Solicitation GS-08-P-17-VJ-D-0002, Amendment 0005

Solicitation is amended to include items 1-2 as follows:

1. Add at the end of Part A on page 12 of the solicitation and at the end of the second paragraph under Price Evaluation on page 39 of the solicitation the following:

The contract maximum value is $500,000 for the total of all orders placed against Contract Line Items 0025, 1025, 2025, 3025, and 4025, for the IDIQ services (or additional services).

2. Incorporate into and make part of the solicitation the following responses to questions received from offerors:

a. FAR 52.228.16 has been included in this solicitation and requires the contractor to provide a performance bond of 20% of the contract price. Is this 20% for just the base year or the entire contract life including all options.

Response to Question 2.a.: It is 20% of the contract price for the entire contract life including all options.

b. Amendment 4 – Factor 2: Are we supposed to send the PPQ’s to the project references or will you (the government) contact our project references (using POC information we provide) an fill out the PPQ once you make contact.

Response to Question 2.b.: The Government will contact the project references using the POC information provided in response to Factor 3, Past Performance of Offeror. The offerors are not supposed to send the Past Performance and Experience Questionnaires to the project references.

c. Amendment 4 – Factor 2: Please clarify that there is no requirement to submit a Past Performance Questionnaire with our submittal.

Response to Question 2.c.: There is no requirement to submit a Past Performance and Experience Questionnaire with the submittal.

d. With regards to water treatment. Who owns the chemical feed pumps for the water treatment stations? The current contractor or the government?

Response to Question 2.d.: The Government owns the chemical feed pumps for the water treatment stations.

e. Is the Excel file “Schedule B17-rev 05.02.2017” that came out with

Amendment 3 (dtd. 5/1/2017) to be submitted in lieu of the Adobe version of Part A - SF 1449 Schedule of Prices in the original solicitation?

Please clarify.

Response to Question 2.e.: Either the completed “Schedule B17-rev 05.02.2017”, which is attached to this Amendment 0005 and incorporated into and made a part of the solicitation, in Excel format or the completed Part A pricing schedule from the SF 1449 continuation page document (pages 4-12) needs to be submitted with the offer.

f. Submission Requirements: We understand we are to mail hard copies of our proposal to the government prior to the closing time. Are we also required to email the documents to the government prior to closing?

Response to Question 2.f.: The offer submission deadline is 2:00 PM Central Time on May 15, 2017. Any offeror choosing to meet this deadline by submitting its offer electronically by email must also submit its offer as a hard copy post marked on or before the offer submission deadline.

g. Does the government provide any of the consumables or does the contractor need to estimate those material costs into the O&M bid per building?

Response to Question 2.g.: No, the Government does not provide any consumables. The costs of consumables would be the contractor’s responsibility under the contract.

h. In the SOW C.40.4, Miscellaneous Work. Should the contractor budget for $15,000 in materials for miscellaneous work over and above the repair shared cost each year for each building?

Response to Question 2.h.: Based on section C.40.4 Miscellaneous Work of the scope of work, the contractor probably should budget for $15,000 per contract year in covered costs for discretionary work over and above the repair shared cost each year as it would be the contractor’s responsibility under the contract.

This budgeted amount needs to be clearly identified and added to the O&M CLINs for ND0046ZZ, which are CLINs 0001, 1001, 2001, 3001, and 4001.

i. Are repairs performed under service contracts for the mechanical system a reimbursable repair?

Response to Question 2.i.: Yes, repairs performed under service contracts for the mechanical system are a reimbursable repair, but they are subject to the deductible repair threshold in section C.40.5.

j. Are examples excluded from the page count since Factor 3 has a 2 page limit?

Response to Question 2.j.: Factor 3 no longer has a two page limit. According to Amendment 0004, Item 3, each example shall be no more than one standard page (8½” x 11” with 1” margins and at least a 11 pt. font).

k. Are there any instructions to offerors regarding the Questionnaire?

Response to Question 2.k.: See Responses to Questions 2.b. and 2.c.

l. With commercial carriers not guaranteeing delivery on the due date of the proposal, we respectfully request to be allowed to electronically submit proposals as long as hard copy proposals are post marked on/or before the closing date.

