SPECIFIC INSTRUCTIONS TO OFFERORS (ADDENDUM TO FAR 52.212-1 - INSTRUCTIONS TO
OFFERORS – COMMERCIAL ITEMS)
(SECTION L)
FOR
DISTRIBUTED COMMON GROUND/SURFACE SYSTEM
SPECIAL OPERATIONS FORCES
ALL-SOURCE ANALYTICAL ENVIRONMENT
L.1 General Instructions to Offerors
L.1.1 This is an all-electronic solicitation release. No hard copies will be mailed. Amendments to the solicitation will be posted to www.fedbizopps.gov. It is the responsibility of each offeror to review the webpage for notice of amendments, updates, or changes to current information. The exclusive responsibility for the source selection will reside with the Government. Proprietary information submitted in response to this solicitation will be protected from unauthorized disclosure as required by Subsection 27 of the Office of Procurement Policy Act as amended (41
U.S.C. 423) and as implemented in the FAR. The proposal and corresponding program will be unclassified and treated as Source Selection Sensitive Information.
L.1.2 All proposals must be complete, self-sufficient, and respond directly to the requirements of the solicitation.
Any commitments made in the proposal shall become part of the resultant contract. Any significant inconsistency, if unexplained, raises a fundamental issue of the offeror’s understanding and/or ability to perform under a contract.
This may be a basis for rejection of the proposal. In no case shall words like “we will comply with the requirements of the contract,” or equivalent statements, be acceptable to meet the requirements of this RFP. Failure to comply with these instructions may result in an offeror’s proposal being excluded from further consideration for award.
Offerors shall submit with their proposals a list of names and telephone numbers of persons authorized to conduct negotiations.
L.1.3 The evaluation will consist of an evaluation of Factors 1-3 and the Administrative Criteria outlined below.
Proposals shall not contain classified information. The Government intends to award a single Firm-Fixed Price
(FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract as a result of this solicitation; however, the
Government reserves the right to award more or less prime awards based upon the results of the proposal evaluations.
L.1.4 Factor 1, Technical (Volume 1) shall be prepared in accordance with (IAW) these instructions and will be evaluated IAW the evaluation criteria in 52.212-2, Evaluation -- Commercial Items. Proposals shall include necessary information to enable the evaluators to form a definitive conclusion concerning the offeror’s ability to deliver and integrate the required ASAE software tool. The Government will utilize a phased approach or “gates” for the Technical Factor. Offerors must successfully pass the first “gate” to move on to the second “gate”, etc. There are four subfactors under the Technical factor, each one representing a “gate”.
L.1.5 Factor 2, Past and Present Performance (Volume 2) shall be prepared IAW these instructions and will be evaluated IAW the evaluation criteria in 52.212-2.
L.1.6 Factor 3, Price (Volume 3) shall be prepared IAW these instructions and will be evaluated IAW the evaluation criteria in 52.212-2.
L.1.7 Administrative Criteria (Volume 4) shall be prepared IAW these instructions and will be evaluated IAW the evaluation criteria in 52.212-2.

L.1.9 Proposal Format. Format of the proposal volumes (and any resulting responses to Evaluations Notices
(ENs)) shall be as follows:
Text size shall be no smaller than what is equivalent to Microsoft Word, Times New Roman, 10 point, uncompressed font.
Pages shall be single sided, one and one half spaced, with a minimum of one inch margins on all sides. A cover sheet should be bound in each book, clearly marked as to volume number, title, “original” or copy number, solicitation identification, and the offeror's name.
Each volume shall contain a glossary of all abbreviations and acronyms used with an explanation for each.
Pages shall be dated and numbered sequentially by volume.
Elaborate format, color representations, and bindings are not desirable. Three-ring binders are preferred. The pages in the binders shall be easily removed and replaced to facilitate page changes. Any pages that are changed (as the result of negotiations) should be of a different color (as specified by the Contracting Officer) and have changed information clearly marked by a vertical line in the right margin of the page and/or circling if changing data in a chart. The offeror shall indicate the new date on revised pages.
