DEMONSTRATION PLAN

FOR

DISTRIBUTED COMMON GROUND/SURFACE SYSTEM

SPECIAL OPERATIONS FORCES

ALL-SOURCE ANALYTICAL ENVIRONMENT

(SUBFACTORS 2 AND 3)

Interface Demonstration 1:

Description:

The Interface Demonstration will take place on a Government-provided, commercially-hosted, virtual cloud environment or “sandbox”. This sandbox will be preconfigured by the Government with the DCGS-SOF operational software environment. Access to this sandbox and the latest version of the user interface documentation and guidance will be provided to the Subfactor 1, Acceptable/Green (or higher) rated offerors as outlined in Attachment

9 of the RFP by the Government no less than 30 calendar days prior to the Interface Demonstration commencement.

There will not be a requirement for any offeror personnel to be on site at a Government location for this demonstration.

General Interface Demonstration Process:

1. Offerors will be provided with a sandbox development environment (via commercial cloud services).

Instructions to access the sandbox will be provided to the offerors no less than five business days prior to the

30- calendar-day window.

2. Offerors will have 30 calendar days to integrate an ASAE solution into the sandbox environment.

3. After 30 calendar days, the sandbox will be locked and the offeror will not have access again until the scheduled

Interface Demonstration commencement.

4. The Government will schedule a three-day period for each offeror to integrate and test the ASAE software tool into the sandbox and execute the Interface Demonstration.

5. Upon commencement of the Interface Demonstration, the offeror will be provided two business days to integrate and test their ASAE software tool into a clean sandbox.

6. After the two business days, the Interface Demonstration (one business day) will be conducted according to the

Technical Objectives defined below.

7. The entire process will be monitored by the Government and system administration support will be available from the program office. At the conclusion of the Interface Demonstration, the Government will provide a copy of the logs to the offeror.

Technical Objectives (Instructions):

The offeror will be required to comply with the following technical objectives using their ASAE software tool solution to demonstrate functionality. The Interface Demonstration will be divided into three phases. Each phase will require the offeror to provide a hands-on functional demonstration. The scoring for each item will be based on points as explained below.

1. Phase 1: The maximum possible score for Phase 1 is 12 points broken down as follows:

a. Did the offeror demonstrate that the proposed ASAE software tool integrated into the DCGS-SOF UI environment while utilizing the existing DCGS-SOF UI API? (6 pts, no partial points will be given)

b. Did the offeror demonstrate that the proposed ASAE software tool has the ability to work with data without having to duplicate datasets, and is able to access and utilize the DCGS-SOF Preprocessing

Data Pipeline API. (6 pts, no partial points will be given)

2. Phase 2: Did the offeror demonstrate that the proposed ASAE software tool will enable an analyst to answer the following questions? The maximum possible score for Phase 2 is 7 points broken down as follows:

a.Who are the top insurgent commanders and top Key elders/Leaders working in a given region, such as Afghanistan? (1 pt)

b. What are the direct threats in a given region? (1 pt)

What is the organizational structure of the active insurgent networks in the region? (1 pt)

c. What are the key entities within the network? (1 pt)

d. What entities in each network are involved in activities such as: (1 pt)

i. IED construction & emplacement

ii. Drug trafficking

iii. Conventional attacks on Coalition and Government forces

e. What tribal groups are associated with one or more insurgent networks? (1 pt)

f. What locations or buildings are used by each insurgent network? (1 pt)

3. Phase 3: Did the offeror demonstrate that the proposed ASAE software tool will enable an analyst to conduct analysis activities and create products containing the following items? The maximum possible score for Phase

3 is 31 points broken down as follows:

a. Access to raw intelligence data, specifically sensor and unstructured data (1 pt)

b. The selection of Data Sources with the SOF Data Layer (1 pt)

c. The ability to perform Entity Resolution on data within the SOF Data Layer

i. The ability to disambiguate names, places, dates, times, activity and organization mapped to the DCGS-SOF defined ontology (1 pt)

ii. The ability to perform identity recognition (i.e., name disambiguation or the comparing of many instances of similar names in order to characterize them as unique entities) and relationship detection (e.g., does any entity have a verifiable relationship with another?) (1 pt)

d. The ability to create, update, and view link diagrams (1 pt)

e. The ability to display in the workspace, real-time updates to link charts based on changing search criteria (1 pt)

f. The ability to automatically create histogram views (1 pt)

g. Scalable geospatial capabilities – Visualize data as:

i. Heat maps & hot spotting (1 pt)

ii. Route analysis and link analysis view/capability directly integrated with geo-view (1 pt)

iii. Geospatial search (1 pt)

iv. The ability to import and export in multiple geospatial formats (1 pt)

v. Create, find, draw routes on a map (1 pt)

h. Real-time Spatial-Temporal capabilities:

i. Geographic Proximity Searches (1 pt)

ii. Temporal Searches (1 pt)

iii. Unstructured Data (1 pt)

iv. Speculative Searching (1 pt)

v. Persistent Queries (1 pt)

vi. Visualize data in timeline view (should include time-series/timelines (“swim-lanes”), the ability to represent multiple datasets at once, bubble chart) (1 pt)

vii. Visualize data in time wheel view (1 pt)

i. The ability to publish results into the workspace and export into the formats defined in the FRD

