PRE-PROPOSAL QUESTIONS AND ANSWERS

Federal Center South Building 1202 Oxbow

December 13, 2013

Q1 Are there any window washing concerns?

A1 Window washing is a challenge due to the extensive landscaping surrounding the building, the louvers over top of the windows on the exterior and the low parapet walls on the roof of the building, there shall be no more than 5 pounds of pressure applied to the top of the parapet wall. The contractor will be held accountable for any damages to the stainless steel shingles that make up the exterior cladding of the building.

Q2 Landscaping concerns?

A2 This is a sustainable landscaping - This site features all sustainable landscaping including multiple rain gardens, a green roof approx 1,000 SF in size. There is specific landscape architect guidance and O&M documents on specific care and maintenance.

Q3 Is a Day porter required?

A3 Not specified in solicitation. Not required but building volume and traffic is significant.

Q4 Does high cleaning include exposed piping?

A4 Annual high cleaning requirement includes exposed piping.

Q5 Any areas requiring alternate schedules?

A5. Areas requiring an alternate schedule (These areas require escort by tenants):

Q6 Any Security Level Concerns?

A6 Very high level of security in this building Badging and escorting requirements need to be followed at all times on federal property. Need to exercise caution in certain areas of the building due to sensitive materials and high level of security.

Q7 Health/fitness Center

A7 Health/fitness Center cleaned as office space, equipment shall not be touched.

Q8 Irrigation controller and interior plants

A8 Right now interior and exterior are together. There is a long term plan to split the interior and exterior irrigation systems.

Q9 Deliverable dates amendment?

A9 Amendment for deliverable dates to be sent out by the CO.

Q10 Schedule is very aggressive.

A10 CIWs are due with the proposals to help with the short timeframe.

Q11 Is this union wages?

A11. No, wages listed in WD 2005-2563, Revision 15, dated June 19, 2013 need to be adhered to.

Q12 Any high cleaning requirements?

A12 Yes, PWS includes high cleaning (above 70 inches in height) once a year.

Q13 Can we hire the current staff on-site?

A13 Yes

Q14 Was the trash and recycling program in place with the current vendor or is this a new program?

A14 Yes, but each contractor needs to establish their own trash and recycling program.

Q15 What is the current contract amount?

A15 $41,511.20

Q16 Has the Performance Work Statement (PWS) changed dramatically since the current contract?

A16 Yes, grounds maintenance and landscaping have been added to the PWS.

Q17 Can the proposal be submitted via email or mail only?

A17 Please go to page 16A, Paragraph L.3 Instructions for Proposal Preparation for submission requirements.

As long as either an electronic copy or mail copy is received by due date, Monday, December 23, 2013 @ 10:00 AM, proposal will be accepted.

Q18 I noticed that the site visit is complete. Was a site visit mandatory in order to submit a proposal?

A18 No

Q19 What is the last day for submission of questions?

A19 Thursday, December 19, 2013

Q20 Is it too late to bid on this project?

A20 No

Q21 When is the response due?

A21 Monday, December 23, 2013 @ 10:00 AM PT

Q22 Does this contract have the right of first refusal?

A22 See Amendment AM02 - FAR 52.222-17 Nondisplacement of Qualified Workers will be incorporated.

Q23 Could we have the current employees information in order to satisfy the solicitation requirement?

A23 FAR 52.222-17 is not incorporated in the current Contractor’s contract; therefore, we cannot provide the information you requested.

The Government will accept a statement of intent to hire current on-site employees in order to meet solicitation requirements.

Q24 What are the frequencies required for the janitorial and grounds maintenance services?

A24 To be performed in accordance with PWS performance standards. We do not state frequencies and it is up to the contractor to propose the frequencies. This is a performance based contract.

NOTE: This will be a one-time Total Small Business Set Aside and project will revert back to the AbilityOne program after completion in four (4) years.
