STATEMENT OF WORK
FOR
DISTRIBUTED COMMON GROUND/SURFACE SYSTEM
SPECIAL OPERATIONS FORCES
ALL-SOURCE ANALYTICAL ENVIRONMENT
1.0 DESCRIPTION OF REQUIREMENT: The Contractor shall provide a Commercial off the shelf (COTS)
All-Source Analytical Environment (ASAE) software tool (including licenses and annual software maintenance) and integration of the ASAE software tool into the existing Distributed Common Ground/Surface System – Special
Operations Forces (DCGS-SOF) system architecture. The Contractor shall integrate an ASAE software tool which is user configurable and adaptable in support of DCGS-SOF capabilities in accordance with the DCGS-SOF
Functional Requirements Document (FRD) and this Statement of Work (SOW).
2.0 PURPOSE: The purpose of this procurement is to acquire COTS ASAE software tool and integration of the
ASAE software into the existing DCGS-SOF Enterprise. The ASAE software shall provide Link Analysis and Entity
Resolution capabilities which will significantly increase the warfighter’s ability to efficiently discover patterns, anomalies, connections and entities of interest.
3.0 SPECIFIC REQUIREMENTS:
3.1 ASAE SOFTWARE REQUIREMENTS. The Contractor shall provide an ASAE software tool that meets the requirements outlined in the Functional Requirements Document (FRD), Attachment 2.
3.2 ASAE SOFTWARE INITIAL INTEGRATION. The ASAE software tool shall integrate with the latest version of the DCGS-SOF XML database utilizing the appropriate APIs. The ASAE software tool shall utilize the
DCGS-SOF UI as the foundation to allow users to easily access, organize and arrange all on-line capabilities from within a web browser in connected and disconnected operations. Additionally, the ASAE software tool shall assimilate into the existing DCGS-SOF UI environment such that the tool deploys within the DCGS-SOF environment and all information it visualizes is integrated and embedded in the main UI workspace. In order to integrate the ASAE software tool, the Contractor shall provide 2 enterprise-wide licenses and 1 disconnected license for test and integration. As part of integration, the Contractor shall comply with all required DISA STIG and SOF
Group Policy requirements as well as Information Assurance (IA) performance, certification, and accreditation requirements. The Contractor shall also train third party maintainers to provide Tier 1 and Tier 2 maintenance support for the ASAE software tool. The Contractor shall also train the new equipment training vendor on the user functionality of the ASAE software tool for incorporation into the DCGS-SOF computer-based training and user guide.
3.3 ENTERPRISE-WIDE LICENSE AGREEMENT. The Contractor shall provide enterprise-wide software license agreements for the ASAE software tool as outlined in the CLIN structure of the contract.
3.4 DISCONNECTED SERVER LICENSE AGREEMENT. The Contractor shall provide disconnected server software license agreements for the ASAE software tool as outlined in the CLIN structure of the contract. A server has the potential to support anywhere from 2 to 50 users at a time in a disconnected environment.
3.5 SOFTWARE ASSURANCE AND ANNUAL LICENSE RENEWAL. As part of the annual license renewals the Contractor shall provide the following:
3.5.1 Version Upgrades: The Contractor shall provide any and all ASAE software tool version upgrades as they are released.
3.5.2 Software Assurance (SA): The Contractor shall provide all services included in the proposed software assurance package. At a mininum the package shall include services to track and validate a list of bug fixes, confirm version compatibility, perform configuration management, provide Tier 3 help desk support, and ensure revision control.
3.5.3 Ad Hoc Training Support: The Contractor shall train third party maintainers to provide Tier 1 and Tier 2 maintenance support for any version change to the ASAE software tool. The Contractor shall train the new equipment training vendor on the user functionality of any version change to the ASAE software tool for incorporation into the DCGS-SOF computer-based training and user guide.
3.5.4 Ad Hoc Integration Support: The Contractor shall provide support as required to integrate version changes into the DCGS-SOF environment.
4.0 SECURITY REQUIREMENTS:
4.1 Security shall be in accordance with the attached DD254 and the program Security Classification Guide. Two contractor team individuals supporting this task shall be cleared at the TOP SECRET level at the start of this task.
Contractors shall require access to NIPRNET/SIPRNET/JWICS. Contractor personnel supporting this effort will require access to Sensitive Compartmented Information, NATO and Focal Point material in performance of this effort. The Contractor will be authorized to courier classified information up to the SECRET level in performance of official duties upon approval of and designation by the PM.