Requirement 7.2 (1 pt)

j. The ability to perform Automatic Link Analysis (1 pt)

k. The ability to create intuitive Linkages, to include discovery and pattern recognition (1 pt)

l. The ability to leverage results from other Intelligence Analysis Tools and demonstrate support for utilizing multiple data formats as defined in the FRD Requirement 7.2 (1 pt)

m. The ability to create user Annotations (1 pt)

n. The ability to categorize and sort data and query results (1 pt)

o. The ability to support real-time collaboration and messaging (1 pt)

p. The ability to add context from relevant sensor and non-sensor-derived data (1 pt)

q. The ability to perform Meta-data Tagging (1 pt)

r. The ability to manage Auditing and Alert data (1 pt)

s. The ability to perform Drag and drop capability across ASAE components (1 pt)

t. The ability to perform basic social network analysis, to include: provide measures of closeness (e.g.

betweeness, closeness, eigenvector), Density, Distance, Structural Holes, and Strengths of Ties

(‘Weakest Link’) (1 pt)

Usability Demonstration 2

Description:

The Usability Demonstration will take place on a Government-provided, commercially-hosted, virtual cloud environment or “sandbox”. This is the same clean sandbox that was used in the Interface Demonstration. Access to this sandbox will be provided to the Subfactor 2, Acceptable/Green offerors as outlined in 52.212-2 of the RFP by the Government the day of the Usability Demonstration. No more than three offeror representatives will be required on site at the Government designated facility (Tampa, FL) for this demonstration.

General Usability Demonstration Process:

1. The Government will schedule with the offeror, a start day of the Government’s choosing for the Usability

Demonstration (one business day).

2. Government Joint Interoperability Test Center (JITC) representatives will facilitate and observe the Usability

Demonstration.

3. Access to the sandbox will be provided to the offeror at least one business day prior to the commencement of the Usability Demonstration in order to confirm that the sandbox is in the same condition as it was at the conclusion of the Interface Demonstration. The Government will provide a copy of the logs to the offeror at this time.

4. The Usability Demonstration (one business day) will be conducted according to the Technical Objectives defined below.

5. The entire process will be monitored by the Government and system administration support will be available from the program office.

Technical Objectives (Instructions):

The offeror will be required to comply with the following technical objectives which include training the SOF user representatives on how to operate the proposed ASAE software tool and to demonstrate the solution’s usability based on a given scenario. A sample scenario is included below as a reference to the type of demonstration that the

SOF user representatives will face during the Usability Demonstration. The Usability Demonstration will be conducted in two phases:

1. Phase 1: Training Phase – The offeror will have three hours in a classroom environment to train SOF user representatives on the operation of the proposed ASAE software tool. The offeror is free to bring whatever visual aids and computers they need to conduct the training including operational instances of the proposed

ASAE software tool. Upon completion of the three hour training, the offeror will vacate the premises and no further instructions will be provided to the SOF user representatives.

2. Phase 2: Employment Phase – After the training period, the SOF user representatives will have five hours to execute a given scenario, similar to the following example provided, and generate the products the scenario requires using the proposed ASAE software tool. The offeror will have no contact with the SOF user representatives during this phase. Upon completion, the SOF user representatives will complete an industry-standard System Usability Scale (SUS) survey in order to provide feedback on their overall experience. Each user will be asked the following questions and will provide their answers on a scale of 1-5 (Strongly Disagree –

Strongly Agree). Each question will have a maximum score value of 5 points and a minimum score value of 1 points:

a. I think that I would like to use this ASAE software tool frequently

b. I found the ASAE software tool to be unnecessarily complex

c. I thought the ASAE software tool was easy to use

d. I think that I would need the support of a technical person to be able to use the ASAE software tool

e. I found the various functions in the ASAE software tool were well integrated

f. I thought there was too much inconsistency in the ASAE software tool

g. I would imagine that most people would learn to use the ASAE software tool very quickly

h. I found the ASAE software tool very cumbersome to use

i. I felt very confident using the ASAE software tool

j. I needed to learn a lot of things before I could get going with the ASAE software tool

Sample Scenario (Will not be used for actual Usability Demonstration)

