SOLICIATION H92240-20-T-0009, RESPONSE TO QUESTIONS RECEIVED.
Q1: Addenda 08, Center Console Quote Sheet, Pricing section, price per day / daily rate. How many hours should be assumed for 1 day of use for the daily rate? Is this a standard 8 hour day?
R1: Please submit a price assuming that the vessel will be in possession for an entire 24 hour period.
The Government may include hours of vessel use (at sea/operational) at the call level, but the vessel should be made available and priced for an entire day so as the vessel is not made available to other parties for a full 24 hour period. At the call level, vessels will be price on a daily not hourly basis.
Q2: Volume 3: Factor 2 Past Performance requirements for contract references, main solicitation document page 8, paragraph (m)(4). Will the Government consider a minimum of 1 contract reference, instead of 2, that's recent and relevant for the center console vessel?
R2: Submission requirements revised to one (1) contract reference. Please note, as stated on page 9 and 10 of the solicitation, Quoter’s without a record of relevant past performance of for whom information on past performance is not available, will not be evaluated favorably or unfavorably on past performance and as a result, will receive a ‘neutral confidence’ rating.
Q3: The Government indicates this is an Unrestricted solicitation; however, there is a size standard of $7,500.000 stated. Would the Government please confirm there is no size standard for this solicitation?
R3: The solicitation is unrestricted, but this does not negate or remove the size standard associated with the NAICS code. This size standard applies in determining whether a small business is large or small, and if a large business is submitting a quote, is relevant in submitting the required small business sub-contracting plan.
Q3: Would the Government please confirm the NAICS for this solicitation?
R4: Correct NAICS is 532411. This will be reflected in any resulting award document.
Q4: For Volume I – Contract Forms and Certifications, the Government requires Offerors to complete and return the SF 1449, any SF30s, and identified provisions. These documents were provided in pdf format and are typically submitted in pdf format. Is it the Government’s intention for Offerors to convert these documents to Word for submission?
R4: Assumption correct, solicitation to be revised to include PDF submissions permitted.
Q5: Is it the Government’s intention to have a price for each specific vessel provided on each Vessel Quote Sheet or are the prices submitted on the vessel quote sheet representative of the price for each vessel type and will be the NTE price for that vessel type?
R5: The pricing shall be valid for the entire life of the BPA. Please price accordingly. For example, If a vessel is proposed and awarded, and in year two of the agreement the offeror removes and replaces with a like vessel determined by the Government to be technically acceptable, pricing shall not be subject to revision.
Q6: Will the Government be providing a template or structure that pricing shall follow to ensure completeness of the submitted price volume?
R6: Pricing scheme is provided for each vessel under the respective vessel’s quote sheet.
Q7: Will the Government be providing evaluation quantities by region as a basis of evaluation of our pricing and to determine the total proposed contract value?
R7: No quantities shall be provided, the sole non-binding estimate of lease value per year is contained in the BPA terms and conditions portion of the solicitation on page 3 of 48.
Q8: The PPIS appears to request four different points of contact for each contract reference. The Contracting Officer is typically the point of contact for past performance and someone that can comment on the quality of service, so could fulfill multiple point of contact roles on this sheet. Would the Government please confirm that the Contracting Officer can be used for multiple points of contact requirements? If the Government intends for four unique points of contact, please explain how the POINT OF CONTACT FOR PAST PERFORMANCE differs from the Contracting Officer.
R8: The PPIS accommodates the possibility of references from outside of the Government contracting realm. The first mention on the PPIS requesting a point of contact is “Point of Contact for Past Performance.” This instance, the Government means the offeror’s firms past performance point of contact. The second mention is “Contracting Officer Name, email.” The Government means the firm or agency authorizing official that entered into the contract/order serving as reference. The third and fourth request two points of contact associated with points of contact that can comment on the quality of services and the Government intent is to have technical points of contacts that can comment on the performance under the reference.