Legible tables, charts, graphs, and figures shall be used when necessary to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible, and shall not exceed 11 by 17 inches in size. No more than 20% of the maximum number of pages in each volume may be a foldout. Where possible, diagrams and associated text shall both be visible (at the same time) without disassembling the document. Foldout pages shall fold entirely within the volume and count as one page.
Foldout pages may only be used for large tables, charts, graphs, diagrams, and schematics; not for pages of text.
For tables, charts, graphs, and figures the text shall be no smaller than what is equivalent to Microsoft Word, Arial, 8 point, uncompressed font.
Electronic copies must be provided on CD-ROMs/DVDs, read-only memory. Microsoft Office 2010 presentation and spreadsheet products are preferred. Changes, as a result of negotiations, will be conformed on
CD-ROMs/DVDs and have changed information clearly marked by a vertical line in the right margin.

L.2.1 VOLUME 1 – FACTOR 1 – Technical
L.2.1.1 Subfactor 1: Requirements Cross Reference Matrix. The offeror shall provide a Cross Reference
Matrix (CRM), using the template provided, RFP Attachment 7 that maps the proposed ASAE software tool capabilities to the requirements and Key Performance Parameters (KPPs) outlined in the Functional Requirements
Document (FRD). The matrix shall clearly indicate whether the proposed ASAE software tool does not meet or meets each KPP and requirement defined in the FRD, along with a brief description detailing how with reference to existing documentation, such as slick sheets, user guides, product specifications, etc. The offeror shall provide the referenced documentation as an appendix(ces) and provide a hyperlink in the CRM to the documentation reference.
L.2.1.2 Subfactors 2 and 3: Demonstrations. Offerors will prove the technical acceptability and user functionality of their proposed ASAE software tool through two demonstrations. The demonstrations will consist of an Interface Demonstration and a Usability Demonstration. The Government will only invite those offerors whose proposal receives an Acceptable/Green or higher rating for Subfactor 1 to participate in the Interface Demonstration
(Subfactor 2) and will only invite those offerors who receive an Acceptable/Green or higher rating for the Interface
Demonstration to participate in the Usability Demonstration (Subfactor 3).
L.2.1.3 Subfactor 4: Implementation Plan. The offeror shall provide a proposed implementation plan. An evaluation of Subfactor 4 will be accomplished only for those proposals submitted by offerors who receive an
Acceptable/Green or higher rating for Subfactors 1, 2, and 3. At a minimum the plan should address:
Detailed description of how the offeror intends to initially integrate the ASAE software tool into DCGS-
SOF per SOW Section 3.2 to include an initial integration schedule;
Detailed description of how the offeror will execute the recurring requirements in SOW Section 3.5;
The degree to which the ASAE software tool will comply with DOD-mandated DISA STIGS;
Describe the overall approach for providing Tier 3 maintenance support;
A complete listing of all that is included within the software assurance and annual license renewal price/package (CLINs 0004/0005).
L.2.2 VOLUME 2 – FACTOR 2 – Past and Present Performance
L.2.2.1 Contents. The offeror shall submit a Past and Present Performance Proposal (Volume 2) containing the following:
a. Table of Contents
b. Past or Present Performance Information Sheets
c. Past Performance Information regarding Small Business Subcontracting
L.2.2.1.1 Past or Present Performance Information Sheets. Submit information on contracts considered most recent and relevant in demonstrating the ability to perform the proposed effort. The offeror shall submit a maximum of 4 and a minimum of 2 Information Sheets identifying active or completed contracts, either Government or commercial. The Government defines “recent” as contracts that have been performed during the past 3 years from the date of issuance of this solicitation. Information Sheets for each contract is limited to 5 pages (does not include eSRS reports). Offerors are cautioned that the Government will use the information provided by each offeror in this volume and information obtained from other sources for the overall evaluation of past and present performance. The
Government requests the offeror provide references including current POCs for each contract identified. Contact information for each POC and reference shall include both a phone number and email address.