4.2 The Contractor shall ensure requirements for safeguarding classified information and classified materials, for obtaining and verifying personnel security clearances, for verifying security clearances and indoctrination of visitors, for controlling access to restricted areas, for protecting government property, and for the security of automated and non-automated management information systems and data are fulfilled. The Contractor’s management system shall prevent unauthorized disclosure of classified and sensitive unclassified information. The
Government shall be immediately notified if any security incident or any indication of a potential unauthorized disclosure or compromise of classified or sensitive unclassified information.
4.3 The Contractor shall provide security management support. Typical efforts include, but are not limited to, performing classified document control functions, classified materials inventories, program access requests, preparing and monitoring personnel indoctrination and debriefing agreements, and maintaining and using security-related databases.
5.0 REQUIRED MEETINGS/TESTS
5.1 Kick-off. The Contractor shall conduct a contract kick-off meeting in the local Tampa, FL area. The meeting shall occur no later than 15 calendar days after contract award.
5.2 Ad Hoc Status Discussions. The Contractor shall support integration status updates as requested by the
Government at a location to be determined by the Contractor.
5.3 Test Readiness Review (TRR). The Contractor shall conduct a Test Readiness Review for the initial integration in the local Tampa, FL area. The Contractor shall perform subsequent Test Readiness Reviews as required due to version upgrades.
5.4 Baseline Acceptance Test (BAT). The Contractor shall conduct a Baseline Acceptance Test for the initial integration in the local Tampa, FL area. The Contractor shall perform subsequent Baseline Acceptance Tests as required due to version upgrades.
5.5 Post Test Review (PTR). The Contractor shall conduct a Post Test Review for the initial integration in the local
Tampa, FL area. The Contractor shall perform subsequent Post Test Reviews as required due to version upgrades.

6.2 ASAE Software Test Plan (A001): The Contractor shall provide an ASAE Software Test Plan, documenting those attributes of the system that must be tested to assure that the business and technical requirements are satisfied and that the developing technology will be suitable for its intended use in the DCGS-SOF architecture. The test plan, at a minimum, shall include the following items for each unique environment to include Unclassified Test Bed
(UTB), DCGS-SOF Development Test Environment (DDT&E), DCGS-SOF Staging Environment, and SIPR: Test objectives; Functions/features to be tested; Functions/features not to be tested; Work items; Testing tools and techniques; Test schedule; Test environment requirements; and Risks and contingencies. The Contractor shall update the test plan as required for any subsequent version upgrades and associated integration activities.
6.3 Integration Plan (A002): The Contractor shall provide an Integration Plan detailing how it plans to incorporate the ASAE software tool in to the DCGS-SOF architecture. The Contractor shall provide documentation of all application programming interfaces pertinent to the integration of the product to current and evolving DCGS-
SOF capabilities. The Integration Plan, at a minimum, must include the following items: Executive summary addressing the overall status of the program; A description of how the ASAE software tool will affect the current implementation environment; Problems encountered and plans to resolve them; Actions requested by the
Government; Risks and risk mitigation; Features/functionality which the ASAE software tool should not do; and
Actions required to preclude programmatic or technical problems. The Contractor shall update the plan as required on a monthly basis during initial integration activities. The Contractor shall update the plan as required for any subsequent version upgrades and associated integration activities.
6.4 Integration Status Report (A003): The Integration Status Review Report shall address any issues relevant to the schedule, implementation, execution, and performance of the ASAE software tool. The Contractor shall provide an updated report on a monthly basis during initial integration activities. The Contractor shall provide updated reports as required for any subsequent version upgrades and associated integration activities.
6.5 Read-Aheads (A004): The Contractor shall provide read-aheads for key events such as the kick-off meeting, ad hoc status updates, TRR, BAT, and PTR.
6.6 Meeting Minutes (A005): The Contractor shall provide meeting minutes for all meetings held between the
Contractor and the Government. The Meeting Minutes, at a minimum, must include the following items: Subject of the meeting; Date/Time/Location of the meeting; Attendees; Purpose of the meeting; Key discussion points; and
Action Items resulting from the meeting.
6.7 Architecture Design and Source Code (A006): The Contractor shall deliver a complete and documented
Architecture Design Description that provides a functional analysis of the ASAE software tool to include at a minimum: the system components and overview, SDKs, Interface and API specifications, and all developed source code and accompanying documentation necessary for integration into the DCGS-SOF environment. The Contractor shall provide updates as required for any subsequent version upgrades.
6.8 Training Manuals/Materials (A007): The Contractor shall provide training manuals and materials to be used in its training of third party maintainers to provide Tier 1 and Tier 2 support and its training of the new equipment vendor on the user functionality of the ASAE software tool. The Contractor shall provide updated manuals and materials for any subsequent training on subsequent version upgrades.
