes may not be further evaluated.
All complete and conforming quotes will be considered in terms of price, lowest to highest, and then the apparent lowest-priced Quoter will be evaluated for acceptability under the Factor 1 - Technical Capability. If the lowest price Quoter is determined technically unacceptable, the acceptability of the next lowest-price Quoter will be evaluated, continuing this process as necessary until the LPTA Quoter is identified. The Government reserves the right at its discretion to seek additional information from the lowest priced quoter(s) for evaluation and award purposes without seeking information from other quoters or allowing other quoters to submit revised quotes.
The following shall be used to evaluate quotes:
Administrative requirements Factor 1 – Technical Capability Factor 2 – Price
A finding of Unacceptable in Factor 1 may result in the entire quote being determined unacceptable and, therefore, ineligible for award. The Government shall evaluate Technical Quotes using the following adjectival ratings:
Adjectival Rating Description Acceptable Quote meets the requirements of the solicitation
Unacceptable Quote does not meet the requirements of the solicitation.
Factor 1 - Technical Capability The Government will evaluate information submitted by the Quoter for this factor and will make an acceptable or unacceptable rating.
Acceptable or Unacceptable are defined as demonstration of the proposed items conformance (acceptable) or nonconformance (unacceptable) to ALL of the following:
a. Mobile Gym Trailer specifications, demonstrating all requirements of the PWS, Section 3, will be met.
b. Confirmation all items are brand new.
c. Confirmation of delivery no later than (NLT) 120 180 days after receipt of order issuance of call.
Factor 2 - Price
All prices provided in Attachment 3, ELIN Price List will be evaluated for reasonableness in accordance with FAR 13.106-3.
The Total Evaluated Price (TEP) will be automatically formulated by the Microsoft Excel spreadsheet provided by the Government, by calculating the Quoter’s proposed pricing against the Government’s estimated quantities included within Attachment 2, ELIN Price List for all five years.
Note that pricing for all items and years is required, otherwise the quote will be considered ineligible for award.