L.2.2.1.1.1 Offerors shall submit information on contracts that are considered relevant in demonstrating the ability to perform the proposed overall effort in the information sheets. Information Sheets shall include specific information for each effort regarding experience IAW the following areas outlined below.
a. Provide a brief narrative for each contract or subcontract listed. Explain the nature of the work involved and the extent the work involved was/is similar to the ASAE software tool effort in terms of software capability, contract scope, schedule, and risk.
b. Explain how the proposed software capability as outlined in the FRD was delivered including any integration efforts that were required.
c. Explain the management of annual software assurance support including Tier 1 and Tier 2 maintenance support training, ad hoc integration, configuration management, and Tier 3 maintenance support.
L.2.2.1.2 Past Performance Information regarding Small Business Subcontracting. Offerors that are required to submit subcontracting plans IAW FAR 19.7 shall provide the following past performance information.
a. Provide one year history (within the past 12 months) demonstrating corporate commitment to meet subcontracting goals/targets by providing eSRS reports, for those contracts/projects submitted under
Volume 2. The eSRS reports are excluded from the Volume 2 page count.
b. If goals were not met on the eSRS reports, provide an explanation as to why the goals were not met.
L.2.2.1.3 Relevant Contracts. Relevancy will be determined based on contract references reflecting past or present performance over the past 3 years which is relevant to the following:
L.2.2.1.3.1 Relevancy is defined as contracts that are similar to this overall effort. Efforts will be determined either
Relevant or Not Relevant. In order to be determined relevant the effort must have included requirements for providing commercial software and integrating the software into an existing database. All other efforts will be determined not relevant.
L.2.2.1.3.2 When making the relevancy determination the definitions contained within Table 2 below will be utilized.

L.2.3 VOLUME 3 – FACTOR 3 – Price
L.2.3.1 Price - Factor 3. The offeror shall submit pricing for all CLINs on RFP Attachment 8 entitled “Total
Evaluated Price (TEP) Worksheet”. Offerors shall not re-format or remove cells from the Attachment 8.
Submission of the pricing data shall be complete and accurate. Offerors shall submit pricing for CLIN 0001 for
Year 1 only and all remaining CLINS (with the exception of CLIN 0006) for the entire five-year ordering period for each CLIN contained in Attachment 8 to include all price break unit prices. CLIN 0006 shall be not-separately-priced (NSP). All prices will be provided as a Firm Fixed Price, therefore all proposed prices shall be inclusive of all direct (i.e., direct labor, material, travel, and other direct costs) and associated indirect costs plus fee related to each
CLIN.
L.2.3.2 The Contracting Officer has determined there is a high probability of adequate price competition on this acquisition. Upon examination of the initial proposals, the Contracting Officer will review this determination and if in the Contracting Officer’s opinion, adequate price competition exists no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this acquisition the Contracting Officer determines that adequate price competition no longer exists; offerors may be required to submit information to the extent necessary for the contracting officer to determine the reasonableness of price.
Additionally, all information related to pricing shall be included in the section of the proposal defined as “Volume 3
– Price Proposal”. UNDER NO CIRCUMSTANCES should pricing data be included elsewhere in the proposal.
L.2.4 VOLUME 4 – ADMINISTRATIVE CRITERIA. Provide documentation, as required below, in order for the Government to determine award eligibility.
L.2.4.1 Contract Forms and Certifications. Include the following data in Volume 4 in the format indicated.
Designate on the volume cover which proposal package contains the original, executed copy of the SF 1449 and which contains copies.
a. Proposal cover letter or proposal cover page (include names, office phone and facsimile numbers, if applicable, cell phone numbers, and e-mail addresses for proposal POCs). Include a declaration statement that acknowledges and accepts, without exceptions, all Statement of Work (SOW) requirements.
b. A completed SF 1449 with blocks 12, 17, and 30 filled out.
c. Representations and Certifications must be completed and included with the proposal.
L.2.4.2 Small Business Subcontracting Plan and Participation:
FAR 52.219-8, FAR 52.219-9 and DFARS 252.219-7003 clauses are included in this solicitation and will be incorporated into any resultant contract. A subcontracting plan is required from all offerors other than small business concerns for proposals exceeding $650,000 which contain subcontracting opportunities. The plan shall be submitted with the initial proposal. The offeror’s submission must provide sufficient information to support the
Contracting Officer's review of the subcontracting plan to determine if it is acceptable. The NAICS code of 511210 pertains to the prime offeror.