Response to Question 2.l.: See Response to Question 2.f.

m. Amendment 004 specifies offerors should submit our Experience examples as follows: In its submission for each contract, the offeror needs to demonstrate that it is a contract of Similar Scope, Similar Complexity, and Similar Size that it has completed as the General Contractor in the ten years prior to the issuance of the solicitation. Each example shall be no more than one standard page (81⁄2” x 11” with 1” margins and at least a 11 pt. font). Does this one page per contract apply only to contracts submitted for Experience or does it apply to contracts submitted for PAST PERFORMANCE as well?

Response to Question 2.m.: No, this one page per contract does not apply to contracts submitted for past performance. According to Amendment 0004, Item 2, for each of the contracts of Similar Scope, Similar Complexity and Similar Size that the offeror has completed as the General Contractor in the ten years prior to the issuance of the solicitation, the offeror must provide the reference point of contact name, telephone number, and email address.

n. Can offerors submit one page Past Performance contract example as described in the Experience section or does that only apply to contracts submitted for Experience as well?

Response to Question 2.n.: The one page contract example as described for Factor 3, Experience of Offeror, does not apply to contracts submitted for Factor 2, Past Performance of Offeror. See Responses to Questions 2.b. and 2.c.

o. Item #2 of Amendment 0004 makes reference to the offeror's past performance information as per the PAST PERFORMANCE AND EXPERIENCE QUESTIONNAIRE, however, there are no instructions regarding what we are to do with the Questionnaire. It is clear that you are going to "attempt to make contact" with the reference, but the Questionnaire requests a subjective rating of performance, which should properly be filled in by the client. Are we to fill one out for each reference and return the information to you, or are we to send them to the customer and request that they fill one out and send it back to the GSA point of contact?

Response to Question 2.o.: See Responses to Questions 2.b. and 2.c.

p. As part of Amendment 0003, the Government released an MOU between the incumbent contractor and the union, without comment, which created a new job classification (Service Center Coordinator). Are we to assume that this classification has been added to the existing CBA with Government approval?

Response to Question 2.p.: Yes, attached to this Amendment 0005 and incorporated into and made a part of the solicitation is a copy of the Wage Determination No.: CBA-2012-4813 issued by U.S. Department of Labor.

q. If we are to include the new job classification (Service Center

Coordinator) in our proposal and pricing, do you want us to add the classification title to the Additional Services Hourly Rates Schedule on page 11 of the SF 1449, which is to be submitted with our proposal package? If this is what you desire, will you be issuing a new page 11/12 chart?

Response to Question 2.q.: No, do not add the classification title to the Additional Services Hourly Rates Schedule.

r. The Pricing Spreadsheets issued on April 29 and May 2, were presented without instructions or comment. Would you like these to be completed and submitted with the Section A "Pricing Schedule" or in place of the Section A Schedule?

Response to Question 2.r.: See Response to Question 2.e. The Pricing Spreadsheet issued May 2, 2017, which is attached to this Amendment 0005 and incorporated into and made a part of the solicitation.

s. The Section A, "Pricing Schedule" of CLINS requires that we place operating costs for separate building prices for each option year of the contract. Will it make a difference in price evaluation exactly where, or in which building prices, we place the Service Center Coordinator? This is important since comparative building prices will increase for a particular building if that is where we physically place the Service Center Coordinator.

Response to Question 2.s.: The Service Center Coordinator and associated costs need to be clearly identified and added to the O&M CLINs for ND0046ZZ, which are CLINs 0001, 1001, 2001, 3001, and 4001.

t. If we are to, or must, employ the Service Center Coordinator will you be designating where that individual is to be geographically placed, since it will change the Price P/SF for that building? If it is up to us as to where we place that individual, our Price P/SF for that building will necessarily be higher than might otherwise be expected. How will this be evaluated?

Response to Question 2.t.: See Response to Question 2.s.

u. In the specifications and during the site visit, there was no mention if the grounds keeping and snow removal operations was to stop at the property line of GSA property or to include the contiguous areas that are owned by the local municipalities. Should leaf raking, mowing and snow removal include these areas or are we to stop at the property line of

GSA?

Response to Question 2.u.: Groundskeeping, leaf raking, mowing and snow removal end at the curb.

v. Is the contractor responsible for dead trees, shrubs, etc.? If a tree or shrub dies, is the contractor responsible for the cost of removal and replacement or will GSA issue a special and separate order or request?

