PERFORMANCE WORK STATEMENT

NAVAL SPECIAL WARFARE PRIMARY DRIVER COURSE OF INSTRUCTION

1.0 Background

In response to operational requirements, Naval Special Warfare (NSW) operators must possess the intrinsic ability to perform mounted operations in a safe and effective manner across all terrain types and operating environments in high-risk Areas of Operation (AOs) worldwide. Due to austere forward operating locations and a high operational tempo, operators must be able to perform basic field diagnostics and repair on various ground mobility platforms to include: the Lightweight Tactical All-Terrain Vehicle (LTATV), Non-Standard Commercial Vehicles (NSCVs), and the Ground Mobility Vehicle (GMV, also known as the HMMWV).

2.0 Objectives

The objective of this Course of Instruction (COI) is to impart NSW operators with the necessary skills for mounted patrolling in open desert and mountainous terrain. The vendor shall develop and deliver a ten (10) day COI that introduces and develops the skills necessary for the safe and effective operation of LTATV, NSCV, and GMV in varied altitude and temperature conditions, across a variety of terrain types. The location of the operational training COI should closely resemble the current and anticipated operational environments to include, but not limited to, unimproved surface/roads, and rugged off-road desert and high desert terrain.

3.0 Scope

Vendor shall develop and deliver Primary Driver COIs that provides training on the LTATV, NSCV, and GMV. The COI shall start with introductory operations and capabilities for NSW operators to include: basic familiarization, basic field repair, driving fundamentals on unimproved roads and off-road terrain, obstacle negotiation, vehicle recovery, and mechanical instruction.

4.0 Tasks

4.1 Training Site(s). Prior to course delivery, the vendor shall identify proposed training site(s) that closely resemble the current and anticipated operational environments. Training sites shall be within 250 miles of Coronado, CA and shall incorporate a minimum of 60,000 acres of drivable off-road terrain, to include sand, rocks, dirt, decomposed granite, and hills. Proposal shall include proposed training site(s) and proof of National Environmental Policy Act (NEPA) compliance/analysis for the proposed site(s).

4.2 Site Visits (Base Year). The vendor shall conduct a training site survey to facilitate course design and conduct a site visit at NSWG-1 to support initial curriculum design. The vendor shall identify appropriate locations for student berthing/lodging for twelve (12) students during the site visit(s) to support planning for this multi-day COI. Both site visits shall be scheduled early in the base year, to allow sufficient time for curriculum development and the delivery of six (6) courses for the base year.