Source Development/HUMINT Targeting

Background

You are a HUMINT analyst supporting a USSOCOM unit planning clandestine operations in Coastal Unicorn, in the Yolo Province. The clandestine operations are in support of planning efforts to potentially remove a prominent war lord responsible for human rights violations. This clandestine unit's mission is to establish a network that will infiltrate the resistance network in the southern district of the Yolo province. Very little information is currently known about the atmospherics, other key leaders, and potentially influential leaders, however, many peace keeping missions have taken place in this area and the war lords are believed to have relocated from external conflict areas in the Middle East and may have attended western education organizations in the U.S. and the U.K. Your mission is to provide intelligence analysis in support of source development, ultimately supporting potential future HUMINT operations in the area as a source pool matrix and on a graphically in a collaborative mapping tool. The action officer has assigned you the responsibility of identifying any and all close associates to the potential influential leaders, focusing on personalities that have ties to the war lord but have not been radicalized. The purpose of the source pool matrix is to provide the case officers with potential leads for source development to support planning and operational decisions in the event the prominent war lord is decidedly targeted.

Open source information, published message traffic, law enforcement data, interrogation reports, other

HUMINT reporting or other raw information will be necessary to develop the matrix and potentially geographically represent the overlay of potential sources.

Objective & Tasks

Your primary objective is to identify and chart the individuals, organizations and locations that comprise insurgent network activity in the Yolo district. The Commander also needs to know what tribal groups sympathize or support with insurgents and to what extent. He is also interested in any information about local or district officials providing support to the insurgents and in any narcotics trafficking activity.

Your first task is to review and process the available raw intelligence and then to develop a link chart depiction of the information. The chart should show the logical structure of insurgent groups operating in

Yolo district and all relevant information about organization, people, places and events involved with insurgent or criminal activity. Entities should be attributed with demographic, geospatial, organizational and geographical information, if known. All personality names must be submitted to the coordination cell for de-confliction purposes, to ensure no duplication of effort or external agency involvement.

Collaboration with all source analysts, geospatial analysts, and signals intelligence analysts will be an integral part of the process to ensure efficiency. Cross-talking with analysts and subject matter experts in areas the entity has travel to will also aid in ensuring any other potential available information is accessible. Links between entities should describe the nature of their association. All source material used to construct entities and links should be referenced within the link chart as attributes, cards or other attachments to entities and links.

Battle Rhythm

The Commander requests a situational awareness brief today at 1900 local that provides initial input to address his PlRs. Senior staff is currently developing specific questions to be answered. The targeting cell lead expects that the questions will be provided to the targeting cell in 4-5 hours. You have until 1700 to build your chart, analyze the insurgent and criminal network structure and answer the commander's questions . Your answers will inform the situational awareness brief to the Commander.

• What insurgent networks are currently active in the Yolo district?

• What is the organizational structure of each active insurgent network?

• What entities in each network are involved in:

o IED construction & emplacement o Drug trafficking o Conventional attacks on Coalition and Afghanistan government forces

• Are the different insurgent networks interconnected? If so by what entities?

• Are any government or law enforcement personnel involved with either network? If so, who are they and what legitimate positions do they hold?

• What tribal groups are associated with one or more insurgent networks?

• What locations or buildings are used by each insurgent network?

• What insurgent networks are involved with foreign fighters, if any?

• What criminal enterprises do each insurgent network engage in?

• What are the key entities within the network :

o Greatest accessibility - Who is the most accessible?

o Degree centrality - Who has the most links?

o Closeness centrality - Who has the quickest access to all other entities?

o Network centrality – Who has the most and quickest access to other significant entities?

o Betweenness centrality – Who are the 'hubs' or go-betweens that link clusters/cells?

Products

The following products must be developed in support of the Commander's briefing:

• Link chart - Link diagram products should be made available in a collaborative environment to facilitate cross-talk and information exchanges between subject matter experts (i.e. IED analyst, Explosive analysts, other law enforcement agencies etc) *this product should also allow for multiple levels of classification and allow for date/time stamp and track-changes.

• Map of geolocated entities (individuals, organizations, offices, residences, meeting places, etc.)

• Organizational chart for each identified insurgent network organized by functional roles

• Table showing the names and positions of local leaders who are involved with insurgents and the name(s) of their contacts within those networks

• For the entity with the greatest accessibility provide:

o Baseball Card

• Function

• Target significance

• Detention or exploitation issues (i.e., intelligence oversight)

• AO and Al o Ego network (link diagram of direct relationships with other individuals) o Background

• Picture (if available)

• Physical description

• Ethnicity (nationality, tribal affiliation(s), etc.)

• Education

• Languages spoken

• Character Strengths

• Character Weaknesses