Response to Question 2.v.: The contractor is not responsible for trees or shrubs, but is responsible for plants. The contractor is not responsible for the cost of removal and replacement of a tree or shrub that dies.

w. What is requirement for infrared testing of electric equipment?

Response to Question 2.w.: The requirement for infrared testing of electric equipment is low voltage power circuit breakers over 50 amps and molded case circuit breakers over 400 amps.

x. Is this (the Pricing Spreadsheet issued April 29, 2017, or the Pricing

Spreadsheet issued May 2, 2017) merely to be used as a tool for calculation?

Response to Question 2.x.: See Response to Question 2.r.

y. Alternatively, does the Government expect the most recent issuance of the "spreadsheet" to be completed and submitted with the offeror's Price Proposal? If so, when will this be revealed to offerors?

Response to Question 2.y.: See Response to Question 2.r.

z. Is this a requirement? If so, when will this directive be issued to the

Offerors?

Response to Question 2.z.: See Response to Question 2.r.

aa. Will the Pricing Spreadsheet issued April 29, 2017, the Pricing

Spreadsheet issued May 2, 2017, or at least the most current rendition, be Amended to the Solicitation in some formal manner?

Response to Question 2.aa.: See Response to Question 2.r.

bb. If so when might this occur?

Response to Question 2.bb.: See Response to Question 2.r.

cc. Will the Government please explain what the value of the MOU is to this solicitation in question?

Response to Question 2.cc.: See Response to Question 2.p and Response to Question 2.s.

dd. Will the Government please indicate whether or not it considers this MOU to be valid and if so, under what law or regulation?

Response to Question 2.dd.: See Response to Question 2.p.

ee. Will the Government please indicate or otherwise explain what offerors are to do with the MOU, especially now that it is an amended part of the Solicitation?

Response to Question 2.ee.: See Response to Question 2.p and Response to

ff. Will the Government Amend Page 11-12 of the SF1449-

Continuation, which requires the Offerors to enter Hourly Wage Rates and After hours Call-Back Rates for all job classifications mentioned in the SOW/Solicitation package to be expressed by the offeror, to indicate the inclusion of the new Classification identified by the MOU? If not, why not?

Response to Question 2.ff.: See Response to Question 2.q and Response to

gg. If the Government fails to include the "new job classification" in an offerors wage rate expressions (i.e., the SF 1449 page 11-12 wage rate pricing matrix), of what value or meaning is the "price-per-square-foot" calculation if it excludes a portion of the newly negotiated position as identified in the MOU and its accompanying CBA?

Response to Question 2.gg.: See Response to Question 2.p and Response to

hh. Factors 2 (Past Performance) and 3 (Experience) include the following statement: “The quality of the offeror’s past performance as General Contractor for contracts of Similar Scope, Similar Complexity and Similar Size completed within the last ten (10) years prior to the issuance of the solicitation”. Can we submit Past Performance and Experience for evaluation for contracts we are currently performing work on, or do they have to be completed contracts?

Response to Question 2.hh.: According to Amendment 0004, Item 2, Factor 2, Past Performance of Offer, states: “Submittal Requirements: For each of the contracts of Similar Scope, Similar Complexity and Similar Size that the offeror has completed as the General Contractor in the ten years prior to the issuance of the solicitation, the offeror must provide the reference point of contact name, telephone number, and email address.”

According to Amendment 0004, Item 3, Factor 3, Experience of Offeror, states:

“Submittal Requirements: The offeror should submit a least three contracts of Similar Scope, Similar Complexity, and Similar Size that it has completed as the General Contractor in the ten years prior to the issuance of the solicitation. In its submission for each contract, the offeror needs to demonstrate that it is a contract of Similar Scope, Similar Complexity, and Similar Size that it has completed as the General Contractor in the ten years prior to the issuance of the solicitation. Each example shall be no more than one standard page (8½” x 11” with 1” margins and at least a 11 pt. font).”

3. On page 12 of SF1449 continuation page document - The solicitation is amended to delete the language under MARK-UPS, PROFIT AND OVERHEAD – ADDITIONAL SERVICES and replace it with the following:
